Meeting Summary

Call to order: 6:37pm
Review and adoption of the Agenda: Edmund Tiryakian made a motion to approve the revised agenda; seconded
by Diane Obeid. The motion carried without dissent.
Summary of February 21, 2018 meeting: Michelle Walker made a motion to approve the Summary; seconded by
Judy Miller. The motion carried without dissent.
Review of public participation guidelines: No guest present.
Public Comments on items not on the agenda: None.
Animal Services Staff: Scnobia Stewart was introduced as the new Customer Service Supervisor. She was previously
staffed at Orange County Emergency Services, is a native of Cedar Grove, and is a horse enthusiast.
Animal Services Advisory Board Updates: Date has been scheduled to present the 2018-2019 work plan to the
County Commissioners at their retreat. Bob Marotto and Molly Mullin will attend. During the last Commissioners
meeting, the commissioners re-appointed 3 members and appointed 2 new members (one from Carrboro and one
from Hillsborough) to the Hearing Panel Pool. Training is pending. Funding through the outside funding process has
begun to discuss the proposal for the one applicant, Our Wild Neighbors.
Old Business:
(A) ASAB Communication About Animal Services Property Easements: Bob Marotto updated on other
conversations with County administration, pending response from the County Commissioners, and
pending conversations with Duke about their concept plan for the easement. Edmund Tiryakian made
a motion for the ASAB to send follow up correspondence to the County Commissioners about the
response to the previous communication; Warren Porter seconded. The motion carried without
dissent.
(B) Abuse/Neglect Charges for Surrendered Animals: Michelle Walker presented a Version B of the draft policy
and highlighted the differences in the versions speaking specifically on the (1) length of time; (2) severity of
distress to the animal; (3) costs of reasonable intervention; and (4) whether the animal was voluntarily

surrendered. Discussion between the versions included the terms and consequences of the voluntarily
surrendered animals and how OCAS would determine conditional “do not adopt.” Clarification was offered
about the purpose of this policy by Bob Marotto. There must be consideration about an individual’s actions
and the OCAS actions on the community from where that individual came. Action item was tabled until April
under a Version C can be developed.
New Business:
(A) Animal Services Updates: Bob Marotto reported briefly on a large number of dogs were seized in early
March. The animals are being held during an ongoing law enforcement investigation. Taskforce on
Homeless Animals has made progress with educational and informative materials for partner agencies to
use as they assist their clients through inventions. The farm cat sterilizations continue to progress: 50-60
cats so far; funding sources continue; and other interest groups from neighborhoods. New ideas are being
organized to provide more of the rabies and microchip clinics into the underserved communities: wellness
clinics (basic vaccinations, wormer, and basic screening for free plus fun health fair activities) are being
scheduled at the Rogers Rd Community Center, Efland Cheeks Community Center, Cedar Grove Community
Center, and Fairview Community Center. The Kitten Shower will be held in April to recruit fosters and to
provide donation/ gift giving opportunities, like an Amazon registry.
(B) Nuisance Provisions for Cats in Unified Animal Ordinance: Tabled until April.
(C) 2017 Statistical Highlights: Information items were attached.
