HomeMy WebLinkAboutAgenda - 06-19-2018 6-f - Topics and County Commissioner Roles for the 2018 Orange County Economic Development Summit ORANGE COUNTY BOARD OF COMMISSIONERS ACTION AGENDA ITEM ABSTRACT Meeting Date: June 19, 2018 Action Agenda Item No. 6-f SUBJECT: Topics and County Commissioner Roles for the 2018 Orange County Economic Development Summit DEPARTMENT: Economic Development and Community Relations ATTACHMENT(S): INFORMATION CONTACT: Todd McGee, (919) 245-2302 Steve Brantley, (919) 245-2326 PURPOSE: To: 1) Review, amend as necessary, and approve the suggested topics for the 2018 Economic Development Summit and the panelists for each hour of the four-hour radio broadcast on economic development, and identify other outside panelists as needed; and 2) Determine BOCC members’ roles as panelist participants. BACKGROUND: The Board of County Commissioners appropriated $30,000 in the FY 2017- 18 budget from the Article 46 sales tax to host an Economic Development Summit. At its April 3 meeting, the BOCC chose to partner with WCHL to broadcast the summit live on the radio and Internet. The Board chose to hold the event at the Whitted Building in Hillsborough on October 10, 2018, from 3:00 – 7:00 PM, so that it can also be broadcast on the County access channel (channel 1301 on Spectrum). Staff and representatives from WCHL have met several times to determine topics and panelists for the summit, based on comments and feedback from Board members related to the Food Council and wages. Staff has incorporated these ideas into the program as outlined below with suggested topic areas to be amended and approved as the Board determines. 1 Topics and Panels (3:00 – 7:00 PM): Hour 1: The Creative Economy • First segment: The Arts Economy Lead panelist: Katie Murray, Director, Orange County Arts Commission Guest panelist: TBD (someone who receives an arts grant with a tie-in to economic development) Commissioner panelist: ________________________ • Second segment: The Entrepreneurial Economy Lead panelist: Dina Rousset, LAUNCH program manager Guest panelist: Representatives from Academic Benchmarking Consortium, Quantworks or other successful LAUNCH start-up as determined by LAUNCH Commissioner: ______________________ Staff backup: Yvonne Scarlett Hour 2: Nexus of Local Food Systems Panelists: James Watts, Weaver Street buyer; Sue Ellsworth, PFAP Manager Guest panelists: Representatives from Food Council, Seal the Seasons, Boxcar Cheese, LOCO Pops Commissioner: TBD Staff backup: Mike Ortosky Hour 3: Orange County as a Destination • First segment: Tourism Lead panelist: Laurie Paolicelli, Orange County Visitors Bureau Panelists: Anthony Carey, General Manager of the Sienna Hotel Commissioner panelist: _________________________ • Second segment: Specialized Tourism Lead Panelist: David Stancil, Orange County DEAPR Panelists: John Stock (SportsPlex), Kate Dixon (MST), Triangle Area Polo Club, Soccer.com Commissioner panelist: _________________________ Hour 4: Business recruitment • First segment: Focus on Small Businesses Lead Panelist: Steve Brantley, Orange County Economic Development Director Panelists: Representatives from Ceremony Salon and Cup a Joe (small business grant or loan recipients) Commissioner panelist: _________________________ Staff backup: Yvonne Scarlett • Second segment: Industrial Recruitment Lead Panelist: Steve Brantley, Orange County Economic Development Director Panelists: Bill Ingram, Durham Tech President; TBD Commissioner panelist: _________________________ 2 FINANCIAL IMPACT: The FY 2017-18 budget included an appropriation of $30,000 from Article 46 sales tax proceeds to host this event. SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to this item: • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY The creation and preservation of infrastructure, policies, programs and funding necessary for residents to provide shelter, food, clothing and medical care for themselves and their dependents. RECOMMENDATION(S): The Manager recommends that the Board: 1) Review, amend as necessary, and approve the suggested topics outlined above and the panelists for each hour of the four-hour radio broadcast on economic development, and identify other outside panelists as needed; and 2) Determine BOCC members’ roles as panelist participants. 3
