Call to order; Introduction of New Members 17 Dan Barker, Hillsborough Township Representative 18 Annette Jurgelski, Eno Township Representative 19 Tommy McNeill, Planning Board Liaison 20 Renee Price, CfE Representative 21 22 Nancy Baker called the meeting to order, and welcomed new members. The members introduced themselves to 23 each other. 24 25 II. Consideration of additions to the agenda 26 27 Approval of Minutes 28 29 The OUTBoard approved the minutes from October 20 by affirmation. 30 31 III. NC 54 Corridor Study Update 32 33 Nancy Baker reminded the Board that at the last meeting Leda Huntsinger had presented information on this topic 34 and Karen Lincoln had written a memo from the OUTBoard to send to Leda that summarizes the OUTBoards 35 comments. The Board discussed the study and its merits and shortcomings. The members, by affirmation, directed 36 staff to move the next to last bullet/comment to the first bullet and to add a comment the study should include a cost 37 effectiveness analysis for the recommendations. 38 39 IV. Orange County Advisory Boards and Commissions Input for County Commissioners’ Annual 40 Planning Retreat 41 42 The OUTBoard had a discussion and then approved its report and anticipated work program for the Board of County 43 Commissioners with a grammatical correction. 44 45 Motion by Sam Lasris to approved Annual Report with the grammatical correction. Seconded by Randy Marshall. 46 Vote: Unanimous 47 48 V. Comprehensive Transportation Plan (CTP) 49 50 Randy Marshall updated the Board on the Comprehensive Transportation Plan (CTP) meeting held earlier in the day. 51 He explained the process and the data tables created by the NC Department of Transportation (DOT). He updated 52 the members on the next steps and timeline including a public information/input meeting to be held near the end of 53 January. Data and input from the public workshop will be presented to the BOCC sometime in March for 54 endorsement of the data projections prior to the committee developing recommended alternatives for each mode. 55 Approved 12/15/10 D R A F T 2 Randy also noted the plan will be revised on an ongoing basis through the process, as information is gathered. 56 Karen Lincoln reminded the members that the results of the Survey conducted through the CPT and circulated 57 throughout Orange County is available on the website at: 58 http://www.co.orange.nc.us/planning/PDFs/transportation/CTP%20Survey%20Results/Survey%20Response%20Set.pdf 59 Karen Lincoln suggested inviting Sarah Lee from NCDOT to give an overview of the CTP to update new members 60 before the public meeting. 61 62 VI. Draft 2011-2020 Transportation Improvement Plan (TIP) 63 64 Karen Lincoln updated the members on the one on one meeting between Metropolitan Planning Organization (MPO), 65 Board of Transportation member, and NCDOT. She noted NCDOT has undergone a reorganization of its 66 departments and how they function and report. The Board of Transportation has been given new direction and it has 67 created The Strategic Planning Office of Transportation (SPOT) which is involved with the TIP process and how 68 projects are selected for funding. The Draft State TIP (STIP) highway projects came out of the SPOT prioritization. 69 Criteria for other modes was not yet developed for other modes. She noted the handout of a PowerPoint from the 70 Prioritization 2 Listening Session she attended gives the criteria being considered for prioritizing bicycle and 71 pedestrian, public transportation and rail projects. A draft report will be available for review/comment on the NCDOT 72 website sometime in December. 73 74 The OUTBoard discussed the process, the problems as they perceive them with getting Orange County projects 75 prioritized in high priorities on the DCHC MPO’s priority list. The members talked about multiple projects within 76 Orange County. Karen Lincoln told the member that she will let the members know when the public meeting for the 77 Draft State TIP will be held so the OUTBoard can present comments. 78 79 Karen Lincoln advised that preliminary discussion at the MPO staff level, they are looking for a replacement for the 80 Elizabeth Brady Road Extension project and they don’t necessarily think that I-85 needs to be widened or most of I-81 40, which are huge projects and tend to use all available equity formula funding for the area, at the expense of 82 favored local projects. 83 84 Karen also relayed the NCDOT advised the pedestrian bridge project on Orange Grove Road over I-40 was 85 programmed in the existing TIP only for a feasibility study, which has been completed. The project will not be in the 86 2011-2020 TIP, and Orange County should request a new project including the pedestrian bridge and pedestrian 87 access to it in the TIP update process. The new project will then be prioritized in the DCHC MPO priority list and by 88 the SPOT process. She advised when the County has the Safe Routes to School Action Plan recommendations, 89 projects to access the bridge could be included in the priority list request for the TIP update that will start first of the 90 year. 91 92 VII. Board Comments/Updates 93 94 Mila Vega updated the OUTBoard members on the Triangle Transit progress in developing a Triangle Regional 95 Transit Plan which has a rail component, DOT component, rapid transit, and bus. She explained that there are three 96 corridors that have been selected for more detailed alternatives analysis, two for light rail and one is commuter rail. 97 Reviewed maps. 98 99 VIII.
