Memorandum of Agreement Program: Registered Dietitian Services Parties: Orange County Sheriff and the Orange County Health Department This Memorandum of Agreement is entered into this 1 st day of July, 2017, by and between the Orange County Health Department ( "OCHD ") and Office of the Orange County Sheriff ( "Sheriff') and (collectively referred to as the "Parties "). WHEREAS, the parties desire to enter into this Memorandum of Agreement in order to establish the mutually agreed upon conditions upon which the Orange County Health Department will provide the Orange County Sheriff's Office with nutritional guidance for their Jail menu. NOW, THEREFORE, the parties to this Memorandum hereby agree as follows: Orange County Sheriff agrees to: 1. Provide the Orange County Health Department's registered dietitian with the menus three weeks prior to the time they are needed. 2. Provide the registered dietitian with updated guidelines on policies listed in Food Sections .0903, .0904 and .0905 of the North Carolina Administrative Code, Health and Human Services Section. 3. Hold responsible, their food service staff to contact the dietitian if a special diet is requested by a medical provider. 4. Assume responsibility for ensuring that menus are followed and for any substitutions that may be made. The Orange County Health Department agrees to: 1. Review the written three -week cycle menus and provide recommendations to the Orange County Jail based on the policies and procedures listed in Food Sections .0903, .0904 and .0905 of the North Carolina Administrative Code, Health and Human Services Section. 2. The registered dietitian will not be responsible for ensuring that menus are followed, nor for any substitutions that may be made. Neither the registered dietitian nor the Health Department is responsible for any menu changes that have not been approved by the registered dietitian. 2. This Memorandum shall be effective from July 1, 2017 to June 30, 2018. 3. This Memorandum shall be reviewed at least annually, prior to May 1 st and may be terminated by either party upon 60 days written notice. 4. The Memorandum contains the entire understanding of the parties and shall not be altered, amended or modified, except in writing executed by the Department Director and the Orange County Sheriff. Thompson, This letter is in reference to ensuring that the Orange County Jail meets the requirements listed in the NC Administrative Code (NCAC), Health and Human Services, Food Sections: 10A NCAC 14J .0903: Food and Nutrient Requirements, .0904: Menus, and .0905: Modified Diets for the period of July 1, 2017 through June 30, 2018. During our meeting this year (6/22/17), 1 was pleased to hear about your request to reduce sweetened beverages from the menus to improve diet quality and also to remove multiple drink options served at meals to increase efficiency in meal preparation and delivery. Your cook indicated continued use of the convection oven and steamer (when able) in an effort to reduce fat and calories and also using fresh fruits and vegetables from the local farmers market. We altered your menus based on your requests but also ensured that they meet the calorie and food group serving requirements as outlined in 10A NCAC 14J .0903. Since we made several changes, please review, provide feedback, and then we will finalize for this fiscal year. We will provide specific menus for inmates with diabetes and for those who are pregnant if requested. Please also remember these additional requirements: Please follow the menus as written to meet these requirements. If a substitution needs to be made, please keep a written record and contact me to update your menus (.0904). Food modifications may only be made if prescribed by a medical practitioner and /or to accommodate religious beliefs. Please contact me for menu modifications. I am pleased with your efforts this year and look forward to assisting you in modifying your menus.
