Box 8 l 81 200 SOUTH CAMERON STREET HILLSBOROUGH, N.C. 27278 Minutes January 14, 2002 !DIN � A regular meeting of the Human Services Advisory Commission was held on January 14, 2002, at the Government Services Center, 200 South Cameron Street, Hillsborough, North Carolina. The meeting was called to order by Co -Chair Rosetta Wash at 5:36 p.m. MEMBERS PRESENT: Robin Barnhill; Marvin Block; Mary Bowe; Louise Echols; Melvin Hurston; Lois Kinzie (representing Partnership for Young Children, sitting in for Sue Russell); David Thompson (arrived at 5:50 p.m.); Pat Vandiviere; Rosetta Wash. MEMBERS ABSENT: Barry Jacobs; Sue Russell; Rebecca Young. STAFF PRESENT: Sharron Hinton; Nancy Paciga. STAFF ABSENT: Corinthia Barber. GUEST: Betty B. Matthews, nominated by Fletcher Barber, Director of Cooperative Extension Service, to represent the Cooperative Extension Service. Establishment of Quorum: Co -Chair Wash announced that a quorum was present. 2. Additions or Changes to the Agenda : The minutes of November 19, 2001 were moved from Item 6a to 3. by Co -Chair Wash. 3. Minutes of November 19, 2001 were approved as corrected. 4. Election of Officers for 2002 : The Nominating Committee (Louise Echols and Mel Hurston) presented a proposed slate of officers for 2002. The proposed officers were, Rosetta Wash, Co- Chair, and David Thompson, Co- Chair. Mr. Thompson had not yet arrived. Mr. Hurston moved that the nominations be accepted, seconded by Robin Barnhill. VOTE: UNANIMOUS APPROVAL. Mel thanked Ms. Wash, and said that, in spite of her work responsibilities and home life, she still accepted the Co- Chairship for another year. Ms. Wash said that she was pleased to do it. 5. Welcome New Member and Member Comments Co -Chair Wash welcomed Ms. Pat Vandiviere, who was appointed by the Board of County Commissioners on December 3, 2001, to represent OPC Area Programs. Ms. Vandiviere is retired from the Division of Mental Health in Raleigh. She said that she and her husband, Stewart, had moved to Orange County 40 years ago, raised their children here, and sent them to UNC. Her husband developed cancer and left her, and she misses him. She said she spends a good bit of time volunteering, for example with the Girl Scouts and, formerly, with a wilderness camp project called "North Town," which was run in conjunction with the Orange County Schools. Also, she worked on the board of the 11dest daycare center in Orange County; with OPC Area Programs; and with her church as a representative at Protecting and Preserving People, Resources and Quality of Life Orange County, North Carolina - You Count! She said she likes to get up and go and help people. She likes to do things that make a difference that 'jId eventually influence people's opinions or influence actions. Other Member Comments: Newly- elected Co -Chair Wash asked for everyone to introduce themselves. She told about her activities at the Interfaith Council Community Shelter. Ms. Hinton introduced herself as Management Analyst with the County Manager's Office, who is taking Albert Kittrell's place as staff support for the HSAC. Ms. Kinzie introduced herself as the alternate for Ms. Russell from the Partnership for Young Children, which is the local "Smart Start" agency. Mr. Block introduced himself as the representative of the Orange County Advisory Board on Aging, as well as a member of the Subcommittee working on the new Senior Center. Ms. Bowe, Director of Services at the Murdock Center, introduced herself. She is the representative of the Orange County Board of Social Services. Ms. Echols introduced herself as a member At- Large. She works for the Orange County Health Department. Mr. Hurston said he is on this Commission by way of the Orange County Board of Health, as its representative on the HSAC. Ms. Matthews is here as the nominee from the Cooperative Extension Service. She was formerly the Director of Services for Exceptional Children for Orange County Schools. Ms. Barnhill introduced herself. Mr. Thompson arrived at 5:50 p.m. and was informed that he had been elected Co -Chair along with Ms. Wash for the upcoming year. He accepted the position and thanked the group. 6. Items for Discussion and /or Decision : Strategic plan that was mentioned at the Nov. 19, 2001 meetina was discussed. b. Retirement of Albert Kittrell, Assistant County Manager Mr. Albert Kittrell, Assistant County Manager, officially retired the end of December, Ms. Hinton said. He is very optimistic and looking forward to volunteering and working in the community. The County Manager's office anticipates filling his position in May or June. The date and place for his retirement reception have not yet been set. More information will be forthcoming. The members signed a congratulations card for him at the meeting. A card was also circulated for Ms. Debbie Kinert, former Co -Chair of the HSAC. c. Adoption of 2001 Forum Report The 2001 Forum Report, which was presented at the November 19, 2001 meeting, needs to be finalized and adopted. Sharron Hinton, Management Analyst, had requested member comments by December 14, 2001, but did not receive any. Ms. Hinton handed out a Draft 2001 Forum Report to the members. Rosetta called for discussion on the draft forum report. Mr. Hurston asked Ms. Hinton who this report would be distributed to, and she said to Board of County Commissioners and to all participants. He asked if other agencies would receive this report. Ms. Hinton said that would be possible. She said that her office sends it to all the agencies that the are funded by the Board of County Commissioners. Ms. Wash said that we should use some of the regular meeting next month to discuss the report and to finalize it. 