PURPOSE: To delegate authority to the County Manager to execute amendments, contingent
upon final review of the County Attorney, to the Professional Services Agreements with:
1) Moseley Architects of Raleigh, NC with regard to the design of the proposed detention
center located on the Northern Campus and overall site work; and
2) HH Architecture of Raleigh, NC for the Environment and Agriculture Center (“EAC”), and
integrated Park Operations Base; and
3) For current and future amendments within the project budget.
BACKGROUND: At is April 3, 2018 regular meeting, the Board of County Commissioners
authorized the acquisition of approximately 21 acres of property to serve as the site for the
Orange County Northern Campus. This campus location contemplates housing the Orange
County Detention Center, Environment and Agriculture Center (“EAC”), and the Park Operations
Base. The Board previously authorized the Manager to engage Moseley Architects for the
design and construction administration of the Detention Center during the summer of 2015. The
Board also authorized the engagement of HH Architecture of Raleigh, NC for the design and
construction of the EAC in April, 2016.
During the Board’s discussions of the Manager’s recommended Capital Investment Plan (“CIP”)
in the spring of 2018, the Board affirmed the general site arrangement of the facilities, the
detention center capacity, and the inclusion of the Park Operations base within the FY2018-23
CIP. The EAC project funding was appropriated in previous years as was the design
component of the Detention Center. Construction appropriation for the Detention Center is
contemplated within years 1 and 2 of the FY 2018-23 Capital Investment Plan.
Because of the inherent organizational and operational synergies between the EAC and Park
Operations, HH Architecture is recommended to include the integrated Park Operations Base

within its design services agreement. Park operations administrative office spaces are
contemplated to be housed within the EAC facility, with the maintenance, storage and yard
facilities to be located adjacent to the EAC structure. Parking, access, and other site
considerations would also be integrated within a unified design.
Programming and schematic design for the Campus facilities is underway. The facility design
processes will continue through the summer, fall and winter of 2018 with construction
documentation being completed in early 2019. A construction manager at risk (“CMAR”)
delivery method is recommended for this overall Northern Campus project. Construction is
anticipated to begin in the spring of 2019 and should be substantially complete no later than fall
of 2021. The EAC/Park Operations components will have shorter construction duration than the
detention center and may be occupied prior to the detention center.
FINANCIAL IMPACT: The Moseley Architects amendment will contemplate the overall
Northern Campus site design as well as the final capacity guidelines determined by the Board.
The HH Architecture amendment will contemplate the adjustment of the Park Operations Base
inclusion into the existing EAC scope. Both amended agreements are contemplated to be
commensurate with an estimated “not to exceed” 7.5% - 9% ratio of total construction costs
within the overall combined capital project budget.

Ensure that Orange County residents are able to engage government through voting and
volunteering by eliminating disparities in participation and barriers to participation.
RECOMMENDATION(S): The Manager recommends the Board delegate authority to the
County Manager to execute amendments, contingent upon final review of the County Attorney,
to the Professional Services Agreements with:
1) Moseley Architects of Raleigh, NC with regard to the design of the proposed detention
center located on the Northern Campus and overall site work; and
2) HH Architecture of Raleigh, NC for the Environment and Agriculture Center (“EAC”), and
integrated Park Operations Base; and
3) For current and future amendments within the project budget.
