Charge of the OUTBoard (from Section 1, Part C of the adopted Rules and Procedures) 1. The OUT Board is charged with advising the Board of County Commissioners on the planning and programming of transportation infrastructure improvements and other County transportation planning initiatives, as directed by the Board. 2. From time to time the OUT Board may be directed to provide input on regulations on which the Planning Board has primary statutory and local ordinance advisory duties. In such instances, the OUT Board shall serve in an advisory capacity to the Planning Board. Meetings (from Section IV, Part C of the adopted Rules and Procedures) C. Date, Time, and Location of Regular Meetings Regular meetings of the OUT Board shall be held as needed to address items that require Board action consistent with its Charge and Duties identified herein. Meetings are held on the third Wednesday of the month. The start time and location of the meeting shall be included on the agenda and shall typically be 6:30 p.m. at the Orange County West Campus Office Building located at 131 West Margaret Lane, Hillsborough. OTHERS PRESENT: Cheryl Sadgrove, Minutes Preparer. AGENDA ITEM 1: CALL TO ORDER AND DETERMINATION OF QUORUM Heidi Perry called the meeting to order and confirmed the presence of a quorum. AGENDA ITEM 2: APPROVAL OF MINUTES MARCH 21, 2018, MEETING Art Menius noted a correction was needed for the spelling of Renee Price on Line 139 and wondered if the comments on Lines 184 -186 should appear under the next heading. Staff said they could determine whether the comments needed to be moved and make the correction if needed. MOTION by Alex Castro to approve the March 21, 2018, OUTBoard Minutes with correction(s). Seconded by Art Menius. VOTE: UNANIMOUS AGENDA ITEM 3: CONSIDERATION OF ADDITIONS TO AGENDA There were no additions. AGENDA ITEM 4: SPECIAL PRESENTATIONS There were no special presentations. AGENDA ITEM 5. REGULAR OUTBOARD AGENDA (ACTION ITEMS AGENDA ITEM 5A. BICYCLE SAFETY IMPLEMENTATION SUBCOMMITTEE REPORT (ART MENIUS, ABIGAILE PITTMAN) Abigaile Pittman noted the report starts on Page 9 of the agenda packet. She reported that there would be one more weekend of filming the bicycle safety video PSA's. Abigaile Pittman noted that she has been speaking with North Carolina Department of Transportation District Engineer Chuck Edwards for clarification on which kind of sign post to order for the `Drive Safely Ride Safely' bicycle safety signs. She reported that there are eight locations where the bicycle signs can be co- located with the county's Rural Buffer signs. Also, she had worked out a deal for sign installation at $50 a signpost. Abigaile Pittman noted that there was money left in the budget to give honorariums for some people who have helped a great deal with the videos. Also, there would be a separate meeting on designing posters and brochures. The subcommittee has agreed on doing a generic poster, a poster target to drivers, a poster targeted to cyclists, and a 3 DRAFT poster targeted to children. If there is money left in the budget, there would also be separate poster about best practices for cyclists in emergency response situations. Abigaile Pittman noted that some coordination was still needed to schedule the bicycle rodeo with the Sheriff's Office and to coordinate a press release with the county's Community Relations Department. Heidi Perry noted a student had taken video footage of people setting up for the shoots and it would be nice to use that behind - the - scenes footage. Abigaile Pittman noted that the agenda packet included versions of the Campaign logo (Attachment 1) and what would appear on the website (Attachment 2). Art Menius noted that the outline should indicate who would produce the public service announcements. Art Menius asked if video rough cuts were ready to be screened this evening. Abigaile Pittman and Heidi Perry answered that they were not. Alex Castro asked if students would be in attendance and recognized at the Orange County Board of County Commissioners meeting on June 5. Abigaile Pittman said they are expected to be. Heidi Perry noted that other youth and adults who participated would be recognized as well. AGENDA ITEM 5B. DRAFT OUTBOARD ORIENTATION TABLE OF CONTENTS (ABIGAILE PITTMAN) Abigaile Pittman reported she had completed Section 1, using the draft presented at the last meeting. She noted that Planner Tom Altieri had suggested using a link for the federal regulations because those regulations are too long. Alex Castro noted that the Orange County Department on Aging