Welcome /Introduction
The AHAB Chair Patsy Barbee, called the meeting to order at 6:12 pm.
Approval of Minutes
Minutes were tabled due to lack of quorum.
Department /County Report
Audrey Spencer - Horsley discussed the priorities the Board of Orange County Commissioners (BOCC)
approved for income targets for the use of county funds for county owned land and the bond approved
by referendum in November 2016. She provided copies of the income targets and scoring criteria. She
advised that the BOCC decided not to have a CAP for each income category except for households with
incomes over 60% to 80 %; a 20% cap on funds was established. She also discussed the evaluation
criteria that was revised and updated from the previous bond criteria. She reviewed the scoring process
that will be used for project proposals for the bond funding. The greatest number of points is for
projects that provide affordable housing for people at the lowest incomes and with special needs.
Some of the criteria the BOCC discussed as important were universal design and accessibility to basic
services, energy efficiency and access to transportation. The BOCC also wanted to make sure that
people in the rural area of the county have an opportunity to be assisted. Community systems in rural
areas will be added to points to be given in the scoring process. The AHAB discussed the criteria and
asked questions including community design which address for example the quality of appearance and
impact on the environment. The BOCC would like to see mixed incomes and types of housing
throughout the county. An applicant must meet a minimum score and have points in each category.
Ms. Spencer - Horsley informed the AHAB about the role of the AHAB in the project approval process and
that two members of the AHAB would serve on the project selection evaluation team. There will be a
staff technical team and two members from AHAB that will provide recommendations to the BOCC
through the county manager to forward to the BOCC for consideration of approval. She stated that the
BOCC also wants county residents to get priority for assistance, but in North Carolina it is more difficult
and the County Attorney is looking at what options may be available to accomplish this goal. There was
also discussion on whether it will be a grant or deferred loan for funding provided.
Audrey Spencer - Horsley also discussed with the AHAB the county owned sites for affordable housing.
Tammy Jacobs suggested that there be some additional allowance to the proposals that use the county
owned parcels. Noah Oswald suggested adding more points.
Noah Oswald asked about the timeline for RFPs. Ms. Spencer - Horsley stated that the RFPs may
available at the end of January or February. There will be a 45 -day application period and 30 days for
scoring. After final approval from the BOCC the projects should be approved by June or July 1 to start
implementation.
Other Business
Ms. Spencer - Horsley discussed the annual report that is due to the BOCC. The AHAB for the next year
will focus on the bond and land RFPs and making related recommendations to the BOCC as we go
through the process. Also, the second tour is planned for next year. Last year the AHAB reviewed and
had input in the consolidated plan, the affordable housing strategic plan and the tour and speakers.
Tammy Jacobs stated that we should include having a joint session with the BOCC around March or
April.
Ms. Spencer - Horsley informed the AHAB that she had been invited as a speaker for a group called The
Parents of Adult Children with Intellectual and Development Disabilities (PACID). The chair of the group
would like to attend the next AHAB meeting to discuss their needs and what the group is trying to
achieve.
The next meeting will be Tuesday, January 10, 2016. There being no further business, the meeting was
adjourned at 7:16 pm.
