7. What is the source(s) of the matching funds?
Orange county will provide 1.5 acres needed for the Durham Tech satellite
campus park & ride lot. The land is in a mixed -use development and the
purchase price is $62,500 /acre ($93,750 total). Orange County also has money
budgeted for the new justice facility expansion that can be used for the match for
improvements at that site. Orange County will supply the local match for OPT
operations through the county's yearly budgeting process as indicated in
attached resolution..
The Town of Hillsborough has also agreed to participate in the local match, but
the exact amount has not been agreed upon. Hillsborough has also agreed to
participate in a marketing campaign for the transit service. Match for operating
expenses is discussed below.
8. For agencies seeking operating assistance, how will the program be funded after year
three?
Orange County will supply the local match for OPT operations through the
county's yearly budgeting process as indicated in attached resolution. Orange
County anticipates that ridership on the proposed service will increase OPT
ridership and, therefore, farebox collections. The existing OPT general service
route generates 18% of current operating expenses for that route.
Orange County also anticipates the Town of Hillsborough's continued
participation in providing the local match, as the proposed service is an intra-
Hillsborough route.

Overview of Proposed CMAQ Project
The proposed project would include a 125 -space park and ride lot with transit shelter
combined with new transit service to facilitate non - automobile travel and reduce
automobile traffic in downtown Hillsborough. The park & ride lot would provide a place
for people from outside the Metropolitan Area Boundary to access transit services, and
would also provide a place where carpools and vanpools can meet.
Project Description
Park & Ride Lot, Transportation Center
The proposed location of the park & ride lot transportation center is a 20 -acre county -
owned parcel, which will be the site of a new Durham Tech satellite campus, located in
Waterstone, a 337 -acre mixed use development currently under construction in south
Hillsborough, off the east side of Old NC 86 near Interstate 40. The Durham Tech
satellite campus is scheduled to open fall of 2006. Waterstone, anticipated to be
completed in 2014, will contain 134 single - family houses, 128 townhome /patio homes
(part affordable housing), 271 apartments, a day care, a hotel with restaurant, the
previously mentioned 20 -acre community college site, a continuing care retirement
center (280 units at different care levels), a 3 -acre civic -use site, 450,000 square feet of
retail space, 408,000 square feet mixed use, and 150,000 square feet of office space.
The 20 -acre Durham Tech site is adequate to house the proposed 40,000 square -foot
community college structure with parking and the proposed 125 -space park & ride lot
and transit shelter. Durham Tech officials have indicated their approval of siting a park
and ride lot on the campus.
As a part of this application, Orange County proposes to install a transit shelter at the
justice complex as well as at the park and ride lot. The estimated cost of the park and
ride lot and transit shelters is $135,676.
This location will provide a convenient place for county residents, particularly those
having business at the county justice complex, to access transit to downtown
Hillsborough. Expansion of the justice facility, scheduled for completion in 2006, will
eliminate some of the 100 (approximate) parking lot spaces, which are currently not
enough to accommodate court traffic. Clients currently park off the paved surface in
areas not designated for parking as well as along both sides of the street in front of the
courthouse.
The Clerk of Court and Senior Assistant estimate that approximately 80,000 people per
year attend Orange County Superior Court, which, on a busy day, has 400 cases on the
docket. That figure does not include people attending civil court, child support court,
juvenile court, criminal Superior Court, nor selection of jurors. Court has a morning
session and an afternoon session, with different "set" of clients attending each session.
The transportation center will also provide a convenient stop /transfer point for current
OPT service between Hillsborough and Chapel Hill.

The park & ride lot may qualify for partial CMAQ funding through the RPO, as it will
provide a non - single occupancy vehicle transportation choice for traffic coming into the
urban area from rural areas of the county. The method for determining potential
funding through the RPO CMAQ allocation has not yet been determined.
New Transit Service
Proposed new OPT route would connect the transportation center with the county
justice facility /government services complex, Hillsborough government services,
residential areas, shopping and employment centers along a 20.64 -mile loop. The
service would operate Monday through Friday from 7:00 a.m. to 9:00 p.m. at 30- minute
intervals from 8:00 a.m. to 6:00 p.m., and at 60- minute intervals from 7:00 a.m, to 8:00
a.m. and from 6:00 p.m. to 9:00 p.m.
The estimated yearly operation cost of the service is $198,000. The figure is based on
hours of operation (for one bus from 7:00 a.m. to 9:00 p.m, and one bus from 8:00 a.m.
to 6:00 p.m.) times the hourly operating cost of $33.00 (does not include administrative
cost) from the Five Year Financial Plan of the recently completed Community
Transportation Improvement Plan. The service will use ADA- equipped 20 or 18
passenger buses. OPT will not need any additional buses to provide the service as the
buses will be acquired in 2006 according to the OPT Five Year Capital Plan
replacement schedule.

As a part of this application, Orange County would like to provide bicycle racks on four
of OPT's minibuses. The cost per rack is $850.00. Buses provided with bicycle racks
will allow greater modal choice at transit destinations, and enhance transit and bicycling
as viable alternatives to single occupancy vehicles.

ridership by 50 %, or 13 passengers. Because the proposed route has some stops in
common with the current Orange Express service, the new route will capture some
passengers currently using the Orange Express route; so, only 13 of the projected 25
daily passengers will be "new" passengers.
The transportation center will also provide a convenient stop /transfer point for current
OPT service between Hillsborough and Chapel Hill. The park and ride lot will also
provide overflow parking for students attending evening classes at the Durham Tech
satellite campus, the majority of Durham Tech students are evening students.
This project is supported by the Town of Hillsborough, which has expressed willingness
to participate in the match requirement and developing a marketing campaign for the
new transit service in the attached Resolution in Support of Orange County's Grant
Application for Congestion Management/Air Quality Grant for an In -Town Transit Route.

