HomeMy WebLinkAboutDSS Board minutes 101617MINUTES ORANGE COUNTY BOARD OF SOCIAL SERVICES October 16, 2017 1 THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON MONDAY:October 16, 2017at the Hillsborough Commons, Hillsborough, North Carolina. BOARD OF SOCIAL SERVICES MEMBERS PRESENT:Ann Wilkerson,Pat Garavaglia,andEarl McKee. GUEST:None. BOARD OF SOCIAL SERVICES MEMBERSABSENT:Tamara Dempsey-Tanner and Susie Enoch. STAFF PRESENT: Nancy Coston, Director; Lindsey Shewmaker, Human Services Manager; and Sharron Hinton, Human Services Manager. I.Call to Order and Introductions DSS Vice-Chair, Ann Wilkerson, called the meeting to order at 4:11p.m. II.Board Comments None. III.Public Comments None. IV.Agenda Changes None. V.Action Items On a motion byPat Garavaglia,the Board approved the minutes of September 18, 2017.Earl McKee seconded the motion. The motion was carried without dissent. VI.Items for Discussion and/or Decision 1.Child Care NancyCoston followed up on the enrollment of Family Success Alliance (FSA) families. After meeting with them, FSA staff will start referring families and expect that there will be fewer than thirty total children between now and June. Earl McKee asked whether any groups have been discussing universal pre-K. Ms. Coston responded that there has not been any discussion as part of this plan. Mr. McKee noted that he hopes these efforts will start identifying potentially eligible kids because school readiness in pre-K could have a great impact on many of these children. 2.SocialServices Board Work Plan Lindsey Shewmaker went over the work plan submitted last year by the Social Services Board. This will need to be updated by December. If the Board has anything that they would like to be MINUTES ORANGE COUNTY BOARD OF SOCIAL SERVICES October 16, 2017 2 included please make sure to bring suggestions back to the November meeting. 3.Medicaid Report Card LindseyShewmaker explained theMedicaid Report Card and noted that Orange County has consistently passed the report card this year. 4.NC FAST Child Welfare Update NancyCoston updated the Board about the delay in child welfare for converting in NC FAST. After meeting with the pilot counties, the Division of Social Services has decided to delay rollout until late January to give the pilot counties more time to test the system. Ann Wilkerson has heard from a child care provider who is having trouble getting paid for services through NC FAST. Ms. Coston noted that the only thing she is aware of is there are some issues with paying enhancements. Ms. Wilkerson responded that the issue seems to be about the rates. Ms. Coston responded that staffwill follow up. 5.Holiday Schedule SharronHinton reviewed the schedule for the agency’s holiday programs.The Toy Chest will be held on December 16th and 17th. On Saturday the hours are 10:00am-6:00pm and on Sunday 12:00pm-5:00pm. Letters are going out to sponsors. UNC Athletics has scheduled the December 3rd men’s basketball game against Tulane to collect toys. The Hillsborough parade is Saturday December 2nd and Chapel Hill parade is Saturday December 9th. Toy drop off for sponsors will be the week of December 11th from 8:00am-5:00pm andon the 13th and 14th until 7:30pmat both offices. Marines will be at the basketball games. Staff are finalizing collection sites and are still looking for other events. Ann Wilkerson suggested the senior centers as collection sites and Pat Garavaglia suggested Carol Woods as a collection site.Ms. Garavaglia also made a few suggestions about ways to access more books, including Scholastic books in Cary. Ms. Wilkerson asked when set-up will begin. Ms. Hinton replied that the meeting rooms will be available starting after Thanksgiving. 6.Legislative Discussion NancyCoston updated the Board on the workgroup starting discussion of House Bill 630. The first topic is about state supervision and the discussion so far is about performance indicators. There will be a contract coming to the county to sign on performance indicators. There will be steps the state can take if counties fail to meet the requirements. Representative Verla Insko discussed having a meeting between the DSS Board and legislative delegation to discuss these issues. Board members agreed to see if the meeting could be scheduled during the November Board Meeting. 7.Director’s Report Some staff and Board Members will be attending the Social Services Institute this week. The date for the food access and insecurity convening will be November 16th from 2:00pm-4:00pm in Hillsborough. Pat Garavaglia has been contactedby Mark Ponds at Chapel Hill Tire to recommend some clients to receive free car repair services. She will have him contact Sharron Hinton. There is a job fair at Hillsborough Commons tomorrow, October 17th from 4:00pm-7:00pm.The event will include employers fromTanger Outlets and other local businesses. The job fair held in Chapel Hill was very successful. VII. Announcements Earl McKeemoved to adjourn the meeting at 5:02pm.Pat Garavagliaseconded the motion. The motion was carried without dissent.