'OTION WAS MADE BY Mr. Hurston, seconded by Ms. Barnhill to use some time at the February meeting to _)rk on recommendations on the Draft Forum Report for the 2001 HSAC Forum. Hinton said that the method of presentation needs to be finalized at the January 14, 2002 meeting. =ach Chair of an Orange County BOCC Advisory Board /Commission received a letter in early December 2001 inviting them to the Annual BOCC Goal Setting Retreat to speak on behalf of her /his Advisory Board /Commission. The recommendations of the Manager's office are, that 1) the 1999 and 2000 Forum Reports be presented by the Co- Chairs of the Human Services Advisory Commission at the February 2, 2002 BOCC Goals Setting Retreat, and, that 2. Barry Jacobs, County Commissioner, member of HSAC, present the 2001 Forum report in "Board Comments" at the regular BOCC meeting, March 6, 2002. Ms. Echols brought up the point that it would be good for the Co- Chairs at that time to talk about the things that have come about which the HSAC recommended. Ms. Hinton concurred and mentioned ESL (English as a Second Language); Spanish signage; and the Hispanic Center. e. Report of Human Services Advisory Commission Initiatives — Sharron Hinton This is a proposed report that has been discussed at past meetings to describe initiatives that the HSAC has recommended in past years. Ms. Hinton suggested that a subcommittee be formed to assist Staff in writing the report. The purpose will be to outline HSAC initiatives related to the 1989 -2001 HSaC Forums. f. Planning for 2002 Forum 1. Change of date for 2002 Forum aff announced that because of the significance of September 11, 2001, and, subsequently, the possibility of other community events being planned to commemorate September 11th, the date for the Forum has been rescheduled, at the Friday Center from Wednesday, Sept. 11, 2002 to Tuesday, September 10, 2002. 2. Theme Subcommittee Ms. Echols suggested we have two or three people meet to come up with some ideas and talk about topics and to report back to the group. Mr. Hurston, Ms. Vandiviere, and Ms. Barnhill volunteered to do this. The members were asked to call them with any suggestions during the next month. Ms. Barnhill asked what we are having the Dispute Settlement Center do? She suggested that we decide as a group what they will do to help us. Ms. Hinton said that was a good idea. Ms. Wash asked if we have ever had a discussion on what is not working effectively on the Forum and what is working? Ms. Echols said one good change we have made is to have a working luncheon. We could also discuss having not so many speakers or maybe only having the panel and not any speakers. Ms. Wash thinks it is a great idea that we would have the panel leaders be the breakout group leaders. Ms. Echols said to take into consideration that some of the panelists cannot stay all day. Ms. Wash said that people as knowledgeable as the panelists would be good facilitators of the break out groups. CEUs were brought up by Ms. Barnhill and were we going to have them this year. Ms. Echols said it is never too late. They only need three weeks and it costs $8 per person. Ms. Hinton would like more of an advance notice than three weeks so it could be announced when the notices go out. Mr. Hurston suggested that maybe we could use the Forum to develop strategies to get the collective wisdom f the community. Ms. Hinton commented to the new people that one of the responsibilities of the HSAC is to review the funding applications each year. She said that the process that the HSAC used last year worked very well. Ms. Wash suggested that we use the same process for the applications. Ms. Hinton said that her office is preparing to present them in mid - April. MOTION WAS MADE BY Mr. Thompson, seconded by Ms. Echols to change the date of the April 2002 meeting to the second Monday, which is April 8th, to give time for the funding applications to be reviewed. VOTE: Unanimous approval. Adjournment There being no further business, the meeting adjourned at 6:42 p.m. The next regularly - scheduled meeting of the Human Services Advisory Commission will be held on February 18, 2002 at 5:30 p.m. at the Southern Human Services Center, in Chapel Hill, North Carolina.
