I. Call to order 18 19
Chair Nancy Baker called the meeting to order and welcomed Alan Campbell, Planning Board member and Matthew Day who 20
is a new hire at TJCOG to fill Paul Black’s position as RPO Coordinator. 21 22

The OUTBoard approved the minutes from April 20, 2011 by affirmation. 27

IV. Discussion of information presented at last three meetings 29

Nancy Baker noted that the OUTBoard has had a lot of presentations this year and received a lot of information valuable to 31
the Board. 32

Nancy Baker related that she and Jeff attended a bike/ped meeting near the airport and there is a nonprofit group that is 34
funding bike lanes on significant portions of highways between Chapel Hill and RTP. They are working with NCDOT. The 35
OUTBoard discussed forming a subcommittee with Jeff Charles as the lead to look at alternate sources of funding and 36
working with Chuck Edwards of NCDOT including looking at private monies. Nancy Baker volunteered to serve on the 37
subcommittee with Jeff Charles. Jeff Charles suggested that the OUTBoard devise a one year plan. 38

Jeff Charles pointed out that most needed project for bicyclists in Orange County is the 7/10 of a mile in Calvander and that 40
could be the prototype of how to go about it. Jeff suggested that the OUTBoard make it a priority to accomplish this objective 41
in the future and start with a one year plan. He noted it will take a period of time to gather information and find out which 42
monies can be gotten. 43

Dan Barker noted that until the pavement deteriorates not much is going to happen unless a separate source of funding is 45
found. 46

Dan Barker moved that the OUTBoard form a committee, it must include three (3) OUTBoard members, the committee can 48
invite others, it will report back to the OUTBoard every quarter and its life will be three (3) years and can be renewed. 49
Seconded by Jeff Charles. Motion carried unanimously. 50

Nancy Baker asked about the UDO and it’s regulations in regard to the OUTBoard. Karen Lincoln noted the OUTBoard 52
should be able to review the UDO in late summer/early fall. 53

The OUTBoard discussed the approval of the Unified Development Ordinance (UDO) and Sam Lasris informed the members 55
that it will probably go to Phase 2 in the August. The Board discussed taking the approved UDO and review parts that pertain 56
to the purview of the OUTBoard and determine and suggest changes regarding, roads, parking, pedestrian, bicycle or 57
anything dealing with transportation. 58

Sam Lasris noted that it wouldn’t involve making vast changes but rather clarifications and suggestions of some places where 60
the regulations need to be tweaked to ensure conformity with the Comprehensive Plan. The Board decided to start reviewing 61
the relevant sections of the UDO one by one. The Board will start with Parking at its next meeting. 62

Karen Lincoln noted the new bus route for the Hillsborough circulator will begin June 6th and will be fare free. 64

Nancy Baker reminded the Board that they were to come up with a list of intersections not at 90o angles. On the list was 66
Orange Grove and Dotson. Nancy asked that the members follow up on that and send any that should be included to Tina 67
Love at the Planning Department to put into a spreadsheet. 68

Jeff Charles related that Tarwheels has gotten involved, and has started accumulating information. Bicyclists will pass that 70
information on to Jeff Charles who will send it on to Tina. 71

V. Old NC 86 Improvement, from Eubanks Road to Old Fayetteville Road 73 74
Karen Lincoln advised the OUTBoard that NCDOT is going to realign/relocate the intersection farther north because of the 75
vertical sight distance problem. The realignment was funded with the secondary road construction money several years ago 76
and NCDOT has been working to design the realignment. NCDOT must acquire new right-of-way. Carrboro is working with a 77
consultant to consider mixed use zoning for this area in Carrboro’s transition area. The consultants have engaged the public in 78
developing potential plans for that area including realignment of the intersection. 79

VI. Board Comments/Updates 81 82
Karen Lincoln updated the members on the presentation given to the BOCC by Sarah Lee, NCDOT on the Comprehensive 83
Transportation Plan for Orange County. The BOCC did endorse the CTP Steering Committee’s work. The CTP Committee’s 84
next step will be come up with alternatives for a draft plan. 85

Sam Lasris suggested that the Board invite Alice Gordon or Barry Jacobs to attend some of the OUTBoard meeting. The 87
consensus was that they have the option to attend any meeting of their choice and it was noted that they receive all the 88
agendas. If a special topic or interest arises the Board may consider inviting a Commissioner. 89

Dan Barker suggested that the Board schedule a special joint meeting annually to ask for input and discuss topics. The 91
consensus was to follow up with this idea. 92

Nancy Baker informed the OUTBoard that this year Walkable Hillsborough is going to wait until the Nash Street sidewalk is 94
complete and they are going to help Hillsborough with it‘s grand ribbon cutting by combining the two events. That will 95
probably be sometime in the fall. 96

Jeff Charles related that Bike Fest on this year is Saturday, August 13th. 98