needed to be correctly identified throughout the document. Heidi Perry noted that each person on this board used to have an area of focus, a designation. For instance, she is an at -large representative and she is no longer noted to be the bicycle- focused person. MOTION by Art Menius to approve Section 1 of the OUTBoard Orientation materials. Seconded by Alex Castro. VOTE: UNANIMOUS AGENDA ITEM 5C. SPOT 5.0 NCDOT SCORING RESULTS AND MPOIRPO LOCAL INPUT POINT RESULTS FOR THE DURHAM CHAPEL HILL CARRBORO METROPOLITAN PLANNING ORGANIZATION (DCHC MPO), BURLINGTON- GRAHAM METROPOLITAN PLANNING ORGANIZATION (B -G MPO) AND TRIANGLE AREA RURAL PLANNING ORGANIZATION (TARPO) (NISH TRIVEDI) Nish Trivedi noted that the scores were released April 3 along with state - funded projects. The next step is the MPOs and RPOs will apply local points, as will division engineers. Regional projects will be determined in August or September. Then division points will be added by December. Heidi Perry asked if we are talking about only funded projects or also those not carried forward. Nish Trivedi answered only those projects carried forward at the regional and divisional levels. Nish Trivedi said the process is very quantitative and data driven and takes into account whether there are local funds and political support. You can deviate from it, but you have to write why you are deviating from that process. We have no projects in the B -G MPO except N.C. 54 from NC -119 to Old Fayetteville Road, he said. He said that public workshop meetings are taking place for the NC -54 West Corridor Study. There have been advertisements in newspaper. Second round of public workshops are scheduled during the first week of May. The time of the May 2 public input meeting in Carrboro had not been determined at the time of this meeting. Nish Trivedi said in Attachment 3, Orange Grove Road to Old Fayetteville Road is a carryover from previous SPOT processes. M DRAFT Alex Castro said in the past, Carrboro was opposed to the widening. Will that opposition hold up the project? Nish Trivedi answered the study is recommending widening and is not sure how strong the opposition is. The second round of workshops will present recommendations and the public will have their opportunity to voice this concern from NC -119 to Old Fayetteville Road. Heidi Perry asked what the public input is for. Nish Trivedi answered that it is to see what the public thinks about the proposed recommendations, opposition and support. Another purpose is to get input on where the sidewalk will be and how big the right of way is going to be. Alyson West checked that the public input will be on sidewalks and trails in addition to the widening of N.C. 54. Alex Castro asked what the words "modernize" and "modernization" mean throughout the document. Nish Trivedi said it means bringing the roads to current standards, which can mean increasing lane widths and increasing paved shoulders. Alyson West asked for clarification on the modernization process. Will NCDOT prioritize safety, speed, or mobility? Nish Trivedi answered yes, they will create turn lanes at multiple intersections for traffic control and pedestrian safety. Heidi Perry asked how pedestrian safety is addressed when turning lanes are added to intersections. Nish Trivedi said he does not have answers to that question but will look into it. Alex Castro noted that on Old Greensboro Road there is a narrow bridge that is difficult for motorists and cyclists to share safely. He is concerned about that. Nish Trivedi said modernization involves increasing the amount of paving without adding more lanes. Alyson West asked whether the design speed is changed when lanes are widened. Nish Trivedi answered that he would need to check on that. It was noted by Alex Castro and Heidi Perry that the paved shoulder on the edge of Orange Grove Road was not built to the standards of the road so it crumbled away. Erle Smith asked whether modernizing roads means there will be 13.5 inches of pavement beyond the white line everywhere. Nish Trivedi said he will follow up on that. Heidi Perry noted that Alyson West's question about widening lanes increasing the design speed is relevant and asked what the width is that NCDOT is bringing standards up to. Alyson West said if the modernization is funded, is there another part of the study where this board can look at the design standard? Nish Trivedi said NCDOT brings the roads up to current design standard. Heidi Perry asked whether there is only one standard for every two -lane road. Nish Trivedi answered roads have