PURPOSE: To proclaim the week of April 10 through April 16, 2005 as National Library Week
in Orange County.
BACKGROUND: The Orange County Board of Commissioners is joining counties and states
across America in proclaiming the week of April 10 through April 16, 2005 as National Library
Week. Libraries are modern community centers for education, information and entertainment
and play a major role in providing residents with resources they need to live, learn and work in
the 215 century. Libraries in Orange County promote the love of reading, foster the pursuit of
knowledge and are places of opportunity for all residents.
The Orange County Library has planned a number of programs and activities in celebration of
this event.
Sunday. April 10 - Saturday, April 16
Fine Free Week: Return overdue library books and receive no late charges
Tuesday, April 12
3:15 - 4:00 PM: Bilingual Story Times (Spanish/English) -Cedar Grove Branch
Wednesday, April 13
10:00 - 11:00 AM: Books We Love with Christine Van Horn -Central Branch
Saturday, April 16
9:00 - 2:00 PM: Friends of the Library Book Sale -Open to the Public, -Central Branch

FINANCIAL IMPACT: None
RECOMMENDATION(S): The Manager recommends that the Board adopt the Proclamation
and authorize the Chair to sign it.

Proclamation
WHEREAS, our nation's public libraries provide equity of access to library users nationwide no
matter their age, income and socioeconomic background; and
WHEREAS, libraries play a vital role in providing millions of people with the resources they
need to live, learn and wodc in the 21st century; and
WHEREAS, libraries are changing and dynamic places and librarians are the ultimate search
enghte, helping people of all ages find the information Chey need in print acrd online; and
WHEREAS, libraries are part of the American Dream -places for opportunity, education, self-
help and lifelong learning; and
WHEREAS, libraries bring you a world of latowledge both in person and online, as well as
personal service and assistance in finding what you need, when you need it; and
WH~I2EAS, libraries are a key player in the national discourse on intellectual freedom, equity
of access, and narrowing the "digital divide"; and
WHEREAS, awareness and support must be increased for libraries, librarians and library
workers by raising their visibility in a positive context and by comnnmicating clearly and
strongly why libraries are both unique and valuable; and
WHERI'.AS, library users and non-users alike are encouraged to stand up and speak out for
libr°aries and to support library-funding efforts; and
WHEREAS, the Orange County Board of County Commissioners supported the Library
Services Task Force recommendation by opening the Cybrary in the Century Center; and
WHEREAS, libraries, librarians, library workers and supporters across America are celebrating
National L,ibrar,y Week;
NOW THEREFORE be it resoh~ed that we, the Orange County Board of Commissioners, do
hereby proclaim April 10 through 16, 2005 as National L,ibr°ary Week in Orange County, and
encourage all residents to take advantage of the wonderful library resources available and thank
their librarians and library workers for making information accessible to all who walk through
the library's doors. Come see why there's something for everyone °`@ your library',.
