Box 8181 200 SOUTH CAMERON STREET HILLSBOROUGH, N.C. 27278 Minutes February 18, 2002 �ourtp o� U 411. iz 5, 1 A regular meeting of the Human Services Advisory Commission was held on February 18, 2002, at the Southern Human Services Center, 2501 Homestead Road, Chapel Hill, North Carolina. The meeting was called to order by Co -Chair Thompson at 5:40 p.m. MEMBERS PRESENT: Robin Barnhill; Marvin Block; Mary Bowe; Melvin Hurston; Lois Kinzie (representing Partnership for Young Children, sitting in for Sue Russell); David Thompson; Rosetta Wash; Rebecca Young. MEMBERS ABSENT: Barry Jacobs (emailed; sends his regrets; has Board of County Commissioners work session); Sue Russell; Louise Echols;Pat Vandiviere (called, is giving 91st birthday party for close friend; this had been planned for one year; is very sorry, and this should he the only conflict for a while.) FAFF PRESENT: Corinthia Barber; Sharron Hinton; Nancy Paciga. STAFF ABSENT: None 1. Establishment of Quorum — Co -Chair Thompson announced that with 8 out of 12 members present, there was a quorum. 2. Additions or Changes to the Agenda — Co -Chair Thompson announced that Commissioner Barry Jacobs would like to add the following to the agenda: 5c: Method and date of presentation of 2001 Forum Report: further discussion and Commissioner Jacobs' recommnendation about the presentation of the 2001 Forum Report to the Board of County Commissioners. (Refer to 5c, below.) 3. Welcome — New Member, Betty B. Matthews, representing the Cooperative Extension Service, was appointed by the Board of County Commissioners on February 5, 2002. She was welcomed by Co -Chair Thompson and the other members. 4. Member Comments and Updates - a. All Members' Comments Co -Chair Thompson asked the members to go around the room and introduce themselves and give a short update of their organization's activities, and, if they are serving "At- Large," to give a few comments, which they did. Ms. Bowe said that she serves on the HSAC as representative from the Board of Social Services, and that she works at the Murdoch enter in Butner, N.C., as Director of Social Work Services. Area Code (919) 245 -2125: Fax (919) 644 -0246: EMAIL: npaciga@co.orange.nc.us co.orange.nc.us Human Services Advisory Commission - - Minutes - - February 18, 2002 - - Page 2 of 4 Mr. Block gave an update about the new Senior Center that opened in Hillsborough on January 29th ying it was a great success and there was much enthusiasm and many people in attendance at the ,eremonies. He added that next March the Day Care Center will open and that this will be a first for Orange County. He further commented that because of the success of the Bond Issue we now have the green light to go ahead with building a new Chapel Hill Senior Center. Mr. Block also spoke about the Respite Center, whereby volunteers and paid individuals stay with the chronically -ill. He said that we are starting a new program with the Council of Governments, that we are on the move, and that we hope to progress quite rapidly. Mr. Hurston asked if the design had begun. Mr. Block said it would be at the Homestead site and will be a complex and that they are looking at various sites along this area. He added that it would be developed in conjunction with UNC -C.H. Department of Psychology. 4b. Report on Presentation of 1999 and 2000 Forum Reports to BOCC at Goal Setting Retreat, February 2, 2002 — Ms. Wash and Ms. Hinton reported to the group that this was done and was well received by the County Commission. Ms. Wash added that one of the comments from Commissioner Jacobs was that Staff move more quickly in getting thses reports presented so that the feedback can come back sooner. Ms. Hinton said that these reports are being sent to all participants and all human services providers. 5. Items for Decision — 5a. Minutes of January 14, 2002 Ms. Bowe corrected the spelling of "Murdock Center" to "Murdoch (' enter" and that she is the "Director of Social Work Services," not "Social Services." The minutes )re approved as corrected uanimousIV upon motion of Mr. Hurston, and seconded bV Ms. -,owe. 5b. Finalization of Recommendations from 2001 HSAC Forum — Final Report - Ms. Hinton Ms. Young had made some editing /proofing revisions on her copy of the report which she submitted to Ms. Hinton at the meeting, with Ms. Hinton thanking her. Ms. Young also thanked Ms. Hinton for doing this report; Ms. Hinton replied that it was her pleasure, and that she cannot take all the credit, but that she has had a lot