Meeting Summary
MEMBERS PRESENT: Molly Mullin (Vice-Chair), Judy Miller, Warren Porter, Heather Payne, Diane Obeid, Edmund
Tiryakian, Beth Grooms, and Victoria Hudson
MEMBERS ABSENT: Maureane Hoffman (Chair), Susan Elmore and Michelle Walker
STAFF PRESENT: Bob Marotto (Animal Services Director), Andi Morgan (Asst Animal Services Director), Sarah Fallin,
Program Coordinator, and Cooper Hatch (Asst Program Coordinator)

Call to order: 6:34pm
Review and adoption of the Agenda: Beth Grooms made a motion to approve the agenda; seconded by Judy Miller.
The motion carried without dissent.
Summary of August 17, 2017 meeting: Beth Grooms made a motion to approve the Summary; seconded by
Edmund Tiryakian. The motion carried without dissent.
General Public Comments on items not on the agenda: None.
Animal Services Advisory Board:
(A) Animal Services Hearing Panel Pool Updates: Bob Marotto reported on three new members to the hearing
panel pool, and they are participating in a new training process: video and observe two different hearing
(must be different Chairs). When there are gaps in the Ordinance, Chairs are tracking inconsistencies that
will be part of the next request for amendment/ revision of the Ordinance. There was ASAB discussion
about challenges that keep members of the public from reporting potentially dangerous animals.
(B) Vacancies: DeWana Anderson has resigned. There is also a vacancy created by the Ordinance for a member
that represents animal supply/ services business person. Bob Marotto will contact the Clerkâs office to
solicit applicants.
Old Business:
(A) Free Roaming Cat Spay & Neuter Initiative: Bob Marotto reported that the current plan still includes
outreach, something like a voucher for multiple days for mobile surgical van, offer traps, and plan for some
transportation. They have a meeting scheduled with OC Cooperative Extension to actively promote it.
(B) Pets of the Homeless Task Force: No updates other that the plan to revisit work groups.
(C) Surrendered Suffering Animals: The committee has not met yet. Diane Obeid has worked on a preliminary
document defining the problem. There was some discussion about suspected abuse that may be reported
at veterinary offices as an example for criteria and resolutions.
New Business:

(A) New Staff: Cooper Hatch was introduced as the new Asst Program Coordinator.
(B) Program Updates: Sarah Fallin reported on the yearly activities: hosted 577 volunteers for 11, 032
volunteer hours; 1st Clear the Shelter in July 2016 with 70 adoptions; annual dog swim with 128 dogs; 6 dog
adoptions with early voting at the Seymour Center; Holiday events included Home for the Holidays,
parades, pictures with Santa, and canned pet-food drive for Meals on Wheels; dog exhibitions were offered
in many locations like farmers markets, farm supplies, and the Bank Of NC; Carrboro Open Street; Carrboro
Kids Dog Show; Orange County Cooperative Extension Earth Evening; Earth Days with Orange County
Schools 7th graders; Orange Staff Health Fair; Orange County Employee Appreciation; Hillsborough
Elementary School donation collection in March; WCHL broadcasts at least once monthly; various summer
camps; vaccination fundraiser with Meadowmont Veterinary Clinic; Chipotle fundraiser; grant writing; and
worked with two summer interns.
(C) Animal Services Updates: Bob Marotto reviewed the shelter stats for August; record number of adoptions
(251); Clear the Shelters event had 63 adoptions in one day; live release was 93%; Petrie Foundation Grant
update for some new public outreach that highlight that more people will be eligible for a no-cost spay or
neuter; there are considerations for cost controls and new partnerships with SNAPNC because Animal Kind
may not be able to continue as a partner to help provide veterinary services; considering more spay and
neuter event days and recruitment to ensure that the surgical schedule works the best for the community
and for the partnership; disaster preparations; upcoming events with rabies and microchip clinics and 2-for-
1 Cat Adoption Special; Pat Sanford Animal Welfare Gant nomination process to begin for 2017.