to be designed to specific NCDOT cross sections when they are modernized, hence bring it to current standards. Nish Trivedi said he can take comments on reducing speed as part of modernizations. Alyson West said if Old Greensboro Road is widened and that increases the speed, then it becomes more of a cut - through for commuters. If NCDOT widens the road and it increases space for bike lanes, that's great. If it widens the lanes, the tendency is for people to drive faster. Heidi Perry asked about out -of -sync lights. Nish Trivedi said NCDOT is working on them. Alex Castro suggested NCDOT consider installing a sensor for bicycles at each end of the bridge on Old Greensboro Road that would trigger strobe lights (like the pedestrian crossing lights) to slow traffic down. That is true modernization, making it a safer road for bicyclists and motorists, he said. Nish Trivedi said he noted the suggestion and will ask for more information about that possibility. 6i KNE 1 Heidi Perry said it would be good to know how the approved projects fit into the Vision Zero Plan. Abigaile Pittman asked whether the order in the agenda packet is the OUTBoard's preferred order. Nish Trivedi answered that it was the order chosen by the Orange County Board of Commissioners. The OUTBoard discussed its preferred order of the projects. Heidi Perry said it is hard to stomach spending $200 million to try to bring more cars on the roads. Any more lanes should be transit only. Alex Castro said at what point do you reach saturation. The big cities have been dealing with this by putting in toll lanes and express lanes and charging more for them at peak times. Jenn Sykes said a lot of people who work in low- paying jobs live in Alamance County and northern Orange County. As much as we want bicycle lanes, these road improvements are for people who have to get to work. These improvements have to be funded. To reduce commuter distances, this county has to invest in affordable housing. Heidi Perry said if a lot of people drive into Chapel Hill from Alamance County, there should be a regional transit system. Alex Castro wondered why an employer like UNC doesn't give free parking to four people carpooling together. Jenn Sykes said Orange County would need to incentivize that. Heidi Perry said she thinks the county needs to do that. Alex Castro said those commuting from the north have to ride through Hillsborough. Heidi Perry said TARPO needs to look at this from a TDM, regional transit perspective before spending $200 million. Data needs to be collected to determine where people are coming from and where people are going. Nish Trivedi said there is the N.C. 54 existing conditions report. Heidi Perry said traffic counters just counts cars and do not determine where the cars are coming from. Jenn Sykes said it would be economic numbers, where are the businesses and what are the shift times. Heidi Perry agreed that the businesses /employers have to be involved. Nish Trivedi said the Triangle model tries to do that. Heidi Perry said it's inexact. Alyson West suggested moving the transit project to the top. Jenn Sykes advocated for keeping Number 2 as Number 2. Heidi Perry called for a motion on the order. MOTION by Art Menius to approve recommendation in the current order presented. Seconded by Erle Smith. Alyson West proposed adding the OCPT item to first on the list because it is $100,000 and the others are a lot of money. Art Menius withdrew his motion. MOTION by Alyson West to recommend adding OCPT item to number one on the list. Seconded by Art Menius. VOTE: UNANIMOUS Nish Trivedi asked if there are any comments on DCHC and noted the ones in red are funded. Alyson West asked whether the ones in white are still a possibility. Nish Trivedi answered they go through region and division inputs. FT DRAFT Alyson West asked what the next steps are. Nish Trivedi asked whether the OUTBoard thinks some DCHC projects are more important than others. Alyson West and Heidi Perry advocated for Old N.C. 86 bike lanes as a priority. Art Menius said Mt. Carmel Road has been problematic. Jenn Sykes said the three at the top of the list are messes. People were sitting in traffic for 90 minutes on Friday in Hillsborough. She likes the order of the first three. Heidi Perry said she is not backing down from prioritizing Old N.C. 86. There have been several injuries and close calls. Nobody has been killed. Erle Smith asked with scores of 19.02 and 23.51 out of 50, if we make these must - haves, are we going to get them? Art Menius said these are just comments. Nish Trivedi said