Departmental /County Report
Audrey Spencer - Horsley thanked everyone who attended the tour. She asked for
feedback. Ellie Kinnaird stated that it was very informative and very well put
together. Patsy said it was great and she enjoyed it. She enjoyed meeting the
commissioners and guest. She enjoyed the breakfast and lunch. Other members
agreed. Ms. Spencer - Horsley shared that she was asked to do a second tour.
Ms. Spencer - Horsley discussed the Affordable Housing Strategic Plan and the
target population that we want to serve. The AHAB board has been
recommended to review the criteria and proposals and make a recommendation
to the BOCC. At the October 4, 2016 BOCC meeting there will be discussion about
the population that should be served. The greatest need is rental housing on the
lowest end. Ms. Spencer - Horsley wants to go back to the board with a matrix of
income so that the BOCC can see that the workforce population will be served.
The first million dollars is allocated for strategies for mobile homes. Another
million dollars was put in budget this year for other affordable housing needs and
projects. Also, we can get request for proposals for county owned land. Ms.
Spencer - Horsley stated that the criteria is to get the maximum units for the site.
The planning department is looking for ways to increase and expand affordable
housing.
Diane Beecham gave update on the Bond Education committee. All of the visuals
have been published and the website is up. The website is www.ocbond.org.
There will be posters on Chapel Hill buses and a publication in the Chapel Hill
newspaper.
Other Business
Ms. Spencer - Horsley reminded the board that the annual report will be due in
December. We will prepare a draft in November and submit the report in
December. The Director of the Planning Department, Craig Benedict, will be the
guest speaker for the October meeting. Ms. Spencer - Horsley encouraged the
board to have questions for Mr. Benedict.
Tammy Jacobs wanted to know if the conference was still in the plans. Ms.
Spencer - Horsley stated that the OCHA board still wanted to do something and she
thought about having a forum.
