I. Call to Order
A. The meeting was called to order at 6:10pm by Dr. Debby Stroman, Chair. A quorum was
present.
II. Introductions
A. Human Relations Commission (HRC) members, staff, and guest introduced themselves,
gave good news, and did an ice breaker.
III. Minutes Approval – February 12, 2018
A. HRC members reviewed the minutes prior to this meeting via email. Ms. Ana Garcia
Turner made a motion to approve February minutes. Ms. Jackie Podger seconded the
motion. Minutes for February were approved.

IV. Hate Free Schools Coalition
A. Mr. Chuck Willingham introduced himself and discussed Hate Free Schools Coalition. He
shared the origins and the agenda of the coalition. He shared the most notable of the
coalitions efforts; the ban on the confederate flag in county schools. He commented
how the HRC and Hate Free Schools have common interest and how Hate Free Schools
would like to see more town hall meetings around race and relations.
V. Community Dinner
A. Nerys Levy introduced herself and discussed the Community Dinner. She explained April
29, 2018 will be the twenty‐first (21st) annual Community Dinner. She invited all HRC
members to the dinner. She explained the importance of the dinner is its ability to bring
different people together to celebrate community around food and entertainment.
B. Annette informed HRC members the HR&R Department are purchasing HRC members’
tickets.
VI. County Updates
A. Ms. Annette Moore announced HR&R staff will be attending a Fair Housing training next
month in Chicago. She noted that staff is currently working on four cases.
B. Ms. Tara May reported on current HRC positions and applicants. She noted there were
six (6) total open positions. Two are at large, and the rest are Town positions. The HRC
can recommend for two positions.
C. Ms. May noted that Ms. April Chang and Ms. Sue Kinzer have resigned.
D. HRC members discussed four applicants and reviewed applications. HRC decided to
recommend Ms. Stacy Sewall, Ms. Caryn Ellis, and Ms. Stephanie Harrell.
E. Dr. Stroman will reach out to Ms. Olivia Fisher and express the HRC’s interest in her
joining a HRC committee and/or meeting(s). Dr. Stroman plans to express the HRC’s
interest in Olivia being a member of the Affordable Housing Advisory Board or joining
the HRC the next time a seat becomes available.
F. Ms. May will type up recommendations for Stacy Sewall and Stephanie Harrell. She will
also communicate with the Town of Hillsborough for them to recommend Caryn Ellis for
a Town seat.
G. Mr. Melvyn Blackwell announced HR&R staff has developed a logo to represent the HRC
and HR&R. Ms. May will feature the logo on the HRC’s webpage. Ms. Moore
highlighted that Mr. Blackwell will be going to an Equity Summit this month in Chicago.
H. Mr. Blackwell will share a link and information about the upcoming summit to HRC
members
VII. Subcommittee Updates
A. Pauli Murray Awards
1. All were satisfied with results/outcome of this year’s awards ceremony.
B. HRC Forum

1. The Sexual Harassment Forum Subcommittee is still developing the questions for
panelist to be asked. Eight to ten (8‐10) questions will be asked to panelist to
facilitate conversation. HRC members were encouraged to email or
communicate ideal questions that panelist should be asked for the forum.
2. HR&R staff promoted the forum through local news media.
3. HR&R acquired promotional materials for the event honoring Sexual Harassment
month (i.e. ribbons, bracelets, banner)
C. Community Read
1. Dr. Stroman led a discussion on HRC’s Community Read initiative. Ms. Moore
noted Orange County Partnership to End Homelessness is interesting in
partnering on the Community Read depending on which book the HRC select.
2. HRC members will read the book selection prior to engaging in the Community
Read.
D. Community Conversation
1. HRC members discussed approaches to facilitate the Community Conversation.
HRC members will be moderators of the conversation. Dr. Stroman will be the
lead facilitator.
2. Ms. Moore explained the sensitivity this conversation will have on the first (1st)
amendment of the constitution.

IX. Other Business/Announcements/Upcoming Events
A. Ms. Moore suggested for the HRC to have a retreat or work sessions to discuss future
targeted approaches to engage and enhance community relations and community
conversations.
B. Mr. Scott goldsmith suggested, following the 1st retreat, there be a second (2nd). Involve
different groups and organizations to discuss partnering and combing efforts in the 2nd
retreat.

A. The meeting was adjourned at 7:36pm.
