HomeMy WebLinkAboutAHAB minutes 050917Affordable Housing Advisory Board 300 West Tryon Street Room 250 Hillsborough, NC 27278 Minutes of Tuesday, May 9, 2017 Members Present: Noah Oswald, Eleanor Kinnaird, Tammy Jacobs, Narayanan Venkatakrishnan Palikad, Daniel Bullock Excused Absence: Patsy Barbee, Arthur Sprinczeles, Nannie Richmond Unexcused Absence: Josh Brown, Alex Nickodem Guest: Keith Cook Staff Present: Annette Moore, Interim Director; Renee Holmes, Housing Program Coordinator and Angela Rockett, Administrative Assistant Welcome /Introduction In the absence of the Chair & Co- Chair, Noah Oswald called the meeting to order at 6:20 p.m. Approval of Minutes Minutes tabled due to lack of quorum. Department /County Report Annette Moore discussed the homeless preference. It has been added to the Administrative Plan to allow the homeless to move up on the list quickly. Ms. Moore discussed the 2016 Affordable Housing Bond Funds. She stated that Ellie Kinnard was appointed to serve on the committee to look at proposals for the 2016 Affordable Bond Funds. Ms. Moore stated that she would provide a list of proposals that have come out, the amounts of the requests and what they are for. Proposals received: Centre for Homeownership — it is not clear from their proposal exactly what their request is. It looks like it's for acquisition of property. Habitat for Humanity has a proposal for $125,000 for senior housing at Waterstone. CASA has two proposals for Merritt Mill East and Merritt Mill West which are for rentals. Empowerment has two proposals for acquisition of rental housing. Ms. Moore stated that these are the proposals and they would be meeting Thursday and again next week to come up with recommendations and will share them with the AHAB board before they are put before the board of county commissioners. Ms. Moore provided a copy of the executive summary of the Annual Action Plan which is out for comment. She will email a copy of the rest of the plan because it over 100 pages. Renee Holmes provided highlights about the Annual Action Plan. The plan is implemented every year. The consortium includes Orange County, Town of Hillsborough, Carrboro and Chapel Hill. HOME is investment partnership recipients from HUD. The consolidated plan is done every five years to let everyone know what we plan to do with the HOME funds received. Each year the consolidated plan is updated. It typically operates on the prior year and receives applications from the nonprofit community for HOME funds. Recommendations are received from the consortium which is made up of elected officials from each municipality and staff. This year we plan to receive $348,265. Applications have been received from Habitat, Rebuilding Together of the Triangle, Empowerment and Orange County Rehab. Habitat requested $250,000 for second mortgage assistance. Rebuilding Together of the Triangle received $33,680 for home repairs. Empowerment received acquisition funds in the amount of $82,000 and Orange County Rehab received $65,900 and our administration amount is $34,827. Ms. Holmes state that there is a thirty -day comment period and we will take this to the Board on the June 6th meeting for approval. Ms. Holmes stated that the greatest needs are for seniors, affordable rentals and rehab. Budget Update Ms. Moore stated that the Manager's recommended budget approved both new positions for the Housing department. The positions will begin in January. She also stated that the bill to remove Orange County impact fees passed the House and is going to the Senate. That is about 2.8 million dollars of revenue and it may impact us in the future. There were cuts in the HHRCD budget and they were around temps, travel, training for employees and contract services. There was discussion of the pros and cons of impact fees. New Applications Noah Oswald led the discussion on reviewing applications for new members. The applications were discussed and the board agreed to consider Keith Cook, Mae McClendon, Allison Mahaley, Douglas Boemker, Jenn Sykes, Cain Twyman, Jennifer Moore and Daniel Lassiter. Mr. Oswald stated that there is not a quorum, but ask the BOCC to consider as many that will accept the position. The board agreed. There was discussion of having someone on the board that lives in affordable housing. Ms. Moore gave update on the search for the new Director of Housing, Human Rights and Community Development. They will pick applicants to interview and hopefully by the early part of June they will have a candidate and they will be in place by the 15L of July. Other Business Mr. Oswald stated that the board needs to elect chair and vice chair.
