Enclosed are the agenda materials for our April 4 meeting. We have much to cover, so
we need to try and adhere to our schedule.
Item 2 - Open House
Our open house was held on March 21 at New Hope Elementary School. As you can see
from the enclosed attendance list, we had a pretty good turnout and the Planning Group was
well- represented. I have also enclosed handouts from the open house for those who were unable
to attend. We need to briefly discuss our perceptions from the open house and determine if there
are additional issues or concerns that need to be addressed. The main items that I heard were the
need for:
• Better understanding of Flexible Development as it applies to the area;
• assessment of traffic impacts on the area at buildout; and
• clarification between Flexible Development and transfer of development rights.
Item 3 - Adjustments to Land Use Intensities on Map
As mentioned previously, we need to fine -tune the map. This will entail "firming -up" the
boundaries of the intensity areas. I hope we can do this at our meeting; otherwise, it may need to
be referred to the Preliminary Design Subcommittee.
Item 4 - Initial Review of Draft Plan Text
I have begun to pull together a draft of the plan text using the enclosed table of contents
which I borrowed from the Chapel Hill Northwest Small Area Plan as my starting point.
Basically, I have taken the various text files produced over the past year and begun the process of
editing and incorporating them into a single document. I'm trying to get as much done as
possible before our meeting and will mail a draft under separate cover on Monday along with
the March 14 minutes.
Item 5 - Continued Discussion on Implementation Issues
At our meeting on March 14, we discussed extensively five implementation issues carried
over from our February 28 meeting. I was unable to determine from meeting notes and my
interpretation of the minutes whether we had consensus on the following two items:
1. Expedited review and approval for some variation on five -acre lot development:
• either a conventional five -acre lot subdivision; or
• one wherein five-acre lots are the norm even though a yield plan indicates higher
density can be achieved and there is the possibility of transferring excess density
elsewhere; and
2. The possibility of a fixed -term conservation easement (20 years was discussed) that would
yield a density bonus, though much smaller than would be realized from preserving open
space in perpetuity.
While I dislike revisiting issues we have discussed, I think we need to be clear where we stand.
In that these issues have already been discussed at length, I hope we can readily identify areas
where we have consensus.
Item 6 - Presentation to Planning Board
Our schedule calls for a presentation to the Planning Board on April 15. This will not be
a final draft of the plan, but rather where things stand after our April 4 meeting. We are
scheduled to meet again on April 18 and there may be some comments from the Planning Board
that we can use in final adjustments to the plan. It would be good for as many Planning Group
members as possible to attend the Planning Board meeting to hear comments; the Board may
also have questions for the Planning Group. In that our meeting will take place three days after
the Planning Board, there will not be time to mail written comments so I will bring Planning
Board comments to our meeting.

limited; we need to stay focused!
