Call to order 21 22 Chair Nancy Baker called the meeting to order. 23 24 25 II. Consideration of additions to the agenda 26 27 28 III. Approval of Minutes 29 30 The OUTBoard approved the minutes from January 19, 2011 by affirmation. 31 The OUTBoard approved the minutes from February 16, 2011 by affirmation. 32 33 34 IV. NCDOT Presentation on Division Programs and Funding Resources 35 36 The OUTBoard received a presentation from Chuck Edwards on multiple programs and funding resources (attached) 37 Chuck Edwards updated the Board on multiple projects and answered the Boards’ questions on his presentation. 38 Chuck told the Board that they have an opportunity to make a list and give it to NCDOT to identify problems and 39 make suggestions. He thanked the Board for inviting him and assured the members that he values the input. 40 41 42 V. 2014-2020 Transportation Improvement Program (TIP) Priority List 43 44 Karen Lincoln let the Board know the BOCC approved the comments recommended by the OUTBoard regarding the 45 2012-2018 Draft TIP and Draft MTIP with some additional comments. She noted one thing the BOCC wanted to 46 point out to the Durham-Chapel Hill-Carrboro (DCHC) Metropolitan Planning Organization (MPO) is Orange County 47 wants the MPO to include Orange County priority projects that received a high ranking in the Triangle Area Rural 48 Planning Organization (TARPO), and are within the recently expanded DCHC Metropolitan Area Boundary. Karen 49 added that priority projects for the 2012-2020 TIP are due to NCDOT by July, which means DCHC MPO and TARPO 50 must approve any new priority projects in June . NCDOT will reprioritize projects previously submitted for the TIP that 51 are not funded . NCDOT will prioritize the projects, and send those results to the regional agencies. The regional 52 agencies will then decide how to distribute qualitative points in developing their ranked priority lists to submit to 53 NCDOT 54 55 Approved 4/20/11 2 VI. Board Comments/Updates 56 57 58 Randy Marshall let the Board know that the CTP did not meet in March and was scheduled to meet again on April 20, 59 2011. 60 61 Karen Lincoln stated a presentation updating progress on the CTP, including comments from the public workshop, 62 will be given to the BOCC for its approval of data projections. 63 64 Karen Lincoln advised she anticipates getting the Memorandum of Agreement with the Town of Hillsborough 65 regarding the Hillsborough Circulator bus route on the BOCC agenda for April 5. The Town of Hillsborough 66 approved the MOA March 14. She is waiting to hear from Al Terry regarding the May start date, once the BOCC 67 approves the MOA. 68 69 70 VII. Adjournment 71 72 There being no further business, the meeting was adjourned. 73 74 Items for next meeting: Nancy Baker asked Karen to include time for discussion of the presentations the Board has received this year.
