Members Absent: Louise Echols, David Thompson, Lynette Jeffries, Hudson Fuller. Staff Present: Sharron Hinton, County Manager's Office, and Corinthia Barber, representing Albert Kittrell, Assistant County Manager. Staff Absent: Albert Kittrell, Assistant County Manager; Nancy .Paciga, Office of Clerk to Board of County Commissioners. Welcome By Co -Chair Debbie Kinert. Establishment of Quorum — Chair Kinert announced that a quorum was present. Member Updates The members introduced themselves and gave updates on their departments' activities. Debbie Kinert reported on the N. C. Self - Determination Leadership Network funded through Robert 35 Wood Johnson to enable folks with developmental disabilities in statewide self - determination. Debbie was asked as a member of that group to go the legislative oversight committee meeting on mental health reform and, as a part of that endeavor, she got involved with the mental health, developmental disabilities, substance abuse - ombudsman possibility for the State. Debbie is also leading a work group to provide information to Representatives and Senators about this. If anyone would like to, they the may 40 join this work with this group. 45 Marvin Block representing the Department on Aging Board, discussed how Channel 8 was a good resource reading service for seniors. Can the elderly have a tax break? He also talked about elder abuse. 20% of the population in Carrboro, Chapel Hill, and Hillsborough are elderly and they are living longer. Mary Bowe (substituting in place of Dee Gamble as the representative from the Board of Social Services.) She reported that her Board is in the process of recruiting a new Director for Orange County DSS (Department of Social Services). 50 Sharron Hinton brought everyone up -to -date on the HSAC Forum Reports and said that the Commission needs to bear in mind the 1999 Report did not go out because of Albert Kittrell's accident which occurred in December of that year. She also gave a brief update on Albert's condition and recovery. Barnhill Minutes of January 15, 2001 Regular Meeting The minutes were read and adopted as read by consensus. 60 Election of New Officers – Nomination subcommittee Report – Rosetta Wash and Mel Hurston Melvin stated the nominating committee chose Debbie Kinert for Chair and Rosetta Wash for Vice - Chair. Discussion ensued. It was decided to have Co- Chairs. Motion made and adopted to appoint Debbie Kinert 65 and Rosetta Wash as Co- Chairs. VOTE: UNANIMOUS APPROVAL. Last Draft and Adoption of Forum 2000 Report Update: "Mental Health: It Affects All Ages, September 13, 2000 " — Sharron Hinton, County Manager's Office 70 Discussion followed that the Commission needs to determine the conclusion that will be made from the previous Forums of 1994 -1999, and review the recommendations that were made after each one to the Board of County Commissioners. Everyone should receive all previous reports. Staff will compile a summary of the 1994 -1999 Forum Reports and Recommendations. Each member will review them and give feedback to Sharron. The Commission will do the following in its review of the reports of 1994 -1999: 75 • Look at the recommendations • Identify the steps that have taken place as a result of the recommendations • Analyze the steps that have taken place as a result of the recommendations • Provide feedback to the County Manager's office (Sharron Hinton) 80 The Commission was reminded again that the report of the 1999 did not go out because Albert Kittrell, Assistant County Manager, and Staff to Human Services Advisory Commission, suffered a severe accident at the same time the report was due to go out. There was discussion about adding as an addendum or attachment to the 2000 Forum Report, the 1999 85 Forum Report since it did not go out; in subsequent discussion, and later agreement by consensus, it was decided to send the 1999 Forum Report out as a separate document. Someone said that it was too important an issue to be an attachment. The 1999 Forum revolved around how to better help the Hispanic community. 90 Also, we need to make a recommendation regarding Mental Health Forum of 2000, and the past five years' Forums. How much do we expect the Commissioner's to do. The role of the County will be increasing. It was the consensus of the Commission to use the recommendation developed at the October 16, 2000, meeting as follows: 95 "Create a Mental Health Task Force" to further study the broad and complex issues addressed at the 2000 Forum. The Task Force should include representatives from the Schools, Health Department, DSS, OPC Area Program, County Department Heads, Transportation Services through the Department on Aging, Housing and Community Development, and the Sheriff's Department. The Task Force will examine 100 the mental health delivery system in Orange County for children, adolescents, adults and the elderly, and Area Code (919) 245 -2125 OR 245 -2301 : Fax (919) 644 -0246 : EMAIL: npaciga @o.orange.nc.us OR cbarber @co.orange.nc.us Human Services Advisory Commission — Minutes — February 19, 2001 — Page 3 of 3 shall look at the recommendations coming from the 2000 Forum on Mental Health, and shall recommend strategies to address these issues, which are as follows: • Equity of Access to Services 105 • Crisis Intervention and Management and the Impact that All Forms of Violence have on Mental Health • Continuum of Care • Appropriate Housing and Transportation • Collaboration and Oversight of Existing Services 110 • Inadequate and /or Inflexible Funding Streams Furthermore, the Task Force shall produce and present a report to the Board of County Commissioners office by MM /DD /YY 115 2.) Recommendation: "To create an outreach and marketing plan by December 2001 to implement the education of the community about mental health issues 120 It was the consensus of the Commission that "Mental Health Issues" will include mental health, developmental disabilities, and substance abuse. It was discussed that the date of December, 2001, is rational because of the budget process. Mental Health feed back from this Committee will be gathered after its work is concluded. 12 Non - Profits' Applications for County Funding A. Review and discussion of process -- Led by Sharron Hinton, Management Analyst. She said that it is important that members who are also on the Boards of any of the non - profit organizations requesting funds not review those applications. She asked that everyone tell her or Corinthia or Nancy which non- profit group(s) they may be affiliated with. 130 135 B. Setting time and location to pick up the applications by HSAC Members. This was not done. Adiournment The meeting was adjourned at 7:30 p.m. The next regular meeting will be Monday, March 19, 2001, at 5:30 p.m. at the Government Services Center, in Hillsborough, N.C.