RE,SOLUTION IN SUPPORT OF
ORANGE COUNTY'S GRANT APPLICTION FOR
CONGESTION MANAGEMENT /AIR QUALITY GRANT FOR
AN IN-TOWN TRANSIT ROUTE
WHEREAS, Hillsborough is the county seat of Orange County and benefits from a variety of
county services being located within the city limits; and
WHEREAS, Hillsborough and Orange County serve together on the Durham Chapel Hill
Carrboro Metropolitan Planning Organization; and
WHEREAS, Orange County and its municipalities have been designated as an air quality non-
attainment area for ozone, and is therefore eligible to apply for Congestion
Management/Air Quality funds; and
WHEREAS, Churton Street, the primary north south route through Hillsborough, currently
experiences congested conditions during most of the day; and
WHEREAS, many residents of Hillsborough do not drive because of age, finances, health, or
personal choice, but still have a need to conduct business in Hillsborough; and
WHEREAS, Orange County operates a public transportation system that provides general
transit and para -transit services in the Hillsborough area;
NOW, THEREFORE, BE IT RESOLVED that the Hillsborough Town Board of
Commissioners supports Orange County's grant application to initiate in -town transit service,
and agrees �o` pAiglpp yig the match requirement and the marketing campaign for the new route.

RESOLUTION IN CONCEPTUAL SUPPORT OF CONGESTION MITIGATION
AND AIR QUALITY FUNDING ALLOCATION TO ORANGE COUNTY, NORTH
CAROLINA FOR A TRANSIT CENTER INCLUDING A PARK AND RIDE
FACILITY AND NEW ORANGE PUBLIC TRANSPORTATION INTRA-
HILLSBOROUGH ROUTE
WHEREAS, the United States Congress included requirements in Section 176(c)
of the 1990 Clean Air Act Amendments, Public Law 101 -549, November 15,
1990, for federally assisted transportation programs to ensure the timely
implementation of transportation control measures as specified in the state air
quality implementation plans and to provide the highest priority for funding to
implement these transportation control measures; and
WHEREAS, the United States Congress assured the compliance with these
transportation control measures through the provision of the Congestion
Mitigation and Air Quality (CMAQ) Program and Categorical Funds in the
Intermodal Surface Transportation Efficiency Act (ISTEA), Public Law 102 -240,
December 18, 1991, and through its reauthorization of the CMAQ Program and
Categorical Funds in the Transportation Equity Act of the Twenty First Century
(TEA -21), Public Law 95 -198, June 6, 1998; and
WHEREAS, the CMAQ program has been officially transcribed into federal
surface transportation regulations and policies under Title 23, Chapter 1, Section
149 of the United States Code; and
WHEREAS, the primary purpose of the CMAQ Program has been to fund
transportation projects and programs in air quality non - attainment and
maintenance areas which will reduce transportation related emissions; and
WHEREAS, the Federal Highway Administration and the Federal Transit
Administration have been directed through federal programs to recommend to
state transportation departments and local transportation planning organizations
the identification of transportation control measures and related projects to
provide alternatives to single occupancy vehicle use and to reduce vehicle miles
of travel; and
WHEREAS, these transportation control measures may include projects for
improved public transit, high occupancy shared ride services, employer based
transportation management plans and flexible work schedules, and other
appropriate projects to reduce vehicle miles of travel in air quality impacted
areas; and
WHEREAS, the eligibility provisions under TEA -21 allow any area designated as
non- attainment or maintenance for carbon monoxide, ozone, or fine particulate
matter (PM2.5) after December 1, 1997 to be eligible for CMAQ federal funds;
and
WHEREAS, Orange County, North Carolina was designated as non - attainment
for the national eight hour ozone standard on April 15, 2004,
NOW, THEREFORE, BE IT RESOLVED, that the Orange County Board of
County Commissioners conceptually endorses the attached Congestion
Mitigation and Air Quality (CMAQ) Program grant application for a Transit Center
at the Durham Tech satellite campus site at Waterstone, including a Park and
Ride Facility and new Orange Public Transportation antra- Hillsborough service,
for submittal to the Transportation Advisory Committees of the Durham - Chapel
Hill - Carrboro Metropolitan Planning Organization and the Triangle Area Rural
Planning Organization.
FURTHERMORE, BE IT RESOLVED, that Orange County, subject to any
additional information and review, commits to providing the required local match
for each year's allocation of these CMAQ grant funds for capital and operating
costs and future operating expenses for the Intra••Hillsborough route.

Intra - Hillsborough Transit Route Project that has been developed by Orange County
Government as a framework of control measures to reduce vehicle miles of travel, to
provide reductions in ozone precursor pollutants, and to consequently contribute to the
improvement of air quality in the Greater Research Triangle Region of North Carolina,
FURTHERMORE, BE IT RESOLVED, the TARPO RTAC recommends that the
North Carolina Board of Transportation and CMAQ Review Committee award to Orange
County Government approximately 59.22% of the eligible rurally designated CMAQ
fiords as illustrated in the October 20, 2004 and any subsequently revised CMAQ
Allocation Tables to the support of this project for each of the seven years authorized
carder this allocation.
AND FURTHERMORE, BE IT RESOLVED, that in making this recommendation, the
TARPO RTAC conveys the Orange County Government's commitment to provide a
twenty per cent local match for each year's allocation of these CMAQ grant funds.
