HomeMy WebLinkAboutDSS Board minutes 112017MINUTES ORANGE COUNTY BOARD OF SOCIAL SERVICES November 20, 2017 1 THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON MONDAY:November 20, 2017 at the Hillsborough Commons, Hillsborough, North Carolina. BOARD OF SOCIAL SERVICES MEMBERS PRESENT:Tamara Dempsey-Tanner, Ann Wilkerson,andPat Garavaglia. GUEST:Valerie Foushee, Verla Insko, and Cliff Bellamy. BOARD OF SOCIAL SERVICES MEMBERSABSENT:Earl McKeeandSusie Enoch. STAFF PRESENT: Nancy Coston, Director; Lindsey Shewmaker, Human Services Manager; Sharron Hinton, Human Services Manager; Crystal Mitchell, ProgramManager; and Duston Lowell, Program Manager. I.Call to Order and Introductions DSS Chair, Tamara Dempsey-Tanner, called the meeting to order at 4:11p.m.Staff, Board Members and guests introduced themselves. II.Board Comments Pat Garavaglia noted that the head of Cardinal Innovations had been fired. III.Public Comments None. IV.Agenda Changes None. V.Action Items On a motion byPat Garavaglia,the Board approved the minutes of October 16, 2017.Ann Wilkerson seconded the motion. The motion was carried without dissent. VI.Items for Discussion and/or Decision 1.Holiday Program Sharron Hinton updated the Board on the agency’s holiday programs. The Toy Chest will be held on December 16th and 17th. On Saturday the hours are 10:00am-6:00pm and on Sunday 12:00pm- 5:00pm. The Hillsborough parade is Saturday December 2nd and Chapel Hill parade is Saturday December 9th. Toy drop off for sponsors will be the week of December 11th from 8:00am-5:00pm and on the 13th and 14th until 7:30pm at both offices. The sponsorship program is going well and most children have already been sponsored. 2.December Meeting Date The Board voted to move their December meeting to December 16th at 12:00 at Hillsborough Commons. On a motion by Ann Wilkerson, the Board approved the change in meeting date and MINUTES ORANGE COUNTY BOARD OF SOCIAL SERVICES November 20, 2017 2 time for December. Pat Garavaglia seconded the motion. The motion was carried without dissent. 3.Board Report Approval The Board approved the Annual Report and Work Plan reviewed at the October meeting. On a motion by Tamara Dempsey-Tanner, the Board approved the Annual Report and Work Plan for FY2017-18 for submission to the Board of County Commissioners. Pat Garavaglia seconded the motion. The motion was carried without dissent. 4.Medicaid Report Card LindseyShewmaker informed the Board that the General Assembly received a report earlier this month on Medicaid datafrom the Division of Medical Assistance (DMA). It outlined whether each county “passed” or “failed” the Medicaid Report Card for each month of FY16-17.DMA acknowledged that data on the report card was incorrect but they did not possess sufficient staff to go back and rerun the data or fix issues. The DMA Report Card has since been vetted by county staff but there are still issues.Notices update overnightso if an automated notice isn’t cancelled, the case will show overdue even if done on time.Help desk tickets still cause cases to become overdue.Other glitches and technical problems in NC FAST can also cause cases to go overdue. Counties have to request a waiver to resolve these technical issues and get them removed from the report card if the county fails to meet the threshold.Orange County has had to submit waivers for September and October due to NC FAST issues.The State is backed up and has still not completed processing waivers from 3 months ago.This remains an ongoing issue and could make counties look like they are not processing applications timely when there are other factors the State has not resolved. Tamara Dempsey-Tanner asked staff to draft a letter the Board can send to the General Assembly related to issues with the Medicaid Report Card. 5.HB 630 NancyCoston went over a presentation about HB 630, highlighting some of the concerns counties have about regionalization and the performancecontracts. Valerie Foushee asked thatany new information be shared with the Orange County legislative contingent. Verla Insko added that it would be helpful to get any information on potential costs to fiscal staff to research. VII. Announcements Pat Garavaglia moved to adjourn the meeting at 5:50pm.Ann Wilkerson seconded the motion. The motion was carried without dissent.
