PURPOSE: To consider making appointments to the Human Relations Commission.
BACKGROUND: The following information is for Board consideration:
• Appointment to a first full term (position #1) “At-Large” for Stacey Sewall expiring
06/30/2020.
• Appointment to a partial term (position #12) “At-Large” for Stephanie Harrell expiring
06/30/2019.

• *Position #4--- “Town of Chapel Hill” position----- expiring 06/30/2020. This
position has been vacant since 03/13/2018 as the result of a resignation due
to moving out of Orange County. (There are currently no applicants residing
in the Town of Chapel Hill. A PSA has been sent).
• *Position #10--- “Town of Carrboro” position----- expiring 06/30/2019. This
position has been vacant since 10/04/2017 as the result of a resignation due
to time constraints. (Waiting for a Resolution from the Town of Carrboro,
which will be presented to the Carrboro Aldermen May 1, 2018).
• *Position #11--- “Town of Hillsborough” position----- expiring 06/30/2018. This
position has been vacant since 09/26/2017 as the result of a resignation due

to Personal Reasons. (Waiting for a Resolution from the Town of
Hillsborough, the request was resubmitted to Hillsborough April 11, 2018).
• *Position #18--- “Town of Carrboro” position----- expiring 06/30/2020. This
position has been vacant since 02/12/2018 as the result of a resignation due
to declining an appointment. (There are no additional Town of Carrboro
applicants).
FINANCIAL IMPACT: None
SOCIAL JUSTICE IMPACT: Enable Full Civic Participation. Ensure that Orange County
residents are able to engage government through voting and volunteering by eliminating
disparities in participation and barriers to participation.
RECOMMENDATION(S): The Manager recommends that the Board consider making
appointments to the Human Relations Commission.

In recent years I ve been working to address issues of racism and advance racial equity in the
Orange County Schools through various projects including the Hate-Free Schools Coalition. I
would like to continue this work in an advisory capacity through a county board. I have an MA
from UNC-Chapel Hill and have worked at the university for almost 17 years in the area of global
education.
Reasons for wanting to serve on this board:
I have lived in Orange County for over 25 years and have seen it change in many positive ways.
I m excited by the energy of young families in the area and would like to continue the work of
advancing change in our community.

As an adopted Asian-American I have worked to connect to people and places. While at
University I served as a conversation partner and became friends with people of many different
backgrounds. I have earned two BA’s, one at UNC Chapel Hill and one at Columbia and I
have a MA in Russian Regional Studies. I very adept at research and looking at community
issues. And being a research at UNC Chapel Hill my job involves program development and
evaluation. However, I think it is my personal experiences of prejudice that is most relevant to
the board. Having been the target of racial slurs and even threatened with physical violence, I
know what it is like to feel isolated from the community. I believe I can bring a perspective to the
Commission as an Asian-American and as a researcher.
Reasons for wanting to serve on this board:
As I stated above, I am an adopted Asian-American. I grew up in Maine in a nearly all white
community but I have lived in Russia, during a study abroad program, and I have lived in New
York City for school and work. I now call Orange County and, more specifically, Hillsborough
home. Sadly, I have experienced prejudice in all of these places. From being physically
assaulted and threated with violence in my high school in Maine to having nasty remarks
directed towards me and a friend at an upscale restaurant in Hillsborough. But I have also
experienced the generosity and curiosity of people in these places as well. I am applying for a
position on the Human Relations Commission not because of the negative things that have
happened to me, but because of those positive human connections. I believe that reaching out
and creating an atmosphere of acceptance is the way forward. Having made Hillsborough, North

I am an occupational therapist employed by Orange County Schools full time and part time by
Residential Services, Inc. On a daily basis I work with individuals that have a variety of
disabilities and other barriers which may impact their functioning in daily life. I have worked with
individuals with a variety of disabilities since 2009 and received my Master s of Occupational
Therapy from UNC-Chapel Hill. As an occupational therapist and during my time in graduate
school I have been trained to work with individuals from a variety of backgrounds and help them
reach their potential in daily life no matter their education level, background, race, disability, age,
gender, or any other differences they may have.
Reasons for wanting to serve on this board:
I am interested in being able to give back to the community. My husband and I bought a home in
Hillsborough this past September and are excited to put our roots in Orange County. By serving
on this board I will not only give back to the community, but bring my knowledge of working with
individuals from a variety of backgrounds with varying strengths and needs. I m excited to be
able to work with a variety of community members in order to best serve Orange County.

Reasons for wanting to serve on this board:
Orange County is a thriving area, but I know that accessing housing is a hurdle. I would like to
have the exposure to local context to help be more involved and steer the direction of housing
access in our community.

I am a social worker who has spent over a decade serving marginalized populations, including
people of color, immigrants, people with physical, psychological, and developmental disabilities,
and substance abuse disorders. I am skilled at engaging people in environments that might not
be familiar and bridging gaps that exist due to social norms or ability.
Reasons for wanting to serve on this board:
I believe that people should have equitable access to community resources such as education,

My work in film (live action and animation) and theater (off-off-off Broadway) brought issues
around race and poverty to light, as well as often-underrepresented communities, such those of
LGBTQ and language minority people. My more recent experience is in similar work undertaken
in the context of law and policy, especially in relation to education.
Reasons for wanting to serve on this board:
One thing that unites my two highly divergent spheres of experience is the recognition that
whatever our ideals may be, it is people--collectively and individually--that bring about change,
not least of all by taking on opportunities to get to know one another and work for common goals.
