6:45 pm the meeting was brought to order
Additions to the agenda: pins were handed out in behalf of the BOCC in appreicaiton to
themembers for their service on the HSac 4-

Debbie Kineert amended what she said in the 4/17/00 minutes, to.mean were._the staf v _
they were using,-i-n= appropriate- in_ I.ieu-of paid star -� Make this as a comment on 5/15/00 6-n e,
minutes.
Community House Shelter irts Rosetta Washes title , at interfatih coujncil Rosetaa
pointed out that her postion on the hsac has been changed from at large to interfaith
council representation.
Parents for Peacefull schools, is what Rebecca Young does . she is a member of this
group also, and handed out a flyer on a presentation that her group is going to do.

Marvin Block, Dee Gamble, Lynette Jeffries, lynette moved that the minutes be
accepted. they were accepted unanimously.with clarification from debbie kinert about
what she had said at the last meeting about the rules for funding for thenon profit
groups.

64 ebbie was telling about a summer program she is involved in. Deb also told
asically there is a post roll up plan
Debbie handed out the exec. summary
Status of the non proftis they all got done, Corinthia said that they are in the hands of
Albert Kittreell at the present time.
Then John Link the county manager get s them next. the co. mgr puts in his input also,
and has already done so at this time
R. Washed asked about a time frame. C. Barber said everything has to happen before
June mid June because the budget has been set by that time.
There wags disscussion on grant writing, and how to fill out the application. Thje group
thought that a class on grant writing or application fillijg out would be most helpful. The
training would be really great if there was a class on how to fill out the applications.
Rosetta Wash said that the opposite side isthat there are people who submit too much
information, whether
Hsac made a recommendtation from them as a group that there should be aclass or
technicalassistance for the non profit groups so that they can learn how to fill outthe
applications. This was the consensus of the group
Debbie and Rebecca saiad that it would be helpful to have a meeting and have break
outs sessions. Keept this in mind for next year, that the applcations should be looked at
ove rthe course of two meetings..
Membership status ....nancy reported on that . She will call Tom Maynar d of opc
mental helath to let him know that the hsac will be doning the forum on the subje of
mental helath
R. Wash suggested that maybe next year we could have a workshop on mental health
and homeless.neess. it ws discussed that this draft agenda for the forum can be
changed or revised. \\
R. young commented on the Ifie cycle stages and that it was a good structure
Wash would like to see a separate session on homelessness and mentall illness
because her fear is we wont give it justice if it is included in these other areas.
she things it needs its own disccussion..
R. young said what would the best way to get speakers.
Jeffries says that substance abuse knowsno race, gender, color, age. Lynnette. she
believes that homeless ness started when Dorethea Dix hospital was closed.
R. yong commented that several of the issues are listed under a II of the categories, but
others are specific to the age categoriy.
R. Wash said the only thing she wuld like to see .address ed for the homeless is the
mental health issue.
.r young asked how the forum is conducted in the past. Dee Gamble sia dthat in the
past that there were break out groupsfor each subject and there were speakers.
R. WaSH ASKED WHERE DO WE GET THE SPEAKERS FROM. NANYC SAID THAT
IT IS IN THE AREA, SUCH AS DUKE UNIV.
r. Wash thinks we can find speakers on the homeless ness in the mentally ill.
R. wAsh siad she wuld ask around. she sai
scheyette, anna is the one that dee gamble suggested. Rosetta wash will contact her.
Anna is at the school ofsocial work at unc.

Debb Kinert also mentioned that Dan Blazer may be able to help give us some good
information (sse the draft agenda)
