Members Present: Debbie Kinert, Co- Chair; Karen Current (arrived at 6:10 p.m.); Hudson Fuller.(arrived 5 at 5:45 p.m.); Dee Gamble (arrived at 5:50 p.m.); Melvin Hurston; Barry Jacobs; Lynette Jeffries; Rosetta Wash; Rebecca Young; Robin Barnhill; David Thompson. Members Absent: Sue Russell; Marvin Block; Louise Echols, Co- Chair. 10 Staff Present: Sharron Hinton, County Manager's Office, and Corinthia Barber, representing Albert Kittrell, Assistant County Manager; Nancy Paciga, Office of Clerk to Board of County Commissioners. Staff Absent: Albert Kittrell, Assistant County Manager. I- Member Updates : The members introduced themselves and gave updates on their departments' activities. Debbie Kinert spoke about a Clients' Rights Committee On Disabilities. 20 Sharron Hinton gave an overview of the upcoming Feb. 23 -24 Youth Summit to be held by the Orange County Human Relations Department and the Schools. The issues discussed will include discrimination and stereotyping. She also described the week -long Civil Rights Summit hosted by Orange County to be held in April, 2001. 25 Robin Barnhill said that wintertime is a hard time financially for nonprofit groups like OCIM (Orange Congregations In Mission) and, particularly, this winter with the increased electric bills. She also said that in Orange County we are starting to count the number of homeless persons in the County. She added that some students in our schools are basically homeless. 30 Sharron Hinton talked about the newly- formed Continuum of Care Committee led by the Interfaith Council which will help develop affordable housing in the County. Lynette Jeffries spoke about the need for meeting space for the Cooperative Extension Clubs. 35 Rosetta Wash said that the Homeless Shelter of the Interfaith Council (IFC) in Chapel Hill is overflowing with people right now, and that even all the floor space is being used. Karen Current, of El Centro Latino, was welcomed warmly as a new member of the Human Services Advisory Commission. County Commissioner Barry Jacobs talked about the Capital Needs Advisory Task Force, for which 45 nominations and applications were being taken. The charge to the Capital Needs Advisory Task Force will be to help the Board of County Commissioners put together a bond package for the fall of 2001. 50 Minutes of August 21, 2000 A motion was made by Mel Hurston, and seconded by David Thompson, to approve the minutes of August 21, 2000 as written. VOTE: UNANIMOUS. Minutes of October 16, 2000 A motion was made by David Thompson, and seconded by Rosetta Wash, to approve the minutes of October 16, 2000 as written. VOTE: UNANIMOUS. Minutes of November 20, 2000 These had not been reformatted yet. 55 Recommendations for BOCC Because there had not been a quorum at the November, 2000 HSAC meeting, there had been no formal recommendation made for the County Commissioners' Goals Retreat in December, 2000. Commissioner 60 Jacobs said that Retreat had been continued to January 29, 2001, and suggested that the HSAC could decide to send the Forum 2000 Report to the Commissioners with a cover letter. He suggested that the cover letter request the Commissioners to accept the report and summarize the conclusions that the Human Services Advisory Commission arrived at because of the Forum. 65 After further discussion, Commissioner Jacobs also suggested that the HSAC could ask the Board of County Commissioners to review the past four or five Forums and ask the BOCC to consider what issues of human services there are. He also mentioned that the HSAC could decide to ask staff to make an analysis of the reports. 70 Commissioner Jacobs advised that it would be best if the HSAC members each reviewed the last four or five Forum reports and devote an entire meeting to reviewing them as a group before sending a recommendation to the Board of County Commissioners. Commissioner Jacobs said that he could give the BOCC notice that he is going to bring more information from the HSAC to them. He said a document might be created that would summarize the last four or five Forums and how much progress has been 75 made toward addressing the issues brought forward. He said it would be best if the HSAC took its time and made its recommendations as well thought -out as possible. There was also discussion of the recommendation in the October 16, 2000 minutes that the BOCC create a Mental Health Task Force this year to work on and present a report regarding Mental Health Services to 80 the County Manager's office later this year. Commissioner Jacobs said that the creation of a Mental Health Task Force was a good idea, and that it should to be timed to go along with the huge change that is expected in the delivery of Mental Health Services in our state. We are not sure yet when this change will be implemented, however, he said. The Commission reviewed it and discussed it. It was decided by consensus to table further discussion of the report until the February meeting so that the Commission members may review it more carefully. 90 Adoption of Regular Meeting Schedule for the Year 2001 There was discussion about the meeting schedule for this year. A motion was made by Lynette Jeffries and seconded by David Thompson and Hudson Fuller to adopt a regular meeting schedule for the year 2001 as follows: the third Monday of each month, at 5:30 p.m., to 95 alternate between the Government Services Center, 200 South Cameron Street, Hillsborough, North Carolina, and the Orange County Southern Human Services Center, 2501 Homestead Road, Chapel Hill, North Carolina. The following exceptions to the above are as follows: the January meeting will held on the second Monday because the third Monday is the National Holiday in honor of Martin Luther King, Jr.; there will be an all -day Human Services Forum held in the month of September and no regular business 100 meeting; there will be no meeting in the month of December because of the winter holidays. VOTE: UNANIMOUS. A nominating committee to identify potential candidates for the Co- Chairs for 2001 was chosen. 110 It was decided by consensus that Mel Hurston and Rosetta Wash will comprise the Nominating Committee for Co- Chairs and will report back to the full Commission at the February 19, 2001 meeting with its recommendations. Non - Profit Agencies' Requests for Funding Sharron Hinton handed out the "Triangle Human Services 115 Agency Funding Application" and the instructions for same, and explained the process that the County follows to decide the amount of funds to allocate to the various non - profit agencies. She explained that some of the groups are better than others at articulating the services they provide. To help the agencies better understand the funding application process and how to best express their functions, there is a meeting planned this month to address these issues. Ms. Hinton explained further that the deadline for the 120 non - profit groups to submit the application for funding to the County Manager's office is March 9, 2001. She further explained that the Towns of Chapel Hill and Carrboro have a similar application and funding process. Sharron said that the applications will then be reviewed by the Human Services Advisory Commission, 125 certain County Department Heads, and the Human Services Management Team before a final recommendation is made for funding. In April the applications are reviewed by the Human Services Advisory Commission. 130 Debbie Kinert explained that we break into small groups to review the applications. Debbie emphasized the difficulty of pulling small groups together outside the time frame of the regular Human Services Advisory Commission meetings; therefore, the April meeting is devoted to the review of the applications in small breakout groups. 135 Ms. Fuller asked if we could pick up the applications at the March meeting so that each member will have time to review them before the April meeting. 140 Adjournment The meeting was adjourned at 6:45 p.m. The next regular meeting will be Monday, February 19, 2001 at 5:30 p.m. at the Southern Human Services Center, in Chapel Hill, N.C.
