Meeting Summary
MEMBERS PRESENT: Warren Porter (Vice Chair), Michelle Walker (Chair), Arthur Sprinczeles,
Michael Stewart, Nicole Roth, Maureanne Hoffman, Dewana Anderson,
MEMBERS ABSENT: Caroline Green, Susan Elmore
STAFF PRESENT: Drew Brinkley

Agenda: Agenda was unanimously approved with the addition of an agenda item for covering ongoing
and upcoming events
Summary of October 15, 2014 meeting: Reviewed and unanimously approved
No one signed up for public comments on items not on the agenda (3 minute limit)
ASAB Affairs
• ASAB Appointments and Vacancies – Nicole Roth was welcomed as our newest member.
Susan Elmore was re-appointed at the last meeting of the Board of County Commissioners.
• 2015 Meeting Calendar – There was a general consensus to put select meetings in the upcoming
year on an “as needed basis”. The ASAB will keep the April and October meetings on the
schedule, but will have the option not to meet if there is no need. The April meeting date was
changed to the third Wednesday, which is April 15th. With those revisions, the proposed meeting
schedule was unanimously approved.
• 2015 Officer Elections
o Report of the nominating committee – Aviva Scully reported the slate of candidates:
Michelle Walker for chair, Warren Porter for vice chair and Caroline Green for secretary.
The slate of officers was proposed and unanimously approved.
• Election process and timeline - At the beginning of the January meeting the slate of officers will
be presented and elected. Michael Stewart, Susan Elmore and Caroline Green agreed to remain on
the Potentially Dangerous Dog committee. Judy Miller, Beth Grooms and Michelle Walker will
stay on as alternates.
• Potentially dangerous dog hearings – Summary from Caroline Green. A bigger dog escaped
from his enclosure and bit a smaller dog. The wounds were superficial as determined by a vet.
The declaration was overturned. Dog is still considered vicious. The owner will need to meet with
Bob Marotto to appeal the vicious animal declaration through an administrative review.
• Recent and Upcoming Events
o Amanda Arrington will talk about a pioneering program called Pets for Life at the
January meeting. The UNC Business School fellows will be providing research related to
this model and other similar models.
o Last month there was a staff appreciation event at the monthly department meeting. The
ASAB brought food to the meeting and shared our appreciation for the staff.
o This coming Tuesday, November 25th, the BOCC is hosting an event for Advisory Board
chairs, which Michelle Walker plans to attend.
Old Business
• Free-Roaming Cat Task Force Report – Deanna ______ spoke about the HSUS booklet,
“Managing Community Cats,”she requested to be presented to the Commissioners for
background about free roaming cats. Bob Marotto and Andi Morgan have reviewed the Free
Roaming Cat Task Force report and translated it into a format to make recommendations to
the BOCC. It is going back to the Free Roaming Task Force to review and it will then come
back to ASAB. Soon citizens will be able to see the report on the Animal Services website.
• Unified Animal Ordinance Update – Bob Marotto met with representatives from the Towns
of Chapel Hill and Carrboro and the meetings went well. Everyone is on board in backing the
Unified Animal Ordinance. The County Manager suggested that it go first to the towns for a
vote in the early part of the coming year. From there it will go back to the BOCC.
New Business
• Animal Services Update by Drew Brinkley - Drew Brinkley reviewed the printed update
handout and highlighted that still fewer animals are coming in and more are going out as live
releases.
• Revised ASAB Annual Report and 2015 Work Plan – The revised plan was adopted
unanimously and will be submitted to the BOCC.

• Home for the Holidays, November 1 through January 7
o Adoption Specials
o Hillsborough Parade, December 6