we'll see the results in June. Alyson West checked with Nish Trivedi that a deviation clause could be made for a safety argument but traffic concerns have no deviation clause option. Nish Trivedi said he will look at that deviation clause and include it. If there is a clause we can use to pursue points for Orange County projects that the Board favors like those mentioned today, than we will. The public comment period starts in June and staff will present the results than. Heidi Perry asked for the link for public comments. Staff will provide a link to the MPO /RPO planning processes. Nish Trivedi said Matt Day will be conducting a walk -in session for a couple hours when the TARPO process goes to public comment. He will check on how DCHC will be doing public comment in June. Her role will be to oversee all transit bus operations, and manage all transit operations personnel. This is an important managerial staff position within our department, providing much needed oversight, and meeting regulatory compliance, grants and human resource management, operational and fiscal reporting requirements. TeLeishia Holloway, a Washington, DC native, is a seasoned professional in the industries of Transportation Operations and Human Capital Management. TeLeishia holds two Bachelor's degrees and one Master's degree. Throughout her professional career, she has over 15 years of progressively responsible experience leading the implementation of HR. programs and transit systems operations from North Carolina to Atlanta, to Washington, DC. While attending undergraduate studies at North Carolina Central University, she worked at Durham Area Transit Authority (now known as Go Durham) and quickly exceled from Customer Service Rep to HR. Coordinator. Most recently in transportation, she has served as the Assistant General Manager on three multi - million - dollar metro Atlanta contracts, with the U.S. leader in transportation contracting, First Transit. Safety was the primary component to running extremely successful, safe, timely, and dependable service to the riders in those areas. In her spare time, TeLeishia enjoys volunteering in the community, traveling the globe, reading, and dancing. Posted: 14 February 2018 W Attachment 2 ORANGE COUNTY 3 Orange County Public Transportation 2017 Year in Review ri OrangeCounty PUBLIC TRANSPORTATION 11 00rangeCounty PUBLIC TRANSPORTATION 2017 was the first full year of Orange County Public Transportation being its own department within Orange County Government. It was a year full of change: new personnel, new vehicles, new services and amenities, and activities to improve service delivery and boost employee morale. OCPT successfully met challenges along the way and had many noteworthy achievements. Here are a few of things your Public Transportation system has accomplished in 2017. ORANGE COUNTY NORTH CAROLINA 12 Personnel Orange County Public Transportation (OCPT) added new personnel in 2017. Starting with its first Transit Director, Theo Letman, who started in January and immediately started to implement change and challenge the new organization to grow into its potential of being a robust county wide transit operation providing safe, customer focused and quality service to ALL of Orange County. ORANGE COUNTY NORTH CAROLINA 13 Personnel cont'd: • With the approval of the Board of County Commissioners 5 full time driver positions were added. Additionally, a full time, Transit Dispatch/ Scheduler became part of the supervisory staff. • Transit Demand Coordinator- Allyson Coltrane was also added to bring awareness of Transit and Mobility options in Orange County. Her efforts to market the service are helping residents learn about transit and hopefully get them moving with transit. • By the end of the year, due to vacated positions, a transit supervisor was promoted and a new Transit Administrator- Teleishia Holloway was added to lead our operation thus rounding out the department management team. ORANGE COUNTY NORTH CAROLINA 14 Personnel cont'd: • In 2018, we are looking forward to adding a new position in collaboration with Asset Management Services, who oversee the maintenance of our fleet. We will soon be adding a Transit Asset Mechanic to meet the growing maintenance and compliance needs of our fleet. ORANGE COUNTY NORTH CAROLINA 15 Service Improvements In 2017 Orange County Public Transportation started a rebranding and marketing effort that resulted in a name change from "OPT" (Orange Public Transit) to OCPT (Orange County Public Transportation) to highlight it as a County -wide Public Transportation Service. rangeCounty PUBLIC TRANSPORTATION With the help of the Communications Department, a new logo was adopted to distinguish and provide identity to a transit service that wasn't visible in the community it serves. Bus schedule brochures were also redesigned and introduced to provide clarity of service times and other pertinent information.