HomeMy WebLinkAboutAgenda - 04-26-2018 Item 3 - Board of Commissioners Policy on Resolutions Presented at Board Meetings ORANGE COUNTY BOARD OF COMMISSIONERS ACTION AGENDA ITEM ABSTRACT Meeting Date: April 26, 2018 Action Agenda Item No. 3 SUBJECT: Board of Commissioners Policy on Resolutions Presented at Board Meetings DEPARTMENT: Manager ATTACHMENT(S): INFORMATION CONTACT: Bonnie Hammersley, 245-2300 PURPOSE: To discuss the Board’s policy regarding the presentation of a resolution during a Board meeting and potentially taking action on that resolution during the same meeting or directing the item for consideration at a future meeting. BACKGROUND: At the Board of Commissioners’ March 8, 2018 regular meeting, a petition was submitted that the Board discuss the Board’s policy regarding the presentation of a resolution during a Board meeting and the Board potentially taking action on the resolution during that same meeting or directing the item for consideration at a future meeting. Section V, Rule 8 (c) of the Board’s Rules of Procedure states: (c) The board may, by approval of a majority of its members, i.e. an affirmative vote equal to a quorum, add an item at the meeting that is not on the agenda. (It is worth noting that this provision applies not only to resolutions, but also to any other types of items which may be presented during a Board meeting, including a Proclamation, Regular Item, Report, or Public Hearing.) In the past, members of the public, Board members and staff have presented resolutions and other items during a meeting. In some instances the Board has chosen to plan the discussion and consideration of the item at a future meeting. In other instances the Board has added the item to the agenda and discussed and taken action on the item during the same meeting. This item gives the Board the opportunity to discuss the presentation of a resolution during a Board meeting and potentially taking action on that resolution during the same meeting or directing the item for consideration at a future meeting. In light of the current Rules of Procedure provision, discussion on resolutions as well as other types of agenda items may be appropriate. FINANCIAL IMPACT: There is no financial impact associated with discussion of the Board’s policy regarding the presentation of a resolution during a Board meeting and potentially taking action on that resolution during the same meeting or directing the item for consideration at a future meeting. SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to this item: 1 • GOAL: ENABLE FULL CIVIC PARTICIPATION Ensure that Orange County residents are able to engage government through voting and volunteering by eliminating disparities in participation and barriers to participation. RECOMMENDATION(S): The Manager recommends that the Board discuss the Board’s policy regarding the presentation of a resolution during a Board meeting and potentially taking action on that resolution during the same meeting or directing the item for consideration at a future meeting. 2
