PURPOSE: To dedicate the upcoming Explosive Detection Canine Program for the Orange
County Sheriffs Office, and to designate the program as "The Deputy Jodie R. Strickland
Memorial Bomb Detection Canine Program".
BACKGROUND: The United States Department of Homeland Security (DHS) awarded the
State of North Carolina funding for equipment, exercises, and training through the FY 2003
Supplemental Department of Homeland Security State Homeland Security Grant Program,
previously accepted by the Board on February 3, 2004, The program is designed to improve
domestic preparedness through the purchase of equipment far first responders, and providing
funding for training exercises and training classes,
The Homeland Security Grant Coordination committee determined there was a need for the
Sheriffs Office to have an explosive detection canine for bomb threat situations, as well as
terrorism prevention situations, The Committee also determined that the dog would be able to
be shared with agencies throughout the County for such prevention and detection efforts. The
North Carolina Department of Crime Control and Public Safety awarded funding to support this
undertaking, The Department of Emergency Management is the grant funds manager and has
coordinated with the Sheriffs Office on this project.
County staff, headed by the late Deputy .Jodie Strickland, developed a needs list to bring the
program to fruition. The list has since been completed and is now ready for implementation,
FINANCIAL IMPACT: The existing FY 2003 Supplemental Department of Homeland Security
State Homeland Security Grant Program funding will cover up to $28,000 of the pragram costs,
including the acquisition cost of the dog, initial training, supplies, and retrofit of a vehicle. As
noted in the accompanying Sheriffs memo, angaing costs (e.g. care and feeding of the dog) will
be incorporated in future annual Sheriffs Office operating budgets.
RECOMMENDATION(S): The Manager recommends that the Board support the dedication of
a portion of the FY 2003 Supplemental Department of Homeland Security State Homeland
Security Grant Program funds up to $28,000, and adopt the accompanying resolution
designating the program the "Deputy Jodie R. Strickland Memorial Bamb Detection Canine
Program".

A RESOLUTION DEDICATING
THE DEPUTY JODIE R. STRICKLAND MEMORIAL
BOMB DETECTION CANINE PROGRAM
WHEREAS, Deputy Jodie R. Strickland faithfully served the residents and visitors of
Orange County for 17 months through the Orange County Sheriffs Office as the School
Resource Officer far A. L. Stanback Middle School; and,
WHEREAS, Deputy Strickland exhibited a love for animals and children while on duty
and in her personal life; and
WHEREAS, the United States Congress authorized the United States Department of
Homeland Security to provide federal Homeland Security grant funding to local
governments for the protection of residents from potential foreign and domestic terrorist
threats; and
WHEREAS, Orange County experienced 25 bomb threats in 2004, frequently at
schools in the County; and
WHEREAS, the interdisciplinary Orange County Homeland Security grant planning
committee recommended allocation of funding for an explosive detection canine
program to be administered through the Sheriffs Office; and
WHEREAS, Deputy Strickland was to be the first officer to administer the local
program and was in charge of the program, but died before its implementation;
NOW, THEREFORE, BE IT RESOLVED THAT the Orange County Board of
Commissioners hereby recognizes the sincere dedication that Deputy ,)odie R.
Strickland exhibited in her personal and professional duties and wishes to honor her
memory by establishing the "Deputy Jodie R, Strickland Explosive Detection Canine
Program" and authorizes the Sheriffs Office to implement the program.
