PURPOSE: To consider awarding a bid to Kraftsman, Inc, for the purchase of a Mass
Medicaticn Distribution Site/Site Area Command Post trailer to be shared between the Orange
County Emergency Management and the Orange County Health Department.
BACKGROUND: The United States Department of Homeland Security (DHS) awarded the
State of North Carolina funding for equipment, exercises, and training through the FY 2003
Wartime Supplemental Appropriations bill, The program is designed to improve domestic
preparedness through the purchase of equipment for first responders, and providing funding for
training exercises and training classes,
The Homeland Security Grant Coordination committee composed of invitees from Chapel Hill
police and fire, Carrboro police and fire, UNC Public Safety, Hillsborough police, Orange County
Sheriffs Office, Health Department, and Emergency Management determined there was a need
for a Mass Medication Distribution Site trailer to assist the Orange County Health Department in
the event there was a need to establish an area to provide medications or vaccinations to large
numbers of people in the County, This need was identified through the after action reviews of
the countywide Silent Summer 2004 bioterrorism exercises held during June and August of
2004 and during the Severe Acute Respiratory Syndrome (BARS) event in .tune 2003,
County staff determined during the specification development phase that the trailer could serve
a dual purpose as a suitable site area command post in the event of a protracted emergency
management incident, The Ccunty departments involved in the specification development
include the Department of Emergency Management, Health Department, and Inspections and
Planning -Electrical Inspections section,
In order for the County to purchase the dual use equipment listed as part of the bid
specifications, it must be obtained as part of a trailer package instead of procuring the items
individually, according to grant guidelines. Orange County Emergency Management plans to
use the trailer, if purchased, during annual public safety events such as Hog Day and
Halloween. This trailer and its contents also have countywide non-emergency use, such as
during public education events, child car safety seat checks, and during annual flu clinics,
Orange County's bid requirements were advertised and five vendors were solicited for the bid.
Bids were submitted by two vendors. A copy of the tabulation is attached, Kraftsman, Inc. of
Ramseur, North Carolina submitted the lowest responsible bid at a delivered cast of $29,945,
FINANCIAL IMPACT: The purchase price of the trailer is $29,945, This amount is fully
reimbursable by the State-administered Federal grant, and the County will file for
reimbursement from the State pursuant to the terms of the grant. There may be some
incidental use of existing staff time; however, no additional County casts are expected to
acquire the trailer.
RECOMMENDATIAN(S): The Manager recommends that the Board award bid number 1422
to Kraftsman, Inc. of Ramseur, North Carolina for the Mass Medication Distribution Site/Site
Area Command Past trailer and authorize the Purchasing Director to execute the necessary
paperwork.
