HomeMy WebLinkAboutDSS Board minutes 030518MINUTES ORANGE COUNTY BOARD OF SOCIAL SERVICES March 5, 2018 1 THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON MONDAY:March 5, 2018at the Hillsborough Commons, Hillsborough, North Carolina. BOARD OF SOCIAL SERVICES MEMBERS PRESENT:Tamara Dempsey-Tanner, Ann Wilkerson,Susie Enochts, Pat Garavaglia, and Earl McKee. GUEST:Cliff Bellamy, Herald Sun Reporter. BOARD OF SOCIAL SERVICES MEMBERSABSENT:None. STAFF PRESENT: Nancy Coston, Director; Lindsey Shewmaker, Human Services Manager; Sharron Hinton, Human Services Manager;and Micah Guindon,Fiscal Officer. I.Call to Order and Introductions DSSChair, Tamara Dempsey-Tanner, called the meeting to order at 4:09pm. II.Board Comments None. III.Public Comments None. IV.Agenda Changes None. V.Action Items On a motion byPat Garavaglia,the Board approved the minutes of February12, 2018.Ann Wilkerson seconded the motion. The motion was carried without dissent. VI.Items for Discussion and/or Decision 1.Budget Narrative and Performance Measures Nancy Coston gave an overview of the agency’s proposed budget. The budget includesan overall increase in countycost.There are two positions the agency has requested be converted from time- limited to permanent. One was requested and approved several years ago and thisisjust finalizing the paperwork. The other is the only remaining position from the Work Force Innovations and Opportunity Act that isnot a permanent position. It was missed when the other positions were added. There are two positions that need to be extended for NC FAST that are included in the budget. Ms. Coston explained that some of the line items have been changed to reflect work done with the Finance Department over the last year.There are no major changes in budget requests for FY2018-19. Revenue and line item changes really account forthe majority of the differences in the budget request. Sharron Hinton responded that it has actually exceeded expectations and is doing well. Pat Garavaglia wanted to commend staff fordoing such a great job and making the budget easy to understand. Tamara Dempsey-Tanner moved that the Social Services Board accept the proposed budget as submitted and forward it on to the County Manager and the Board of County Commissioners for review and approval. Pat Garavaglia seconded the motion. The motion was carried without dissent. 2.Director’s Report Nancy Coston presented an abstract requesting $125,000 for the rest of the year for Emergency Assistance. This will enable the agency to continue to provide Emergency Assistance for the remainder of the year. The request will be on the agenda for the Thursday Board of County Commissioners Meeting. The Spring Job Fair will be held on April 11th at the Hillsborough Commons. Earl McKee apologized for being late to the meeting and hopes that he will be able to attend more regularly now. VII. Announcements Pat Garavagliamoved to adjourn the meeting at 5:19pm.Susie Enochtsseconded the motion. The motion was carried without dissent.
