Jane Cousins will be completing her first three-year term on the ABC Board of Directors on June 30,
2018. She has expressed a desire to serve a second term on the board.
Jane has been an outstanding member of the board. She has contributed significantly to the success of the
board over the past three years. She is committed to public service and to serving the needs of both the
organization and the public it serves.
I have known Jane for over thirty years, having worked closely together during our careers at the Chapel
Hill Police Department. The dedication and commitment she demonstrated in her professional life in
public service have continued during her service on the ABC Board. The ABC organization and the
county will both benefit from her continued service on the board.

Background, education and experience relevant to this board:
I retired from the Chapel Hill Police Department after 28 years of service. In that capacity, I
spend a considerable amount of time in the enforcement of alcohol laws. Since retiring I have
been involved with three community coalitions that worked on issues relating to underage
drinking. My work in this area has included close association with local law enforcement
agencies.
Reasons for wanting to serve on this board:
I have worked with the ABC Board for a number of years, both as a law enforcement officers, as
well as a community member. I realize the board works closely with law enforcement agencies,
as well as community members in supporting responsible alcohol sales and possession. I am
interested in continuing my involvement with these initiatives and supporting the role of the ABC
Board as part of this goal.
Conflict of Interest:
The only possible perceived conflict might be I currently work with a coalition that has received
ABC Board grant funding. However, to the best of my knowledge, any compensation I have
received does not come from these grant funds.

Please list/explain your experience, either professionally and/or from other
boards/commissions that you have in the areas of budget, personnel, and management.
During my employment with the Chapel Hill Police Department, I supervised and managed line
level officers involved in patrol, criminal investigations and crime prevention. I also submitted
and managed several grants received by that agency, one of which involved federal funds.
Through my years, I was also very aware of the need to operate within an established budget
and responsible accounting for those funds.
In addition to the experience listed in the question above, please list the work/volunteer
experience/qualifications that would add to your expertise for this board.
Through my work with community coalitions, I continue to maintain a close relationship with local
and state law enforcement agencies, as well as other community groups involved in preventing
harm to youth by alcohol and other substances. I have also had extensive interaction with the
NC ABC Commission, both in the training delivery, as well as monitoring sanctions for
businesses that violate laws and regulations. I believe these relationships can by of value to this
Board.
What do you see as the responsibilities of this board, and what do you hope to
accomplish if appointed?
I believe the main responsibility of this Board is to develop and maintain rules, regulations,
policies and procedures which provide for safe and responsible alcohol sales through their
outlets. I also believe an important responsibility is to serve as a strong community partner and
support other community groups that have shared goals or objectives, including responsible
alcohol possession and consumption. I feel my extensive law enforcement and community work
can be of value in these ongoing efforts.

I have a Masters Degree in Social Work and have worked in child protective services, outpatient
m ental health, and as a crisis counselor at the Chapel Hill Police Department. I have experience
working with people with substance abuse issues. I also have addressed underage drinking in
the community-both on the high school and university level. I worked with other agencies and
organizations in the county that provide alcohol related services-underage drinking education
and prevention, detox, treatm ent, and support to fam ilies.
I retired from the Chapel Hill Police Departm ent in 2007. I served as crisis counselor ,
adm inistrative assistant, and police analyst. The police analyst position included the following
duties/functions: maintaining the department’s computerized records system, supervising
the Information Technology Unit, serving as the public inform ation of ficer, crime analysis, and
planning.
I am familiar with North Carolina alcohol laws, as well as m unicipal and county governm ent. In
my position as Police Analyst, I wrote departm ent policies, including those related to operations,
alcohol enforcement, and personnel.

The ABC Board has done an outstanding job providing services to Orange County. The stores
are well run with pleasant and helpful staff. I would like to be on the board to support that level
of service. I also am supportive of the ABC’s role of funding local programs and agencies. I
believe I have experience to contribute to the operation of the board.

