PURPOSE: To consider making new appointments to the Recreation and Parks Advisory Council.
BACKGROUND: There are three vacancies on the Recreation and Parks Advisory Council. They are
the Cheeks Township position, Bingham Township position, and the Hillsborough Town Limits Position.
The Clerk's Office has received a recommendation from the Recreation and Parks Advisory Council for
Chuck Hobgood and Sharon Heath Riley for the Cheeks and Bingham positions, respectfully. If
appointed Mr. Hobgood and Ms. Heath Riley will be serving first full terms, ending 3/31/2007.
Also, RPAC unanimously desired to recommend the appointment of Michael Oechsle to their board, but
he does not reside within the Town of Hillsborough Town limits, where the vacancy created by the
resignation of Tom Magnuson exists. RPAC proposes to move Vice-Chair, Robb English from the
Hillsborough Township position he now fills, to the Hillsborough City limits position because Mr. English
does live in the Hillsborough Town Limits. RPAC further recommends the appointment of Mr. Oeshsle
to the resulting vacancy in the Hillsborough Township position. If appointed, Mr. Oechsle would be
serving a first full term ending 3/31/2006,

The Orange County Recreation and Parks Advisory Council has recently reviewed all applicants for the
Recreation and Parks Advisory Council. The board unanimously recommends Sharon Heath Riley to
fill the Bingham Township position currently vacant. Ms. Riley is a resident of Bingham Township.
"The criteria for this position are:
• That the applicant selected be a resident of Cheeks Township, that he/she show an active interest in
the development and improvement of recreational opportunities and parks in Orange County.
• That he/she possess experience or training in recreational activities and/or
• Experience or training or demonstrated interest in parks and a
• Willingness to commit to active participation on the Council
In addition, the Recreation and Parks Advisory Council is committed to increasing the diversity of
Council members and committed to preserving a geographical balance of representation whenever
possible.
It is the feeling of the Council that Ms. Riley will provide valuable input as a member because:
• She has a B.S. in Urban and Regional Planning.
• She will represent Bingham Township as a resident and property owner.
• She is an active volunteer in our community.
• She has 24 years of experience in the special events industry and currently runs her, own special
events company.
• He has an interest in recreation and parks as demonstrated in indicating this board as his only area
of interest.
In addition, Ms. Riley is the only applicant from Bingham Township.
