PURPOSE: Provide the BOCC with an update on Public Outreach, including County advisory
board presentations, and Planning Staff's proposed schedule and outline for the
Comprehensive Plan Land Use Element adoption process.
BACKGROUND:
Public Outreach, Advisory Board Presentations - At the October 21, 2004 County
Commissioners Work Session, the BOCC directed Staff to meet with several county advisory
boards to ask for their perspective on Staffs ideas for the Land lJse Element Update, Although
written perspectives from each advisory board will be forthcoming, Planning Staff will discuss, in
general, initial comments received at the following meetings:
Affordable Housing Advisory Board, February 8, 2005;
Agricultural Preservation Board, February 16, 2005;
Commission for the Environment, February 14, 2005;
Economic Development Commission, December 9, 2004;
Board of Health, January 27, 2005; and
Historic Preservation Commission, January 26, 2005

Adoption Process -Planning Staff will review the proposed schedule and outline and Public
Hearing notification requirements with the County Commissioners in detail. In summary, Staffs
proposal includes two Public Hearings for the Land Use Element Update and Zoning
Implementation Amendments.. The initial Public Hearing is proposed far May 23, 2005 and is
intended to introduce a first draft of the Land Use Element text and zoning implementation
amendments and begin receiving formal citizen comment. A second Public Hearing is
proposed for November 21, 2005 to give the citizens of Orange County an additional
opportunity to provide formal comments prior to County Commissioner consideration.
During the six-month period between the two Public Hearings that have been proposed,
Planning Staff will be working with the Planning Board to review the draft text and Zoning
amendments and collecting additional citizen comments in writing, Staff has proposed a special
meeting of the Planning Board in October to receive their recommendation prior to the proposed
final Public Hearing in November of this year. The Planning Board will also have additional
opportunity to provide comments following the proposed November 21St Public Hearing which
will take place before the County Commissioners consider adopting the Land Use Element
Update and proposed Zoning Implementation Amendments.
FINANCIAL IMPACT: The costs of newspaper advertising and first class mail notification are
estimated at $10,000 - $15,000,
RECOMMENDATION(S): Administration recommends that the Board review this proposal and
authorize Staff to proceed with the proposed schedule and process,

*Required in the absence of availing ourselves of state legislation that states that the first
class mail notification shall not be required if the zoning map amendment directly affects
more than 50 properties, owned by a total of at least 50 different property owners. In
this instance, a county may elect to publish an expanded published notice (% page
newspaper advertisements) as an alternative to first class mail notification.