` ORANGE COUNTY NORTH CAROLINA 16 Service Improvements: (cont'd) OCPT added three new 28" Light Transit Vehicles (LTV's), to expand service delivery and replace older vehicles which has long reached their useful life. ORANGE COUNTY NORTH CAROLINA 17 Service Improvements: (cont'd) A new route, which had been previously approved, was implemented. The Orange Alamance connector provides midday service from northern Hillsborough out to Cone Health facility in Mebane, then back to southern Hillsborough, and through the heart of the historic downtown area. 1 ml ORANGE COUNTY NORTH CAROLINA 18 Service Improvements: (cont'd) The Department on Aging and OCPT, worked collaboratively, and were able to win a challenge grant awarded by the HARP, and purchase new, innovative bus stop signs called Simme Seats. These bus stop signs provide a seating amenity for patrons waiting on buses. ORANGE COUNTY NORTH CAROLINA 19 Operations and Performance • In 2017 OCPT successfully completed several key compliance audits, enabling us to continue receiving funding and provide key transportation services to constituents. OCPT successfully passed NCDOT compliance and safety audits. • OCPT also passed Department of Aging contractor audits and Department of Social Services audits as a Medicaid contractor, and was successful in becoming certified as a Medicaid provider. ORANGE COUNTY NORTH CAROLINA 20 Operations and Performance cont'd In an effort to equip our workforce with better skills and training opportunities OCPT became active members of Transit industry organizations such as: APTA (American Public Transportation Association), CTAA (Community Transportation Association of America), the National Safety Council, and the Institute of Transportation Engineers. Short Range Transit Planning & Outreach: Nelson- Nygaard, in conjunction with OCPT staff, will develop a 10 -year plan that illustrates how OCPT could address future growth scenarios. The plan will match the horizon for both Go Triangle and the Wake County Bus Plan. The plan will consider strategic issues such as regional coordination and transit initiatives, future development, and light rail integration. Also being developed, will be an implementation plan to prioritize service improvements and identify reasonable stages of implementation over the next 10 years and beyond. Recommendations will consider potential implications on staffing, vehicle fleet, capital needs, and state and federal funding. Public meetings will be held to discuss the shared needs of OCPT. Consultant group, Nelson- Nygaard will coordinate and integrate the results of any internal outreach efforts with the community. Community conversations will also be held to help determine the acceptable balance ridership and coverage in Orange County. ORANGE COUNTY NORTH CAROLINA 27 Planning and projections for 2018 cont'd.. Potential Projects: Hillsborough Circulator II Last year, OCPT was contacted by the Durham - Chapel Hill - Carrboro Metropolitan Planning Organization (DCHC MPO) about submitting transit projects for the State Transportation Planning process referred to as SPOT 5.0. The Hillsborough Circulator 11 was submitted because it would provide direct connections to jobs, schools, social services and other points of interests in and around Hillsborough for seniors, disabled, impoverished, minority and car free communities. This route would help alleviate the capacity on the Hillsborough Circulator and potentially exceed its ridership. It made it through the process and had been scored favorably by the State. The MPO was charged with providing priority to projects to continue in the process. OCPT was asked to remove the bus project in favor of larger regional efforts. This $30K project (for one 28' LTV) was removed by the DCHC MPO until a future SPOT process, which may start in 2019, thereby meaning the circulator 11, if approved, would be operational by 2022. OCPT will continue to seek other sources of funding to implement this route. The Orange County Technical Committee representative did not vote in favor of removing the Hillsborough Circulator. Potential Projects: Technology Improvements Working with staff at the Durham - Chapel Hill - Carrboro Metropolitan Planning