This memo serves as an update for the projects that are currently under construction or are anticipated to be under construction very soon. Sportsplex Field House: (FY2017 -22 CIP page 421) This project is currently under construction and is anticipated to be complete in the summer of 2018. The building construction is underway, the roof, siding, and utility connections are currently being installed. County staff is working with the Town of Hillsborough and the Forest Ridge Subdivision regarding the sidewalk expansion connecting the Sportsplex property to the Forest Ridge Subdivision. The sidewalk construction is anticipated to start within two weeks and be complete in the summer of 2018. Facility Accessibility and Safety Upgrades: (FY2017 -22 CIP page 354) In FY2017 -18 this project includes renovations to the existing steps in front of the Richard E. Whitted Building A. The current sets of steps are in need of renovations for access and safety. The proposed design includes removal of the north side parallel parking spaces, removing the existing ramp and front steps. The proposed plan replaces the front steps with accessible ramps, new steps, stamped asphalt raised crosswalks, concrete retaining wall, and additional sidewalk per Attachment A — "1627 Whitted ADA Improvements Drawings ". The design is currently out to bid with anticipated bid return by June 8, 2018. Staff will be working with the Town of Hillsborough for permit approvals prior to moving forward with the construction award. In addition to the Whitted facility updates, attached is the 2017 -18 Annual Report on Orange County Facilities Accessibility (Attachment B). Government Services Annex: (FY2017 -22 CIP page 356) The Government Services Annex (Board of Elections) project design is complete. Construction bidding and award is contemplated to occur June, 2018. The construction is anticipated to begin in early summer to relocate the existing electrical distribution and replace and relocate the Heating, Ventilation, & Air Conditioning system ( "HVAC ") from the basement to other areas within the existing facility to mitigate new flood plain elevations that put these systems at risk. Special attention will be design within the process to ensure continuous services provided by the Board of Elections. The project should be fully complete during the fall, 2018. P.O. Site work is largely complete and, like the Sportsplex Fieldhouse, has endured unusually wet winter and spring weather challenges. The exterior building construction is largely complete, the roof has been installed, the HVAC unit currently being installed, and the interior building construction is anticipated to start within the next two weeks. Southern Campus Expansion: (FY2017 -22 CIP page 367) The Board of County Commissioners awarded a professional services agreement with Smith Sinnett Architecture on November 2, 2017. The multiple phases of this project are currently in the schematic design phase. Schematic design includes programming, conceptual design, as well as thorough technical review by the Town of Chapel Hill planning staff (as governed by the master plan special use permit). Development design and construction document preparation for Phase 1 project components (roadway straightening, additional parking and related site work, and Seymour Center improvements) are anticipated to be complete in the winter of 2018. Bidding and construction of Phase 1 is anticipated to be complete in the late winter, 2019. Development design and construction document preparation for Phase 2 improvements (meeting facility, Health Department, potential Dental Clinic and Department of Social Services) is anticipated to begin in the fall of 2018. Construction for Phase 2 is anticipated to begin in early 2020 and be completed in the spring 2021. Heating, Ventilation, and Air Conditioning ( "HVAC ") Projects: (FY2017 -22 CIP page 358) This project includes HVAC improvements /replacements for the Dickson House, Robert & Pearl Seymour Center units 2 and 7, and all units at 501 Franklin Street, Chapel Hill. The replacement units for the Dickson House and the Robert & Pearl Seymour center are complete. The design for the HVAC units at 501 W. Franklin Street is complete, and project has been awarded. The construction is scheduled to start in June 2018 and be complete by July 2018. Link Lower Level fit Up: (FY2017 -22 CIP page 359) The John Link Jr. Government Services Center project design is complete. The construction for the first two phases is complete. The design for phase 3 is complete. Construction bidding and award for phase 3 is contemplated to occur in June, 2018. The construction is anticipated to start in June and be complete in mid - Summer 2018 for the Public Defender to relocate from 129 E. King Street to John Link Jr. Government Services Center. Since the final Comprehensive Facilities Accessibility Self-Assessment report was delivered in May of 2017, AMS has been working to address the action items identified. The County's Capital Projects Manager, Angel Barnes, has met weekly with the Sustainability Coordinator to identify and address action items from the Accessibility Self-Assessment that have been or could be addressed in ongoing Capital Projects. Throughout this year, all • the highest priority items identified in the assessment have been addressed, including 22 action areas (e.g.- ADA parking signs, sidewalk expansion joints, etc). In addition, 8 further areas of concern (e.g. - entrance mats, stall door closers, etc) have been investigated and adjusted across all facilities when necessary.
