PURPOSE: To consider making appointments to the Nursing Home Community Advisory
Committee.
BACKGROUND: The following information is for Board consideration:
• Appointment to a first full term (Position #3) “At-Large” representative for Stephanie Miller
expiring 09/30/2020.
• Appointment to a partial term (Position #6) “At-Large” representative for Karen Macklin
expiring 03/31/2019.
Note: The individuals listed above have completed their initial training as set forth by
the State of North Carolina.

FINANCIAL IMPACT: None
SOCIAL JUSTICE IMPACT: Enable Full Civic Participation. Ensure that Orange County
residents are able to engage government through voting and volunteering by eliminating
disparities in participation and barriers to participation.
RECOMMENDATION(S): The Manager recommends that the Board consider making
appointments to the Nursing Home Community Advisory Committee.

Re: Reappointment of Karen Macklin

On behalf of the Orange County Nursing Home Community Advisory Committee I would like to
recommend Karen Macklin for reappointment to our committee. She is a very enthusiastic and
active member of the committee. She makes all assigned nursing home site visits, is consistent-
ly advocating for residents when meeting with Nursing Home Administrators, and emphasizes
quality of life issues. She prepares reports, and has attended all meetings since her appoint-
ment (please see attached attendance record). She is a very valued member of our committee.

I hold a graduate degree in social work, specific to community planning. I completed a graduate
practicum by serving as a community planning intern with the Orange County Department on
Aging. I am now employed with a UNC public health research group which conducts research
primarily in geriatric long-term care settings (both nursing homes and adult care homes/assisted
living)
Reasons for wanting to serve on this board:
As project coordinator, I do not spend as much time in the field as the data collectors (my
supervisees) do. I feel disconnected from community based work in my research role and would
like an opportunity to re-engage in a more direct way. With that being said, I do maintain an
interest in policy and state-level decisions that influence the long-term care industry and aging
populations. Ombudsman advocacy seems to touch on the importance of larger level issues
while also incorporating resident-level input.

human subjects. Also, I helped take care of my father, my father in law, and a friend s mother
over their last years of life. I visited them in assisted living facilities, memory care facilities and
nursing homes.

My father recently died. I now have time to invest in my community. I believe I am uniquely
qualified for this board. I care a lot about how nursing homes operate.