Organization (DCHC MPO) OCPT is looking to add automation to its operation. Automated Passenger Counters (APC) are common place in transit operations. These devices count passengers with statistical accuracy, acceptable for Federal compliance standards. This will assist OCPT to meet statistical confidence and thereby corroborate grant funding requests. Dispatch Scheduling Software is integral to operations and data integrity. Our current software package has been due significant upgrades since 2016, when Medicaid and other program changes occurred. OCPT will be looking to either upgrade (with current vendor) or seek another platform that is compatible with other technology options such as Automated Passenger Counters (APC) and vehicle location systems (AVL). Staff is current researching vendors and will seek the technical assistance of the IT Department to ensure County standards are held. Orange County Public Transportation has these initiatives as projects to be funded with NC Article 43 Sales Tax funds and potentially 5307 urbanized area grant funds. BACKGROUND: Since the BSIS update at the OUTBoard's April 18 meeting, the subcommittee has been busy working on the following activities: • Production of Final Campaign Video PSA Filming of the fourth and final bicycle safety video PSA on April 29. This PSA is titled `Reluctant Driver' and addresses that when safe for the cyclist to do so, a cyclist can facilitate passing by pulling over. Orange County Commissioner Renee Price posed as the driver for this video. have been promised by the producers that the "pre- cuts" of the video PSA's listed below will be available to be shown at the May 16 OUTBoard meeting: 1. It's Never Too Early' addressing teaching young children about bicycle safety and that when passing a bicyclist in a no- passing zone, the operator of the passing vehicle must allow four feet of space or change lanes; 2. `Reluctant Driver' addressing that when safe for the cyclist to do so, a cyclist can facilitate passing by pulling over; 3. `Emergency Vehicles' addressing that cyclists must always pull over and stop for emergency vehicles using its sirens and lights; and 4. `Passing Groups' addressing that riding two abreast is legal in North Carolina and can often create more visibility and shorten the passing distance needed. • Campaign Update Received by BOCC On May 1, the Board of County Commissioners (BOCC) received an update on the activities of the BSIS in the form of an Information Item. • Campaign Signage Our BSIS budget allowed for the purchase of fifteen (15) road signs. The Campaign signs will be metal and present the Campaign logo. Eight (8) of these signs will be co- located with the County's proposed Rural Buffer signs. Encroachment agreements will be required for the NCDOT road signs, subject to BOCC review prior to submission. 35 Ultimately, there could be up to 50 bicycle safety signs at entry points to the county and frequently used bicycle routes. • Campaign Budget. The County's deadline for the final version of the Campaign budget has been extended from April 30 to May 15. • Campaign Posters and Brochures Designs for Campaign posters and brochures are being reviewed and will be developed by the Community Relations Department. At least one different poster from five targeted audiences would be designed. We previously only planned for the following four audiences: There would be one generic poster, one targeted to drivers, one to riders and one to children. We now will add a fifth poster, with an EMS theme for both drivers and cyclists. The posters would be designed in such a way that they all complement each other. • Media First year budget funds of approximately $3,700 have been made available for social media ads on Facebook, Instagram and Twitter, print and /or radio ads (WCHL Radio, News of Orange, etc.). Audio PSAs will be produced by WCOM Radio. • Branded Swag A modest amount of branded swag (promotional marketing items) has been purchased to promote the campaign: • Table cloth and branded runner for events • Bicycle pins (non- branded) • Reflective bicycle straps • Ink pens • Handlebar bells for kids (non- branded) • Rules of the Road cards in English and Spanish (provided by GoTriangle) • Volunteer gifts We are considering one or two additional swag items. • Campaign Launch The Campaign Launch will be June 5th with a presentation to the BOCC. Projects are evaluated based on their merit through an analysis of the existing and future conditions, the benefits the project is expected to provide, the project's multi -modal characteristics