of help. 5c. Method and date of presentation of 2001 Forum Report — Commissioner Barry Jacobs recommends the following (in an email to the secretary), "HSAC would be better advised to come and present the report to the Board, thereby getting on the agenda early but having it come from the citizen - volunteers rather than from me. They deserve the credit, and can speak well to the report." Co -Chair Thompson called for discussion of this. He said Staff could have this put on the BOCC agenda soon after Ms. Hinton's office has finalized all the revisions that the HSAC makes this evening. He added that the method of presentation could be the two Co- Chairs jointly, or just one of them. Other members of HSAC are also welcome and encouraged to attend the BOCC meeting when the Report is presented. Ms. Hinton added that we will probably be able to present the report of the 2001 Forum at the March 19, 2002 BOCC meeting, rather than the March 61 2002 BOCC meeting (as mentioned at an earlier HSAC meeting.) It was decided bV consensus to send the Co- Chairs to the B.000 meeting in arch to present the 2001 Forum Final Report. Finalization of Recommendations from 2001 HSAC Forum — Final Report - Continued Thompson asked Ms. Hinton what our task is and she said that we need to approve this document and add the conclusions. We should look for any common thread throughout the report or from the breakout groups. Mr. Thompson said a theme he noticed was that there is a lack of coordination in getting the services to the people among the non - profit human services agencies. Ms. Young asked if there was a central phone number to call for information and referral. The 2 -1 -1 United Way Info and Referral Program was discussed. Several of the members were not aware of this program. The numbers "211" may be dialed on the telephone to reach an automated information and referral directory set up by the United Way in Orange, Durham and Wake Counties. Ms. Young asked if we are going to make a recommendation to the BOCC in this report or are we summarizing the major issues. Ms. Hinton said that we are doing both. By consensus the HSAC approved the following recommendations to the B.00C to be included in the Final Report of the 2001 Poverty Forum • Transportation problems need to be remedied • Better Coordination of County and Non - Profit Human Services • Promotion of the 2 -1 -1 and /or a central information and referral system -Chair Thompson asked Ms. Hinton if her staff could summarize this in 50 words or less, and Ms. Hinton answered yes. She asked if her staff could email this to everyone and there was agreement on that. 5d. Set Theme for 2002 HSAC Forum 1. Report from Theme Subcommittee — Ms. Barnhill, Mr. Hurston, Ms. Vandiviere The Theme Subcommittee had not been able to meet because of lack of finding a meeting place. 2. Theme proposed by the Orange County Board of Social Services : "Child Abuse" — Ms. Bowe reported that the Board of Social Services has requested that the HSAC present the topic of "Child Abuse" at the 2002 Forum. 3. Theme of "Elder Abuse" Discussed at BOCC Goals- Setting Retreat Ms. Wash said that a topic mentioned at the Board of County Commissioners Goals Setting Retreat on February 2, 2002 was that of "Elder Abuse." Discussion ensued with the topic of "Family Violence" put forward by Ms. Matthews. Ms. Bowe commented that April is Child Abuse Prevention Month. Ms. Young is in favor of the topic of Child Abuse. She also likes the idea of the Board of Social Services and HSAC working in conjunction on this theme in their respective educational efforts. ,r. Hurston thinks this would be an excellent approach. Young asked if it would dilute it too much to present the topic of Family Violence, but that this ;me would get at Elder Abuse and Spousal Abuse in addition to Child Abuse. ms. Matthews commented that there is a dentist in the Kiwanis Club who did not have the information about how to report possible child abuse and that all relevant agencies should be informed that they can call DSS. It was decided to make the final decision of a theme at the April HSAC meeting. 5e. Non - Profit Funding Applications — Ms. Hinton These will be due back from non - profit agencies in early March, and will then be reviewed by the HSAC. 6. Adiournment Co -Chair Thompson adjourned the meeting at 7:00 p.m. The next regular meeting of the Human Services Advisory Commission will be on Monday, March 18, 2002, at 5:30 p.m. at the Government Services Center in Hillsborough, N.C.
