This is the ninth newsletter for the Stoney Creek Basin Small Area Plan.
Newsletters follow each meeting of the Stoney Creek Basin Planning Group and
are distributed by group members from the Stoney Creek neighborhoods.
Background
On December 5, 1994, the Orange County Board of Commissioners
adopted the following charge: "To prepare a land use plan, including
recommendations for implementation, for the Stoney Creek Basin Planning Area
southeast of the town of Hillsborough. " A Planning Group of neighborhood
representatives plus elected and appointed officials was formed. There are
currently 22 members and seven alternates; they first met on March 16, 1995.
Research for the Stoney Creek Basin Small Area Plan involved
developing a set of alternative plans. The Status Quo, Open Space, and Neo-
Traditional alternatives were developed by graduate planning students from UNC
and a Rural Character alternative was developed by Orange County staff. A
Flexible Development alternative may be prepared by County staff at a future
date. The alternatives will be reviewed by the Planning Group and desirable
features of each incorporated into a recommended plan.
Where We Are
Meeting nine of the Planning Group was held on October 19 at the Orange
County Emergency Management Facility (911 Center) with 14 Planning Group
members and two alternates present. The purpose of the meeting was to receive
reports from the Vision and Value Subcommittees appointed at the September
14 meeting and to charge the Preliminary Design Subcommittee with its task.
The Vision Subcommittee had been given the task of condensing a lengthy
list of goal statements and attributes into a manageable package. Areas
identified as important by the subcommittee included protection of: the rural
landscape, significant cultural and historical features, important natural areas and
resources, the area's visual resources, the character of existing neighborhoods,
and the property rights and land values of rural landowners. The Planning
Group was in general agreement with the subcommittee report, but did ask them
to reconvene .before the next meeting and clarify some portions of their report.
The Value Subcommittee reported on property rights, fair value, and
flexibility for landowners. They concluded that landowners had the right to
develop their property as understood under the U.S. Constitution and state and
local laws governing land development. They also recognized that the natural
environment (in particular, the ability of the soil to support septic systems) posed
restrictions; and that the number of building lots a landowner could create might
be less than the law allowed due to the restrictive nature of environmental
conditions on his property. Land value was determined on the open market and
influenced by factors such as supply and demand, zoning, development potential,
and neighborhood character. The subcommittee recognized that landowners
cherish the ability to develop their land as they see fit and recommended that
landowners be able to choose from a variety of development options that are
consistent with good land stewardship and community standards.
The Preliminary Design Subcommittee which was appointed at the same
time as the Vision and Value Subcommittees was given the assignment of
incorporating the work of the UNC students, planning staff, and the other
subcommittees into a conceptual land use plan.
Next Steps
The Planning Group is scheduled to meet again on November 16. The
Vision Subcommittee will present its revised statement and the Preliminary
Design Subcommittee will present its first draft of a concept plan for the area.