and how the project fits in with local priorities. Each of the Department's six modes of transportation (highway, ferry, rail, public transportation, bicycle & pedestrian, and aviation) uses a data - driven approach for ranking projects. The outcome of the Strategic Prioritization Process serves as input to the Draft State Transportation Improvement Program (STIP). Mobility Fund In 2010, the Mobility Fund was created as a way to generate new dollars for transportation projects of statewide or regional significance. The creation of the fund was included in the North Carolina General Assembly's 2010 Appropriations Act. The General Assembly identified the I -85 Corridor Improvement Project Phase II (I -85 widening from NC 150 to I -85 Business) as the first project to be funded by the Mobility Fund. To address this, the General Assembly enacted Session Law 2000 -123, which was later codified as Chapter 136, Article 17 (Sections 136 -210 through 136 -213) of the North Carolina General Statutes. This provided for the development of Rural Transportation Planning Organizations or RPOs. There are currently 18 RPOs in North Carolina. The Triangle Area RPO serves Lee and Moore Counties and the rural (non -MPO) portions of Chatham and Orange Counties. Membership is open to the counties and municipalities within these areas - current member governments are: 57 • Chatham County • Goldston • Pittsboro • Siler City • Lee County • Broadway • Sanford • Moore County • Aberdeen • Carthage • Foxfire Village • Pinehurst • Robbins • Southern Pines • Vass • Orange County Non - member municipalities receive service under the auspices of their respective counties, but are not eligible for membership on TARPO committees. According to General Statute 136 -212, "The duties of a Rural Transportation Planning Organization shall include, but not be limited to: 1. Developing, in cooperation with the Department [of Transportation], long -range local and regional multimodal transportation plans. 2. Providing a forum for public participation in the transportation planning process. 3. Developing and prioritizing suggestions for transportation projects the organization believes should be included in the State's Transportation Improvement Program. 4. Providing transportation - related information to local governments and other interested organizations and persons." A Lead Planning Agency (LPA) is designated for each RPO to provide staff support for RPO functions. For TARPO, the LPA is the Triangle J Council of Governments. The LPA develops draft documents, prepares meeting materials, schedules meetings, administers transportation planning funds, and carries out the directives of the Rural Technical Coordinating Committee (RTAC) and Rural Transportation Advisory Committee (RTAC). The Rural Transportation Advisory Committee (RTAC) is the governing policy board for the RPO. The RTAC membership includes elected officials from the local governments in the TARPO area and a representative of the North Carolina Board of Transportation. The RTAC provides policy direction for the planning process, facilitates communication and coordination among the member jurisdictions, and guides the development of a comprehensive multimodal transportation program for the rural area. A list of the current RTAC membership can be found here. The Rural Technical Coordinating Committee (RTCC) is in the role of supporting and advising the RTAC. The RTCC is comprised of staff representatives from the various member local governments, NCDOT, and the Triangle J Council of Governments. The RTCC has the responsibility of making technical recommendations to the RTAC on decisions pertaining to RPO planning and the project selection process. The RTCC, in conjunction with the NCDOT Transportation Planning Branch, is responsible for providing guidance and oversight on the RPO's annual Planning Work Program, Comprehensive ME Transportation Plans, citizen participation, and the review of transportation documents. The DRAFT UPWP can be found at this link: DRAFT UPWP The Program of Projects (POP) is the list of projects programmed in the Burlington Graham Metropolitan Planning Organization's - Metropolitan Transportation Improvement Program (MTIP) proposed by the Link Transit System to be funded from the area's Federal Transit Administration (FTA) Section 5307 during the current and future federal fiscal year(s). In some cases, the POP also includes flexible federal highway funds, such as Congestion Mitigation and Air Quality (CMAQ). Link Transit projects proposed in this POP only include