HomeMy WebLinkAboutOC Housing Authority minutes 101916 ORANGE COUNTY HOUSING AUTHORITY BOARD October 19, 2016, 6:00 PM Southern Human Services Center, Conference Room D 2501 Homestead Road, Chapel Hill, NC 27514 Minutes Members Present: Daniel Bullock; Evelyn Johann; Mark Marcoplos, Tammy Jacobs, Gina James Excused Absence: Jean Bolduc, Chair and Diane Beecham, Vice-Chair Staff Present: Audrey Spencer-Horsley, Director/Secretary, and Angela Rockett, Administrative Assistant,Alicia Jones,Housing Programs Manager Welcome/Introduction Evelyn Johann called the meeting to order at 6:13 pm. Approval of Minutes Gina James made a motion to approve the minutes of Wednesday, September 21, 2016 and Mark Marcopolos seconded the motion and the minutes were approved unanimously. Department Report/County Report G Audrey Spencer-Horsley announced that no date has been set for the next Affordable Housing Advisory Board(AHAB)tour. It will be after the election and possibly on a week day and will be shorter; a half day. Ms. Spencer-Horsley and Ms. Alicia Jones are scheduled to meet in November with the Homeless Coordinator for the Partnership to End Homelessness with regards to establishing a homeless preference under the Housing Choice Voucher Program (HCV). Ms. Spencer-Horsley said there needed to be a community process for intake, assessment and coordination and supportive services for people that need in order for this population to stabilize in permanent housing. Ms. Spencer-Horsley updated the OHCA on the Proposed Affordable Housing Strategic Plan and noted that at the November 1, 2016 meeting of the Board of County Commissioners (BOCC), the BOCC is scheduled to finalize target populations and the project evaluation criteria for county funding including the Bond to be voted on during the Elections November 8t'. Also,the BOCC has-requested and staff is working on strategies for mobile homes and land banking for affordable housing. Ms. Spencer-Horsley discussed the Annual Report that is due from the Advisory Boards and Commissions to the BOCC in December. She said she will bring a list of highlights for the draft to the next meeting. At the next meeting, she said there will also be an overview of the revisions and recommended amendments to update the HCV Administrative Plan. The Administrative Plan is the document that provides the guidelines and direction on how the HCV Program is administered. It covers.for example how we manage the waiting list, persons/households eligible and preferences for the HCV Program, how to handle complaints and what is included in the packet of information given to clients. The Administrative Plan was last amended in 2013. There are several new HUD requirements and notices by HUD that will be incorporated into the Plan. Ms. Spencer-Horsley reported that the BOCC via the county attorney is concerned about advisory board meetings being located where there is capacity for other interested persons to attend,particularly where there may be anticipated greater community interest than routine meetings. The meetings should be able to accommodate the public if they want to attend. 3 Financial Report Ms. Spencer-Horsley reviewed the financial report. There are 564 vouchers since the last of September. i There are 15 vouchers still on the street that did not find housing and 75 new applicants have been pulled from the waiting list. These applicants are in the process of eligibility determinations and briefing. She said that a search list for tenants has been instituted to indicate where applicants have looked and what they were told for future reference on helping applicants locate housing and what is available. Ms. Spencer-Horsley said that she would like to discuss as a part of the Administration Plan discussion on people who are not successful in finding housing and to what extent they can have another chance to assist where eligible. Applicants currently have 60 days and can receive a maximum of 120 days to look for housing. Ms. Spencer-Horsley stated that the Orange County Housing Coalition has requested funding for a Housing Locator position to help clients with locating property to rent. Ms. Spencer-Horsley said she will identify sample templates for resolutions for OCHA meetings and start use in January for OCHA action items. t Other Business F This is the last meeting for Mark Marcoplos with the OCHA Board. Evelyn Johann thanked Mr. Marcoplos for his service on the OCHA Board. Mr. Marcoplos stated that serving on the OCHA Board has been a learning experience for him and encouraged the Board to contact him to keep him informed and or if he needs assistance.
