Parlikad, Allison Mahaley, Keith Cook, Doug Boemker, Jenn Sykes, Ellie Kinnaird Excused Absence: Noah Oswald, Cain Twyman, Tammy Jacobs Unexcused Absence: Joshua Brown, Adrian Moreno, Kolby Herndon, Alex Nickodem Staff Present: Sherrill Hampton, Director; Angela Rockett, Administrative Assistant, Renee Holmes, Housing Program Coordinator Welcome /Introduction (Board members asked Mr. Cook to serve as Acting Chair and moderate the meeting.) Keith Cook called the meeting to order at 6:07 p.m. AHAB members introduced themselves. Approval of Minutes Ellie Kinnaird made a motion to approve the August 8, 2017 minutes, Allison Mahaley seconded the motion and the minutes were approved unanimously. Department /County Report Sherrill Hampton introduced herself and shared information about her background and experience. She reviewed the items in the packets distributed to the members. Ms. Hampton provided the following updates: Upcoming Proposed Resolution: Ms. Hampton shared that the County Manager, management and staff at the other jurisdictions and several elected officials are proposing a resolution to expand the work of the HOME Program Review Committee. She stated the County receives federal HOME dollars and there is a Consortium with a committee that has oversight of the funds. The HOME Program Consortium members are the Towns of Carrboro, Chapel Hill, Hillsborough and Orange County. The County serves as the administrator of the HOME Program funds. Renee Holmes, Housing Program Coordinator will share additional updates on the County housing programs. Ms. Hampton shared that the resolution was proposed based on comments received from community members during discussion about the 2016 Affordable Housing Bond, as well as those received at a recent Assembly of Governments meeting. The proposed resolution would allow for a more strategic and collaborative effort on how the money is spent. The current HOME Program Committee advises on and makes recommendations to each of the Consortium members for their approval. The resolution will come before the BOCC on 10/3/2017. She encouraged the AHAB board to attend and share their comments with that BOCC. The Resolution does two things: • Expands the Committee's role to allow for broader strategic discussions about affordable housing and how Orange County governments can better work together around this issue. • Re -names the Committee to "Orange County Local Government Affordable Housing Collaborative ". Other items that the proposed Collaborative would undertake include: • strategize about funding options; • provide updates on projects and affordable housing efforts, as wee as code or policy changes; • provide guidance on administration of the HOME Program activities; • help tell the story of the impact of our affordable housing initiates; • develop shared targets and goals for affordable housing preservation and development and track progress over time; and • serve as advocates for affordable housing in Orange County (elected officials) Ms. Mahaley wanted to know if there is an Advisory Board for HOME in addition to the AHAB board. Ms. Hampton stated that there is not a separate advisory board comprised of citizens. Ms. Hampton stated that in the future, recommendations from the AHAB would be shared with the HOME Program Consortium members. There was discussion about how important it is to get reports from the Consortium so the AHAB Advisory Board can answer questions, if approached by the community. Ms. Kinnaird requested a list of the people on the Chapel Hill and Carrboro Advisory boards. She also suggested getting together with these boards and Mr. Cook stated that he suggested that at the last meeting. December 8, 2017 is a tentative date for the Affordable Housing Coalition Summit. Ms. Hampton will confirm that date. Ms. Hampton will provide follow -up regarding the following items: • Ensure that there is an avenue for getting AHAB input to the HOME Consortium • Host an annual meeting of all the advisory boards that are focusing on affordable housing • Report back to the AHAB board and each of the other applicable boards on information from the County • Provide a listing of who serves on the other Advisory Boards • Confirm date on upcoming summit sponsored by the Affordable Housing Coalition • Provide a copy of the proposed Resolution HOME & Other Housing Programs: Renee Holmes provided updates on the HOME and other housing programs. The Consolidated Annual Performance Evaluation Report (CAPER) has to be submitted by 9/30. This is submitted to HUD to show how the money is spent. Ms. Holmes stated that the CAPER will be posted on the website and she will bring copies to the next meeting. Ms. Holmes discussed that funding is received from North Carolina Housing Finance Agency. The grant funding is for urgent repair. She stated that the County has an urgent repair program, but $100,000 was
