Follow-up to First Meeti tg of Stoney 'Creek Planning Group DATE: March 23, 1995 F'AG : X 6 An follow -up to our meeting last Thursday I have prepared several items for your consideration: 10 MeWaletter - Attached are my prelimin&ry efforts at a. newsletter. My goal is to keep it to a single double -sided sheet to reduce copying costa and simplify distribution. I have also gone with large type to enhance readability. 2, Schedule Chanqes - I suggest that we use Phase I to focus on the students' work. I propose that the April 6 meeting be devoted to the suitability analysis and alternatives the students are preparing and that we take Rural Character ideas to the group at the May 1A meeting. Irm attaching revised Phase I and II schedules to reflect these suggestions. 3 ) Consensus - I think additional discussion is needed can a wory,ing definition Of consensus. However, this can probably be deferred until May since the focus of the Planning Group for the next several meetings; will be assimilation of information rather than recommendations. 4) 8100sarp - I think a►. glossary of planning terms for the group would be very helpful. CREED SMALL AREA PLAN NEWSLETTER This is the first newsletter for the Stony Creek Basin Small Area plan. Newsletters will follow each meeting of the StOney Creep Basin Planning Group. They will be distributed by Planning Group members rePrOsOnting the various stoney creek neighborhoods. On Dccember 5 t 1994, the grange County Board of Commissioners adopted the following charges "?o prepare a lam We ply, in Wing recommm&dons for implementation,, for the Stoney Creek Basin P'lann' Area southeast of the town �, f Hillsborough." To assist staff in preparation of the plan, a Planning Group of neighborhood representatives plus elected and appointed officials was appointed. Planning Group membership► currently stands at 21 members with five neighborhood alternates. W%CM We An The first meeting of the Planning Group was held on March 16, 1995 from 7 +30 - 10:00 PM at New Hope Elementary School. Attendance was excellent with 20 Planning Group members and four alternates present. County Commissioner, Dean willhoit welcomed everyone and made opening comments about the project. Planner, Genc Bell then spoke briefly about the planning press. He emphasized that two phases were envisioned for the plan. Phase I, to be completed by late April, involves the work of UNC graduate students who will produce three alternative plans (status quo, open space and neo- traditional) for the area. Orange County Planning staff will produce a fourth alternative (rural character). Phase II, which runs from May to December, will involve serious deliberations by the Planning Group to review and analyze the four alternative plans and determine desirable features to incorporate into a recommended plan for the area. The meeting was then turned over to Verla Insko, facilitator for the group. Mrs. Insko is a forn'ter County Commissioner and now Director of the Center for Peace Education. She asked each group member to list a concern, name, the ground rule (from a list of 16 ground rules for effF ctive communication) they ,considered most important, and state what they Hoped the outcome of the project 6 'd ZODE��96I6 'OIL M ONINNUdAINIIOOHONUO Wd LSI HI 96 -U -M would be. She recorded, comments which were many anti varied on a flip chart. Concerns mcei�ting multiple rnentiori were that Hillsborough and Stoney Creek Farms developers were not at the table, consensus will not be reached, and the plan will not be implemented due to conflict and past history p ecurring comments relative to ground rules were to reach decisions by consensus, discuss "undiscussable" issues, share all relevant inf ormation, and focus on interests and not positions. Dcsired outcomes focused on a plan that is based on ,consensus, involves extensive citizen participation, is reasonable and workable, and enhances the quality of life and preserves rural character. The last 30 minutes of the meeting were spent discussing "consensus." Additional discussion will be needed., but the emerging idea was that consensus is not necessarily unanimity, but does represent a position that participants can live with and support. A second Planning Group meeting will be held on April 6. The U'C students will be presenting their alternative plans on the status quo, open space, and neo-- traditional concepts.
