PURPOSE: To receive a report on employee pay and benefits and consider directions for
2005-06 and 2006-07.
BACKGROUND: Under separate cover, staff has provided an Employee Pay and Benefits
report. This report includes background information on employee pay and benefits over recent
years, an update on the staffs assessment of current pay and benefits needs/issues, and
information on specific pay and benefits plan elements, including cost of living increase, in-
range salary increases, merit awards and supplemental retirement [401 (k) plan].
As noted in the report, sustaining a stable, well-qualified work force is fundamental to
accomplishing the County's mission of service to citizens. To that end, an essential part of the
infrastructure to maintain the needed work force is the employee pay and benefits plan.
FINANCIAL IMPACT: The separate Employee Pay and Benefits report includes information
about the estimated costs of various pay and benefits options.
RECOMMENDATION(S): The Manager recommends that the Board discuss employee pay
and benefits for 2005-06 and 2006-07 and provide direction to staff.
