Adjournment D R A F T MINUTES1 ORANGE UNIFIED TRANSPORTATION BOARD2 SEPTEMBER 19,20123 4 MEMBERS PRESENT:Nancy Cole Baker, Pedestrian Access & Safety Advocate; Julian (Randy) Marshall, Bingham 5 Township; Alan Campbell, Planning Board Representative; Jeff Charles, Bicycle Advocate;Paul Guthrie, Chapel Hill 6 Township; 7 8 MEMBERS ABSENT: Renee Price, CfE Representative; Amy Cole, Transit Advocate; Sam Lasris, Cedar Grove 9 Township Representative; Annette Jurgelski, Eno Township; Cheeks Township - Vacant; Economic Development 10 Commission - Vacant; Little River Township-Vacant; Hillsborough Township – Vacant; 11 12 STAFF PRESENT:Darcy Zorio, Transportation Planner; Tina Love, Administrative Assistant II13 14 15 AGENDA ITEM I: CALL TO ORDER AND ROLL CALL16 17 18 AGENDA ITEM II: CONSIDERATIONS OF ADDITIONS TO THE AGENDA19 20 21 AGENDA ITEM III: APPROVAL OF MINUTESFOR AUGUST 15,201222 23 The OUTBoard minutes from August 15, 2012 were approved by consensus.24 25 26 AGENDA ITEM IV: PRESENTATION OF THE DURHAM CHAPEL HILL CARRBORO METROPOLITAN PLANNING 27 ORGANIZATION METROPOLITAN TRANSPORTATION PLAN28 The Durham Chapel Hill Carrboro Metropolitan Planning Organization (DCHC MPO) has 29 released their Draft Metropolitan Transportation Plan (MTP) for comment and would like 30 the input and feedback from local transportation advisory boards.31 OUTBoard Action: Receive presentation; consider passing resolution to send comments 32 and suggestions for the MTP to the Board of County Commissioners33 34 Darcy Zorio presented a PowerPoint presentation and discussed the plan with the OUTBoard members.35 36 Darcy Zorio noted she had the comments the OUTBoard provided to the MPO regarding the LRTP in 2008. She told 37 the members she needed their comments for the Commissioners’ October 2 meeting.38 39 Paul Guthrie noted that he is less concerned the BOCC seeing this report and the way its done than them 40 understanding what its limits are and that it doesn’t necessarily point to the best policy.41 42 Jeff Charles noted that he is concerned that if they look at some of the stuff the OUTBoard was shown and think 43 about the impact on mass transit, there is not a very compelling argument for mass transit from the data given.44 45 D R A F T Paul Guthrie added that it depends on how you look at it and that this study is a narrow study and doesn’t look at 46 economic cost. 47 Darcy reviewed the alternative analysis options. 48 49 Paul Guthrie commented that his perception is that the only thing that will redirect development coming in the next 30 50 years is some form of a transit intense plan. Anything less that at least a good percentage of that will simply have the 51 growth and expansion occur around existing corridors and that will automatically continue what we have always had, 52 namely, we’ll be pouring a lot of money into roads that are getting slower and slower and bigger and bigger. I realize 53 this is an analysis but if it isn’t presented in the right way, people will not realize that basically if you’re not careful 54 they’ll end up in 30 years in the same transit mess we’re in now.55 56 Darcy Zorio reviewed the OUTBoard submitted comments from the 2008 MPO LRTP. 57 58 Nancy Baker suggest that they tell the BOCC that some of the larger ramifications of this plan are not presented here 59 thatthere will be great economic benefits that they need to keep in mind that may not be included in the presentation 60 and to look broader.61 62 Paul Guthrie noted that from a management standpoint, managing this system, you biggest bang for the buck would 63 be putting high transit investments into in a staggered way and not start all of them in 2025 and hope they happen by 64 2040. A good model on that is Wake County. The Wake County Board of Commissioners refused to go along with 65 the Raleigh City Council so what is Raleigh going to go ahead and do? They are going to go ahead and set up their 66 bus lines with stop along the future transit route so that they have their customers in place on motorized 67 transportation when they get to another form of transportation. That’sthe kind of strategic planning where you put 68 your investments to not only build it in the most economical way but you build your base of clients so that they are in 69 fact accustomed of using it when it does occur. The places in the U.S. where it is works the best, that’s the way they 70 work it.71 72 Jeff Charles added that Durham County is talking about doing it that way as well. They are going to implement the 73 bus first, build the clientele before the light rail goes in.74 75 The OUTBoard discussed the lack of bicycle and pedestrian plans and the consensus of the OUTBoard was that the 76 plan should include bicycle and pedestrian. 77 78 Paul Guthrie had the following comments:79 Look at the whole network and look at the interest of Orange County, the specifics of Orange County as it relates to 80 our existing zoning, etc.; 81 It should have an economic approach, the use of tools, etc.;82 It should look at long term cost and livability and environment impact, and economic cost to the community; 83 Policy coordination down the road so little pieces don’t go off in all areas; 84 Jurisdictional control and to reemphasize that this is a long term plan and implementing a long term plan requires 85 jurisdictional coordination as well as all the other things. Then point out that at some point it only works if you look at 86 the whole picture and plan those things that lead up to making the end product worthwhile. Let me add that it 87 becomes part of building the network so you not only work on the early transit activity but you also built the 88 community’s interest in use. One of the ways is to build walkways, bikeways and try to encourage feeder routes…….89 D R A F T Jeff Charles added that you look at connectivity with respect to bicycle routes which fits in with what Paul is saying.90 91 92 AGENDA ITEM V: ELECTION OF CHAIR AND VICE CHAIR93 OUTBoard Action:Vote on new OUTBoard Chair and Vice Chair94 95 The OUTBoard elected Paul Guthrie to serve as the OUTBoard Chair and Jeff Charles to serve as Vice Chair.96 97 98 AGENDA ITEM VI: STAFF UPDATES99 BGMPO100 OUTBoard Action:Receive updates.101 102 Darcy Zorio updated the OUTBoard on the MPO Boundary and passed out maps showing the boundaries. 103 104 105 AGENDA ITEM VII: BOARD COMMENTS106 107 108 AGENDA ITEM VIII: ADJOURNMENT109 110 111 ITEMS FOR NEXT MEETING: Large print out of transportation acronyms.112 113
