PURPOSE: To consider making new appointments to the Recreation and Parks Advisory Council.
BACKGROUND: At the February 15, 2005 Board of County Commissioners meeting, the Board
voted to appoint Sharon Health Riley to the Bingham township position on the Recreation and Parks
Councih The Board also charged the Recreation and Parks Council to recruit for more women to the
board, as there are currently only 3 women serving. The Recreation and Parks Council was given a
month to recruit far additional female applicants,
The Recreation and Parks Advisory Council has submitted letters of recommendation for Annie Lux to fill
an At-Large position and Chuck Hobgood to fill a Cheeks Township position.

The Orange County Recreation and Parks Advisory Council has recently reviewed all applicants for the
Recreation and Parks Advisory Councih The board unanimously recommends Armie Lux to fill the at-
large position vacated this month by the expiration of Tony Britt's term. Ms Lux is a resident of
Orange County.
"The criteria for this position are:
• That the applicant selected be a resident of Orange County, that he/she show an active interest in
the development and improvement of recreational opportunities and pazks in Orange County.
o That he/she possess experience or training in recreational activities
• Experience or training or demonstrated interest in parks
• Willingness to conunit to active participation on the Council
In addition, the Recreation and Parks Advisory Comrcil is committed to increasing the diversity of
Council members and conunitted to preserving a geographical balance of representation whenever
possible..
It is the feeling of the Council that Ms. Lux will provide valuable input as a member because:
• She has extensive experience and interest in parks, trail design and management.
• She has extensive experience and interest in bicycle events and activity within park settings.
• She has experience in conducting public relations campaigns promoting recreational activity.
• She will represent Orange County as a resident and property owner..
• She is an active volunteer, and has worked in a leadership role in the organization of special
sporting and amateur athletic events,
• She has an interest in recreation and parks as demonstrated in indicating this board as her first azea
of interest.

In addition, Mr. Hobgood is the only applicant from Cheeks Township in the past nine months, even
though RPAC, Recreation and Pazks azld the BOCC Clerks office have recruited heavily for this
position.

The Board may recall considering this applicant in .January of this year. He was not appointed in favor
of additional recruiting efforts geared toward attracting more women to the Council, to attain a more
balanced gender ratio. Subsequent intensive recruiting efforts have yielded no additional female
applicants, however our other nomination this evening is female. Ifboth aze appointed, a 7:4
(men:women) ratio would result, with our Hillsborough vacancy remaining unfilled. Currently, there
is no female applicant from Hillsborough. RPAC is hopeful that recruiting efforts for this position may
yield a female candidate within the next few months. RPAC strongly recorrunends, and requests the
board reconsider Mr. Hobgood for this position.
