Meeting Summary

Agenda: Motion to approve agenda with the addition of ASAB election item
under ASAB Affairs.
Summary of September 18, 2013 meeting: Approved unanimously.
General public comments on items not on the agenda: None
ASAB Affairs
1. Elections
a. Susan Elmore and Aviva Scully agreed to serve on the nominating
committee.
b. Bob Marotto noted that due to BOCC changes in Advisory Board
Procedures, election of officers will be simplified this year as
compared to previous years.
2. ASAB member recruitment updates
Board members reported on their activities of outreach to Hispanic and
African American communities. The outreach work continues through
churches, organizations (El Centro Hispanic, NAACP, etc.) and personal
contacts.
3. Resignation
Kate Doom Patel, Hillsborough representative, has resigned. Mr. Marotto
noted that township appointments are made by the BOCC on the basis of
recommendations from the elected board of the township to be
represented. He will inform the BOCC Clerkof our goal to diversify the
board and ask that she communicate this to her counterpart with the Town
of Hillsborough.
4. Potentially Dangerous Dog Appeal Committee
a. Hearing – the Committee held one hearing since the last meeting
and upheld the designation of Potentially Dangerous for a dog who
attacked another dog at a dog park in Chapel Hill.
b. Committee Alternatives – The appeals committee will have an
opening for the next three months while Mike Stewart is teaching.
Three board members agreed to serve as alternates with
availability as follows:
Judy – evenings or Monday during day.
Michelle – mornings or evenings.
Warren – afternoons.
Unified Animal Control Ordinance
1. Update on BOCC meeting
Susan Elmore provided an update on the October 1, 2013 BOCC meeting
that included an agenda item on the proposed unified ordinance. The
ASAB watched a video of the BOCC discussion of the ordinance.
Discussion centered on the three remaining points of contention:
watchdog, trespass and appeals. Staff, ASAB Chair and Vice Chair will
work with county attorney’s office and Professor Amy Waal on a new draft
that addresses these and other issues.
2. Person Bit by Dog on Personal Property Categories
a. Trespassing – with criminal intent – no designation regardless of
bite severity.
b. Not trespassing –
i. Provocation and/or torment – no citation or declaration
ii. Severe bite – designated dangerous (absent “a willful
trespass or other tort”).
iii. Non-severe – first time citation or fine; second time –
designation.
3. Scenarios – The ASAB came up with potential scenarios to forward to the
County Attorney. See Addendum.
Animal Services Updates—Bob Marotto, Animal Services Director
1. Community spay neuter program – still lagging in spays and neuters this
year compared to last year. Pushing hard to get the information and low
cost vouchers out to the community through door hangers, direct mailings
by zipcode and other outreach.
2. YTD sheltering statistics through Q3. 200 fewer intakes, live releases up.
No difference in cat statistics – intakes, live release and euthanasia rates
unchanged. Dog intakes down 200, sharp decline in euthanasia – 50%
less. Historic low on intakes. Cat statistics highlight the importance of
addressing this issue in overall plan.
