HomeMy WebLinkAboutUnapproved Summary from NovemberANIMAL SERVICES ADVISORY BOARD (ASAB) 6:30 to 8:30 p.m. Wednesday, November 20, 2013 Meeting Summary MEMBERS PRESENT: Susan Elmore (Chair), Michelle Walker (Vice Chair), Judy Miller, Michael Stewart, Suzanne Roy, Warren Porter, Aviva Scully, Dewanna Anderson. STAFF PRESENT: Bob Marotto (Animal Services Director) UNC Nonprofit Board Fellow for Orange County Animal Services: Ellie Nave PUBLIC PRESENT: 2 members of the public were present but did not offer comments on any agenda or non-agenda item. Agenda: Proposed agenda approved unanimously. Summary of October 16, 2013 Meeting: Approved Unanimously Review of public participation guidelines Presented by Michele Walker, ASAB Vice-Chair General public comments on items not on the agenda: None ASAB Affairs 1. ASAB recruitment updates a. Board members did their due diligence to reach out to church organizations, non- profit organizations and social groups in an effort to diversify board members, however these efforts have not, as yet, yielded any potential candidates. b. The BOCC made two appointments to the board at its November 19, 2013 meeting, filling the Hillsborough and the at large board positions. Two slots remain open – animal trainer/handler and animal advocate. c. BOCC may be changing the way it makes appointments. Present policy appears to favor making prompt appointments and not allowing vacancies to remain unfilled. 2. Potentially Dangerous Dog Appeal Committee Chairwoman Elmore presented the findings of one appeal hearing that occurred since the last meeting. Dr. Elmore reported that the Committee upheld the potentially dangerous dog designation for a dog named Baby because the evidence indicated that Baby wandered off her owner’s real property and approached a man walking down the street in a vicious and terrorizing manner. 3. Monthly Meeting Attendance Record (confirm completion) Confirmed that all members signed and were in attendance. Old Business 1. Unified Animal Control Ordinance Mr. Marotto reported that he and the Board Chair and Vice Chair continue to work within the timetable shared at last meeting. It is expected that the ordinance will come before the BOCC again in January or February. Meanwhile, Mr. Marotto informed the ASAB that he, the ASAB Chair and Vice Chair, and county staff attorney Annette Moore will be meeting with Amy Walls, a professor at the UNC School of Government on December 5, 2013. Professor Walls is presently reviewing a packet of background information on the issues that remain to be decided in the proposed Unified Ordinance. She is expected to provide a written memorandum in advance of the meeting. New Business 1. Animal Services Updates Mr. Marotto provided updates on the Beat the Heat Campaign (January – March 2014), activities and protocols related to deer hunting with dogs (season November 15, 2013 to January 1, 2014), rabies cases and vaccination statistics and staff activities. Mr. Marotto’s report is summarized in a handout. Can attach to these minutes if helpful. 2. ASAB Annual Report and Work Plan Michelle Walker presented the draft for board consideration. The ASAB unanimously approved the report with several changes that she will incorporate into final document. Changes include: • Noting that DSS clients are offered spay neuter services at low cost or no cost. • Adding to the work plan an item for monitoring rural/urban interface issues. “work with staff as necessary to address animal issues related to the interaction between rural and areas of the county.” And “continuing to coordinate with Agriculture Preservation Board.” • Change “begin considering” to “will consider” in item related to the free roaming cat issue. • Chair to discuss with BOCC Chair whether ASAB will continue to make recommendations to BOCC on ASAB appointees and continue to invite ASAB candidates to attend meetings. • Volunteer section will be deleted. • Self-consciously will be deleted from item related to internal board development. 3. Free-Roaming Cat Subcommittee (FRCSC) The ASAB voted to establish a free-roaming cat subcommittee comprised of the following ASAB members: Dewanna Anderson, Warren Porter, Suzanne Roy, Judy Miller and Aviva Scully. The task force will come back to the ASAB in January or February with edits to the Background/ Charge/ and Timeline document proposed by the ASAB Chair. The document will then be subject to ASAB approval. 3. Election of 2014 ASAB Officers The nominating committee, comprised of Susan Elmore and Aviva Scully, recommended the following slate of officers: • Michelle Walker, Chair • Warren Porter, Vice Chair No recommendation was made for Secretary. Any additional volunteers for ASAB officers should contact the nominating committee members in advance of the January meeting.
