PURPOSE: To consider making initial appointments to the Animal Services Advisory Board,
BACKGROUND: The Animal Services Advisory Board has nine positions that are appointed
by the Orange County Board of Commissioners. The Board shall consist of twelve residents of
Orange County and shall be drawn from the following groups:

In my current position, and over the previous eight years, I have worked as a standards
coordinator, editing technical standards and assisting standards-writing committees. I
work with over 100 volunteers, have edited close to 30 standards, and attend various
meetings taking minutes and providing procedural information.

I have volunteered at the Orange County Animal Shelter (OCAS) for the past year,

I have a masters degree from NC State in technical communication and recently started

Although I live in Durham, I volunteer at OCAS, My daughters' cat that they have at their
father's house in Hillsborough was adopted from OCAS 7 years ago, and I now have two
cats that I adopted from OCAS. I have joint custody of my daughters, but they have

management, strategic planning, financial management, community relations, and

APS managed the Orange County Animal Shelter for 25 years and now runs its own
animal adoption center. APS is already rescuing and adopting out 40-50 animals a
month with 74 percent coming from the shelter and the rest from other local shelters.
Founded in 1962, APS is the largest multi-purpose animal welfare organization in Orange
County. In addition to the APS Adoption Center, APS has a large dog training program
and hosts a veterinary clinic at its animal sanctuary which performs 2,600 safe, low-cost
spay/netuer surgeries
per year, including 60 percent of surgeries for the shelter,

Have a passionate concern for the animals of Orange County and surrounding
communities. Have a particular desire to help feral cats, Have five cats at home, and four
were adopted from local shelters. Because of its long history at the Orange County

In August of 2000, then the Vice President of APS, I informed the Board that some
serious changes would need to occur quickly in the operation and philosophy of the
shelter management or the APS would not continue to operate the shelter within three
years. I do not bear the APS any significant ill will, but I do believe that the farmer and
current members of the Board of Directors were and are ill-informed and incompetent on
many levels, It is time to change to a properly run county shelter. If my experience and