federal and local funds. Link Transit began operations in June of 2016 and will begin to utilize the Section 5307 grant for operations, planning and capital in 2018 and future federal fiscal year(s). The Burlington Graham MPO Transportation Improvement Program (TIP) process is used to satisfy the public participation process of the Program of Projects (POP) that is required in U.S.C. Section 5307. The POP as presented is the proposed Program of Projects and will also be the final Program of Projects unless amended. Planning Document Amendment Outline Form INFORMATION CONTACT: Nishith Trivedi, Transportation Planner, 245 -2582 PURPOSE: To receive information on the Efland - Buckhorn- Mebane Access Management Plan (E -B -M AMP) update, its process and schedule. BACKGROUND: In order to better promote economic development opportunities and help preserve planned sewer and road capacities for all land uses within the E -B -M AMP planning area, the Planning Director is suggesting consideration of updates to the current Access Management Plan. This update will utilize a 2017 Transportation Report for the Efland - Buckhorn- Mebane Study Area to renew and replace the original 2011 Efland- Buckhorn- Mebane Economic Development District Access Management Plan. In a few cases, it will also incorporate other road and intersection improvements recommended by planning staff. This process does not include any Unified Development Ordinance (UDO) amendments. The original Efland - Buckhorn- Mebane Access Management Plan was adopted November 15, 2011 and it implemented a recommendation of the Efland- Mebane Small Area Plan (2006). It also served as a tool for implementing the 2030 Comprehensive Plan (2008) principles, goals and objectives. The original plan consisted of multiple access management strategies and was completed with limited on -site analysis. However, this plan was instrumental in gaining North Carolina Department of Transportation (NCDOT) acceptance and participation in roadwork improvements necessary to serve the Morinaga Candy Factory, which opened in 2016. Developments like this along with increased residential growth in Hillsborough and commercial expansion in Mebane, especially growth's impact on traffic, demonstrates the plan's importance. A thorough existing conditions, environmental, and traffic analysis was conducted through an engineering -based transportation study by Volkert Inc., based in Raleigh, NC. The Orange Unified Transportation Board (OUTBoard) received an update on this study at its June 21, 2017 meeting. This report reinforces the original Efland - Buckhorn- Mebane Access Management Plan with a comprehensive investigation of the area's development potential, traffic impact and recommended improvements. 63 The original Efland - Buckhorn- Mebane Access Management Plan should be updated by incorporating the latest transportation study recommendations. Attachment 1 was approved by BOCC on April 3, 2018 and describes the process and schedule. Communitv Meetina Planned Planning staff will hold a community meeting in early August 2018 (date to be determined) to collect public comments on the draft plan. Advertising for the Community Meeting and Public Hearing will be by direct mailing to affected and surrounding property owners, posting on the County website, and publishing notice in the local newspapers (News of Orange and Durham Herald -Sun which are the usual newspapers for public hearing notices). BACKGROUND: On May 1, 2018, the Board of County Commissioners (BOCC) received a presentation on SPOT 5.0 from transportation planning staff. This presentation included the Orange Unified Transportation Board's (OUTBoard) recommendation on Orange County's transportation priorities in Triangle Area Rural Planning Organization's ( TARPO). BOCC approved OUTBoard's recommendations with the exception of Efland Cedar Grove Road Improvements, which was removed from County ranking. The Orange County transportation priority ranking in TARPO were submitted as follow: 1. Deviated Fixed Route Service Implementation Vehicles 2. Old Greensboro Road Paved Shoulders TARPO staff will present its local input point allocation at a public drop -in session in Orange County, in accordance with their Public Involvement Plan. This is scheduled for May 29th from 5:00 — 7:00 pm at Orange County Main Library. On May 9, DCHC MPO Board released the results for a 21 -day public review period, in accordance with their Public Involvement Plan. The local input point allocation results for TARPO and DCHC MPO will be provided at the meeting.
