Parlikad, Eleanor Kinnaird Excused Absence: Tammy Jacobs, Daniel Bullock, Nannie Richmond Unexcused Absence: Adrian Moreno, Alex Nickodem Staff Present: Annette Moore, Interim Director, Renee Holmes, Housing Program Coordinator and Angela Rockett, Administrative Assistant Guest: Keith Cook Welcome /Introduction Patsy Barbee, Chair, called the meeting to order at 6: 13 p.m. Approval of Minutes Motion to approve the minutes by Arthur Sprinczeles, seconded by Noah Oswald and the minutes was approved unanimously. Department Report /County Report Long Term Housing Affordability Policy Annette Moore shared that the BOCC passed the Long Term Housing Affordability Policy. One of the changes that were being considered was the 99 year time limit. The BOCC did not change that, but they made some exceptions in certain instances they might lessen the time but it has to meet the exceptions. Request for Proposal Status Update The RFP for bond money and county owned property is on the street. There were two meetings with potential bidders. One meeting was in Hillsborough and the other one in Chapel Hill and they were both well attended. The Affordable Housing Coalition made a request to extend the deadline to another 30 days. This will be put on the BOCC agenda for March 21, 2017. Outside Agency Funds Requests Ms. Moore explained the process for Outside Agency Funds Requests. There were 60 proposals that were split between some of the advisory boards. Ms. Moore explained the process of ranking and scoring the Outside Agency Funds Request. The AHAB board agreed to rank and score the requests as a group. The AHAB will meet on Monday, March 20, 2017 in Hillsborough at the Housing, Human Rights and Community Development office to compile the scores. Other Business Annette Moore shared with the AHAB board that the Annual Work Plan is due. Ms. Moore suggested to recess the meeting and finish the meeting on Monday, March 20, 2017 so the board could have more input on the Annual Plan. Ms. Moore introduced the board to Renee Holmes as the new staff person assigned to the AHAB board. Ms. Moore discussed the HUD budget and that they would possibly eliminate HOME and CDBG funds. A letter has been sent to David Price about this issue and Home and CDBG will be in the HOUSE budget. Ms. Holmes stated that Orange County is the entitlement community that receives HOME funds from HUD. Each year the partner nonprofits apply for the HOME dollars. Most of the money is used for homeowner assistance, rehabilitation, tenant based rental assistants and acquisitions. The Orange County Home Consortium made recommendations for the awards. The recommendations for the awards are: Habitat for Humanity, $250,000, Rebuilding Together the Triangle, $33,680, Empowerment acquisition for a rental property for $82,000 and the Rehab program for $65,900. These recommendations will go to the BOCC for final approval. Ms. Holmes shared with the board that another funding source is North Carolina Housing Finance Agency. They have a rehabilitation program and we received funding in 2008, 2011, and 2014. She stated that we have been very successful with the NCHFA. The meeting was recessed at 7:15 p.m. until March 20th at 6:00 p.m. in Hillsborough at the Department of Housing Human Rights and Community Development office. Patsy Barbee, Chair, called the meeting called back to order at 6:15 p.m. Ms. Barbee asked if everyone had a chance to look at their Outside Agency packet of information and she explained the scoring process. The board proceeded to score each outside agency. They did scores for Community Home Trust, Empowerment and Habitat for Humanity. The board discussed each one and gave total scores for each agency. Ms. Moore stated that the Affordable Housing Strategic Plan has not been approved by the BOCC. It will be looked at in sections and pass by issues rather than the whole document. The board agreed to make the Affordable Housing Strategic Plan a part of their Annual Work Plan. It was suggested to look at the plan and break it down into sections and discuss as a board. The board discussed goals for the work plan for next year. There was also discussion to have a joint meeting with the Orange County Housing Authority. Ms. Kinnaird stated that she would like to concentrate on rentals and landlords. Ms. Kinnaird made a motion to study rental housing in Orange County and engage various groups that are actively involved in the rental business. The motion was seconded by Noah Oswald and the motion was approved unanimously.
