I. Call to order 22

Nancy Baker called the meeting to order. 24 25 26
II. Consideration of additions to the agenda 27 28
Nancy Baker suggested the Board decide on an inclement weather plan. It was determined that if the County offices 29
are closed there will be no meeting. Additionally if weather conditions are questionable for night driving the Chair and 30
staff will determine what to do and contact will be made to all the members. Members are asked to provide preferred 31
current home and cell phone contact numbers to staff. 32 33 34
III. Approval of Minutes 35

The OUTBoard approved the minutes from November 17, 2010 by affirmation. 37

IV. Comprehensive Transportation Plan (CTP) 40

Sarah Lee and Scott Walston from NCDOT gave a power point presentation and reviewed the steering committee’s 42
process and next steps. The Comprehensive Transportation Plan (CTP) is a multi-modal plan which includes 43
pedestrian, bicycle, transit, rail, and highway and incorporates local land use plans and goals. The plan is adopted 44
on three levels, locally (county), regionally (Rural Planning Organization) which is an endorsement, and then NCDOT 45
Board of Transportation for adoption. 46

Sarah Lee and Scott Walston answered questions from the OUTBoard. 48

The group asked to contact the surrounding counties and request copies of their CTPs. 50

The next step for the CTP Steering Group and NCDOT staff will be to have a public meeting in late January to 52
present the deficiencies and then take it to the Board of County Commissioners. The committee will also start 53
working on alternatives and after that take the draft CTP back to the public and the BOCC. The final step is adoption. 54

Sarah Lee asked the members to give her suggestions and comments via email for the public drop in meeting. 56

V. Draft 2011-2020 State Transportation Improvement Plan (STIP) Comments 59

Karen Lincoln gave the members some handouts for the TIP to review for the January meeting. She informed the 61
Board that Mike Stanley, NCDOT Development, will have a presentation on the process, ranking, schedules and how 62
that is changed. Karen asked the members to provide comments on the draft at the January OUTBoard meeting to 63
submit at the public hearing. 64

The OUTBoard discussed and commented on the census and its effect on projects. 66

Karen Lincoln advised that NCDOT has informed the MPOs that he deadline for submitting regional priority lists to be 68
included in the next TIP is July 2011. 69

The OUTBoard reviewed the road paving map. Karen Lincoln noted that these were the only roads planned for 71
repaving in 2011. Jeff Charles noted the added 2 foot shoulders scheduled to be added to Eubanks Road. 72

Nancy Baker noted that the CTP Public Outreach will be planned at the January meeting and asked if Karen would 82
plan on presenting land use education in March. 83

Karen Lincoln noted that there will be a presentation in February from Triangle Transit on the regional transit plan. 85

Karen Lincoln advised the Board that the place and date have been confirmed for the regional bicycle work shop. 87
She noted that Jeff Charles, Nancy Baker, and possibly Amy Cole were planning on attending. It has been 88
scheduled for Friday, January 28, 2011 from 8:30 a.m. to noon at RDU. Karen Lincoln will get the information out to 89
the OUTBoard as she receives it. 90

Nancy Baker asked Karen Lincoln if she could have Chuck Edwards from NCDOT come to a meeting of the 92
OUTBoard in April. 93
