RE: FY2017-18 Capital Investment Plan Information Updates
The Board of Orange County Commissioners appropriated funding for multiple projects for County owned
facilities as part the FY2017-22 Capital Investment Plan. This memo serves as an update for the projects that
are currently under construction or are anticipated to be under construction very soon.
Sportsplex Field House: (FY2017-22 CIP page 421) This project is currently under construction and is
anticipated to be complete in the summer of 2018. Site work is largely complete, but has endured wet winter
weather challenges. The building construction is underway. County staff is working with the Town of
Hillsborough and the Forest Ridge Subdivision regarding the sidewalk expansion connecting the Sportsplex
property to the Forest Ridge Subdivision.
Facility Accessibility and Safety Upgrades: (FY2017-22 CIP page 354) In FY2017-18 this project included
installing security cameras at multiple facilities across the County. All the cameras planned for installation in
FY2017-18 have been installed and are operational. The facilities that have new cameras include Efland
Cheeks Community Center, Rogers Road Community Center, Court Street Annex, Historic Courthouse, and
the Orange County Fuel Station. This project is complete.
Government Services Annex: (FY2017-22 CIP page 356) The Government Services Annex (Board of
Elections) project is currently in design and is anticipated to be complete in early spring. Construction bidding
and award is contemplated to occur April, 2018. The construction is anticipated to begin in early summer to
relocate the existing electrical distribution and replace the Heating, Ventilation, & Air Conditioning from the
basement to other areas within the existing facility to mitigate new flood plain elevations that put these systems
at risk. Special attention will be design within the process to ensure continuous services provided by the Board
of Elections. The project should be fully complete during the fall, 2018.
Passmore Center Expansion: (FY2017-22 CIP page 363) This project is currently under construction and is
anticipated to be complete in the late summer of 2018. Site work is largely complete and, like the Sportsplex
Fieldhouse, has endured wet winter weather challenges. The building construction is anticipated to start late
spring.

Roofing and Building Façade Projects: (FY2017-22 CIP page 364-365) This project included flashing
repairs for the Whitted Complex. The flashing repairs were completed in winter 2017. This project also included
funding for the slate roof replacement at the Skills Development Center (501 Franklin Street, Chapel Hill). The
slate roof replacement project design is complete and the construction is anticipated to start in late spring,
2018 and anticipated to complete by early summer, 2018.
Southern Campus Expansion: (FY2017-22 CIP page 367) The Board of County Commissioners awarded a
professional services agreement with Smith Sinnett Architecture on November 2, 2017. Both phases of this
project are currently in the schematic design phase. Schematic design includes programming, conceptual
design, as well as thorough technical review by the Town of Chapel Hill planning staff (as governed by the
master plan special use permit). The Board of Orange County Commissioners will review this schematic
design in June, 2018. Development design and construction documents for Phase 1(Seymour Center
expansion, roadway straightening, and additional Seymour Center parking) are anticipated to be complete in
the winter of 2018. Construction of Phase 1 is anticipated to be complete is the late winter, 2020. Phase 2
construction (meeting facility, Health and Dental Clinic, Department of Social Services construction) is
anticipated to start and finish approximately nine months behind Phase 1 or in the late fall, 2020.