Please list/explain your experience, either professionally and/or from other
boards/commissions that you have in the areas of budget, personnel, and management.
In my position as Administrative Assistant at the Chapel Hill Police Department I m anaged the
Departm ent’s budget, which included preparation and presentation of the annual budget,
procurement, purchase approvals, grant m anagement and supervising contracts. I also wrote
grant applications for technology equipm ent, traffic enforcem ent and education funding, drug
and alcohol court programs, and fam ily violence prevention and intervention programs.
As the Police Analyst I was responsible for the selection, purchase, installation, and supervision
of the com puterized records m anagement system. I supervised the employees of the
Information Technology Unit. I also provided strategic and long-range planning for the
department.
I served on the Violence Against Women Act Committee of the Governor’s Crime
Commission. We reviewed and recommended approval of grant applications from agencies and
governmental units across the state.
I served on the board of the Exchange Pool for 5 years. I was the staff liaison, which involved
hiring the pool managers. I supervised and evaluated the m anager.
For 6 years I was on the Board of Directors of A Helping Hand, a non-profit agency that provides
in-home care for seniors and adults with disabilities. Along with general board responsibilities, I
served as Recording Secretary and on the Long-Term Planning Committee.

My professional and volunteer experiences have given me knowledge and experience in agency
management, fiscal responsibility, personnel m anagement, and government operations. I am
also experienced in long range planning, public relations, and problem analysis.
What do you see as the responsibilities of this board, and what do you hope to
accomplish if appointed?
The board is responsible for conducting business in accordance with the Orange County Board of
Commissioners while being regulated by the North Carolina ABC Commission. It is responsible
for the County ABC stores and distribution of alcohol to bars and restaurants. Income generated
is used to fund treatm ent, education and law enforcement programs, as well as provide funds to
the county. I would hope to continue the excellent work of the ABC Board. I would like to
maintain the sound fiscal operation and services to citizens. I am interested in granting funds to
agencies that address underage drink ing, provide services to those struggling with alcohol
issues, and to support alcohol law enforcement.

I am experienced in retail store planning (over 30 years). I have designed some ABC stores in
other counties. I have had to meet with ABC boards in my capacity as a store planner and am
familiar with the board process and procedures. My first job was with a drug chain in California
which sold liquor. I am familiar with what it takes to buy and sell alcohol at a profit. I would offer
an experienced view on how to profitability run a county wide retail operation.My retail
experience and my store planning experience give a unique view point on how to run and
operate a retail store which specializes in alcohol.
With over 40 years of experience in all phases of retail, I can contribute insight on all phases of
your retail operation

I want to give back to the community that I have lived for the past 30 years.

Would work to continue to make the Orange County ABC Board one of the best well run boards

I bring almost 30 years of local government management experience to this position including extensive local government budget and finance knowledge. I can easily see the â €œbig pictureâ€and will be in a position to use my analytical skills to evaluate programs and analyze
policies. I am a dedicated team member who can easily adapt and remain flexible as priorities
change, and I work well under tight deadlines.
Successful boards are founded on these guiding principles: (1) having the right leader to

I bring almost 30 years of local government management experience to this position including extensive local government budget and finance knowledge. I can easily see the â €œbig pictureâ€and will be in a position to use my analytical skills to evaluate programs and analyze
policies. I am a dedicated team member who can easily adapt and remain flexible as priorities
change, and I work well under tight deadlines. In addition, I believe my background in local
governm ent finance coupled with my experience on the Orange County Board of Education will
allow me to be a collaborative board member who works to continue the success of the ABC
Board.

I see the responsibilities of the ABC Board as (1) having the right leader to oversee day-to-day
operations, (2) ensuring that current and long range fiscal plans are sustainable and (3) putting
policies in place that allow the first two elements to occur.

Prior to retirement I supervised the daily operations of the Orange County Sheriff s Office as
Captain. I have assisted with on-site inspections with the Sheriff s Office as well as assisting NC
ALE with operations within Orange County.

As part of my job I maintained the documentation for Sheriff s Training Commission on the
Sheriff s Office mandated Training records. I served on county groups over seeing the
