THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON SATURDAY:December 16, 2017 at the
Hillsborough Commons, Hillsborough, North Carolina.
BOARD OF SOCIAL SERVICES MEMBERS PRESENT:Tamara Dempsey-Tanner, Ann Wilkerson,andPat
Garavaglia.
GUEST:None.
BOARD OF SOCIAL SERVICES MEMBERSABSENT:Earl McKeeandSusie Enoch.
STAFF PRESENT: Nancy Coston, Director; Lindsey Shewmaker, Human Services Manager; Sharron Hinton,
Human Services Manager; Crystal Mitchell, Program Manager; Suzanne Hitt, Prevention Services Supervisor;
and Duston Lowell, Program Manager.
I.Call to Order and Introductions
DSS Chair, Tamara Dempsey-Tanner, called the meeting to order at 12:09 p.m.
II.Board Comments
Pat Garavaglia stated how proud she was of the toy program and all the work that staff have done to
make it work. Tamara Dempsey-Tanner agreed and talked about how much the program has evolved
and how wonderful it is.
Ms. Dempsey-Tanner mentioned the Social Services Institute and wondered how staff felt about it. She
noted that she shared feedback about the Board sessions because she felt like there were some
missed opportunities for education.Nancy Coston added that she felt like there were some really good
workshops for staff this year.
III.Public Comments
None.
IV.Agenda Changes
Nancy Coston added approval of policies related to the Emergency Solutions Grant to the agenda.
V.Action Items
On a motion byPat Garavaglia,the Board approved the minutes of November 20, 2017.Ann
Wilkersonseconded the motion. The motionwas carried without dissent.
VI.Items for Discussion and/or Decision
1.Staff Meeting Plan
The staff meetingwill be held on January 12, 2018 at 11:00 am. Nancy Coston asked the Board
Members to make sure that date still works. The Board Members agreed on the date and time.

2.Emergency Solutions GrantPolicies
Suzanne Hitt asked the Board to approve two policies related to the Emergency Solutions Grant.
The grant was awarded to the agency again for FY2017-18.
Tamara Dempsey-Tanner moved that the policies be approved with noted updates. Pat Garavaglia
seconded the motion. The motion was carried without dissent.
3.Director’s Report
Orange County has passed the Medicaid Report Card for every month so far this fiscalyear.
Nancy Coston presented on HB630to the Board of County Commissioners.Staff are drafting a
letter opposing mandatory regionalization for Social Services agencies.
4.Executive Session
On a motion by Tamara Dempsey-Tanner the Board moved into Executive Session pursuant to §
143 318.11(a)(1) referencing § 7B-2901.Pat Garavaglia seconded the motion. The motion was
carriedwithout dissent.
VII. Announcements
Tamara Dempsey-Tannermoved to adjourn the meeting at 1:14pm.Ann Wilkerson seconded the motion. The
motion was carried without dissent.
