BACKGRQUND: There has recently been questions concerning what constitutes a partial term appointment versus an appointment to an unexpired term, The current volunteer resolution states: 8. For boards/commissions, which are not state mandated, the Board's policy is fo limit the length of service to twa-three ,year terms (or any combination of full terms totaling six years) on the various boards and commissions.. This time period does not include state mandated training programs or partial terms, If the unexpired term is greater than two years it maybe considered a full term. This will allow for more individuals to serve and for diversity of opinions, It will also provide for conformity in the length and number of terms for those boards and commissions that are not state mandated with set terms. The Board will limit the length of service according to this policy for boards and commissions that are State mandated, fo the extent permitted under state law. FINANCIAL IMPACT: None. Proposed Clarification of Soard Policy on Appointments The Issue: What constitutes a partial term appointment or appointment to an unexpired term? AnswerlPolic_y: Appointment to serve for any period less them the full three years normally constituting a full term. Effect: Any appointment regazdless of length (whether 1 }n. 2 months or 3 yrs 1Q months) that is less than three years will be an unexpired term, which will permit the individual to be appointed to two subsequent consecutive three yeaz terms at the boards discretion. No appointment is guazanteed regardless of number of terms served.
