BACKGROUND: Pete Hendricks has provided a proposal to deconstruct the old farmhouse on the former Vincent property east of and across NC86 from the Northern Human Services Center in Cedar Grove. In addition, he would also provide services to enhance storage of existing, previously stockpiled County deconstruction materials that were acquired through various other County deconstruction projects. Mr. Hendricks proposes to carry out this work for a cost of $1,500 per week ($300/day) for 17 weeks ($25,500), plus $4,000 logistical support costs, to include such expenses as solid waste fees as well as temporary labor to assist in moving the materials. For comparative purposes, Mr. Hendricks did the deconstruction work at the old Orange Industries Building on Tryon Street and two flood-damaged houses in Heritage Hills several years ago at a rate of $350 per day. Mr. Hendricks has provided proof of liability insurance that would cover his exposures on this project. Project management responsibilities will be shared among ERCD, Solid Waste Management Staff, and others as the needs dictate. FINANCIAL IMPACT: In summer 2004, the County issued two-thirds net debt funding totaling $4.2 million. A list of the proposed projects to be funded from those monies is included as Attachment 2 of this abstract. As outlined on that attachment, staff recommends that $300,000 be allocated to the Northern Human Services Center Renovation Project. Funds to cover the cost of the deconstruction of the old farmhouse would come from the recommended $300,000 allocation. Staff plans an agenda item for the February 15, 2004 BOCC meeting that would request approval to allocate the entire $4.2 million two-thirds net debt funds to County capital projects. RECOMMENDATION(S): The Manager recommends that the Board approve the proposal submitted by Pete Hendricks; authorize staff to develop a contract between the County and Mr. Hendricks that incorporates the provisions of that proposal, subject to final review by staff and the County Attorney; and authorize the Chair to sign the resulting contract on behalf of the Board. a, eo? (does not include Laws House disposition) On April 1, 2004, the Board discussed options for leasing space to accommodate the County's storage needs and directed staff to bring back a plan to fund and construct a new County storage facility to be located at the Public Works site. This amount covers the projected cost of a master site plan for the County's Public Works site and the first Parks Operations Base and phase of storage facility construction. Commissioners will consider an item on County Storage Facility $675,000 June 23 that recommends development of a building to be used as a parks Located at Public Works site operation base at this site as well. Upon endorsement of the concept by the Board, a group of stakeholders will be convened by the Manager to determine ` the most expedient plan of action.
